J. Scott Marcus is a Transatlantic Fellow of the German Marshall Fund of the United
States (GMF). From February through June of 2004 he is working in Brussels under a
GMF grant in order to study the new European Union regulatory framework for
electronic communications. He is on leave from the Federal Communications
Commission (FCC), where he is the Senior Advisor for Internet Technology.
Previously, he served as Chief Technology Officer (CTO) of Genuity, Inc. (GTE
Internetworking).
Scott’s research interests include the economics and public policy implications of
Internet backbone interconnection, the implications of regulatory convergence on the
regulation of telecommunications, the measurement and prediction of Internet usage,
the challenges of data network security, and the management and operation of data
networks.
He served as a trustee of the American Registry of Internet Numbers (ARIN) from
2000 to 2002. He is a member of the IEEE Communications Society Meetings and
Conference Board, recent former Chair of IEEE CNOM, and the author of Designing
Wide Area Networks and Internetworks: A Practical Guide, Addison Wesley, 1999.
Scott holds a B.A. in Political Science (Public Administration) from the City College
of New York, and an M.A. from the School of Engineering, Columbia University.
