The purpose of this document is to update the scope of RESOLUTION GSC-13/17: (GRSC)
Mobile Multimedia Broadcast and Multicast.

CONTENT
TIA Engineering Committee TR-47 is responsible for development and maintenance of
downlink standards for terrestrial and non-terrestrial mobile multimedia multicast systems. TR47 has two subcommittees formulating standards, TR-47.1 Forward Link Only Air Interface [2]
and TR-47.2 Digital Video Broadcasting for Handheld Air Interface [3].
The TR-47.2 subcommittee developed one key standard initially that addressed a number of
specifications: TIA-1105 – “Terrestrial Mobile Multimedia Multicast based on Digital Video
Broadcasting for Handheld Devices System (2006),” by transposing the DVB-H standard of
ETSI [4]. In 2009, the TR-47.2 subcommittee completed an additional key standard that
addressed a number of specifications to support hybrid-satellite approaches: TIA-1168 –
“Terrestrial and Non-Terrestrial Mobile Multimedia Multicast based on Digital Video
Broadcasting to Handheld Devices Operating on Satellite, Terrestrial or Hybrid Networks at
Frequencies Below 3 GHz,” similarly, by transposing the DVB-SH standard of ETSI [5].
Since industry standards activities have been expanded to address the needs of hybrid satelliteterrestrial deployments, new standards will continue to be developed to meet new requirements
and to address system enhancements, and global collaboration in this field will be highly

advantageous. Therefore, it is proposed to broaden the scope of RESOLUTION GSC-13/17 [1]
with appropriate text, shown in the included marked up document a REVISION of Resolution
GSC-13/17..

SUMMARY
It is proposed that GSC-14 GRSC7 take a decision on REVISING GSC-13/17 to include an
enlarged scope for Mobile Multimedia Broadcast and Multicast by including hybrid satelliteterrestrial networks (in addition to terrestrial networks) with corresponding systems and
applications.
