The Snow Disaster and earthquake happened in China in 2008 highlighted the importance of emergency communication. 4 standards are undertaken: — Research of Regional Spatial Emergency Communication System; — General technical requirement of satellite communication system used in emergency communication; — Service Requirements of Emergency Communication on Different Emergency Situations; — Research of Emergency Short Message Service Scheme for Public Satellite Communication In view of the vital role satellite communication has played in the course of Wenchuan earthquake relief in 2008, CCSA established “Satellite Communications Task Group” in TC5 to carry out standardization activities in the field of Satellite Communications. — General specifications for Ku-band portable satellite communication earth station; — General specifications for Ku-band immobile satellite communication vehiclemounted station; — General specifications for Ku-band mobile satellite communication vehiclemounted station; — Research of Hybrid MF-TDMA satellite communication network architecture. Geneva, 13-16 July 2009 Fostering worldwide interoperability 10 Highlight of Current Activities(9/10) Global standard activities Actively participating in ITU, GSC, 3GPP, 3GPP2 activities; Thousands of contributions were submitted to ITU, 3GPP and 3GPP2 and other international and regional standards organizations in 2008. 9000 8824 8000 7000 6000 5000 4000 3218 3000 2231 2000 1000 0 ITU 3GPP 3GPP2 1201 612 361 242 193 51 20 47 2003 2004 Geneva, 13-16 July 2009 594 154 2005 736 325 300 2006 2007 816 213 2008 Fostering worldwide interoperability 11 Highlight of Current Activities(10/10) CCSA Science and Technology Award In 2008, 17 projects were awarded, which had effectively stimulated the enthusiasm of the enterprises and researchers: 3 projects were given the first class prize: — “TD-LTE R8 international standard”; — “3G EMC series standards”; — “IPTV Series industry standards” 7 projects were given the second class prize; 7 projects were given the third class prize Geneva, 13-16 July 2009 Fostering worldwide interoperability 12 Strategic Direction To strengthen the studies on standards that are urgently needed: •Hot areas •3G, IMT-advanced •NGN •IPTV •Internet •absorbing more IT companies to participate in standards development; •ICT service management and operation •to promote the development of ICT service and the Information system construction of medium and small-sized enterprises. •Environment protection and energy saving Geneva, 13-16 July 2009 Fostering worldwide interoperability 13 Challenges Convergence of Services and Technologies: FMC; Telecommunication network/Internet; Telecommunication/Broadcasting; Efficient management mechanism; Reflect quickly the market’s need and emerging technologies and services; Due to the large number of standards projects, the period of standardization process is relatively long. Some of projects can not be finished on schedule; The training of standards drafter need to be reinforced; Cooperation with global standards bodies need to be further strengthened. Geneva, 13-16 July 2009 Fostering worldwide interoperability 14 Next Steps/Actions To encourage the implementation of standards to meet the requirement of regulation, customers, carriers and vendors To develop more standards concerning the environment and climate change To study the standardization on new emerging technologies and services To explore more effective operation mechanism to react quickly the new areas To explore more reasonable membership fees system to encourage medium and small-sized enterprises to join CCSA; To strengthen international exchange and cooperation. To strengthen the cooperation with other fora and consortias.
