Bohemia Mining District is a historic area of mining buildings & claims surrounded by Umpqua NF. The Mining District Association,
USFS, & ODF held a discovery meeting resulting in a desire to start a planning group to develop a CWPP. Fuel-reduction projects,
public education and water-access improvements are expected outcomes of the CWPP based on early discussion with members.
Fuel models 8-10 represent this area. Outcomes: 1]personnel to coordinate the planning process and implement projects; 2]
develop a CWPP for projects on private and USFS lands; 3]hazard assessment of all the private lands & historical structures for
defensibility; 4]a model for appropriate fuel reduction projects in the future; 5]improved access to water-sites for protection of
historic sites; 6]educational brochures, prevention signs and program for recreationists and tourists to the area; 7]Demo areas and
roadside fuel modification/reduction area.

For this project, explain the level of cooperation, coordination or strategic planning, through a “Local Coordination
Group.” If you haven’t worked with a local coordination group, why not?
- The Community Wildfire Protection Plan [CWPP] will be a framework from which to evaluate overall community priorities for reducing risk from
wildfire. This high elevation area is prone to lightning storms in late summer and a longer response time from protection agencies for additional
fire resources. Altering wildfire behavior within the area through a fuels reduction/modification program is expected to be an outcome of the
Association & agency planning process. Evaluation and setting goals for the area will allow the USFS to tie these types of projects with the
private lands & provide for a landscape prevention plan.
- The focus of the CWPP is to educate the community along with general recreationists and increase awareness through creation of the Fire
Plan. The process is as important as the results. There is no Rural Fire Protection District in this area. This area is protected by ODF & USFS for
wildland fires. The Bohemia Miners Association members will develop an understanding of wildfire and how wildfire is affected by human activity.
Active engagement of the community is one of the anticipated outcomes, and this will lead directly to increased education and awareness.
By assessing the overall community strengths and weaknesses with respect to fire protection, and increasing the awareness of the citizens, the
CWPP will improve overall fire protection within the area. Through the CWPP implementation Helena mine, the Fairview lookout tower, various
miners' homes & shacks dating from the late 1800's to recent structures, a stage-house and ex-Post Office, several mill buildings and mill
equipment, & the Musick Guard Station [USFS] will be more likely to survive a wildfire. Dangerous access routes will be improved, surrounding
fuels will be reduced, water access will be enhanced and documented for quick reference, while the agencies & citizens will have built stronger
working relationships.
- The anticipated outcomes of the proposed project are as follows:
1] The CWPP project will empower the partners to launch and guide a process for determining priorities to maximize wildfire safety, integrating
local, state, and federal plans with the community's desired objectives for the Pvt & USFS lands.
2] The community will develop ownership of these efforts and excellent working relationships will be enjoyed among all participants.
3] Fire-safe & defendable citizen-generated improvements will be implemented within the demonstration area while providing a plan for future
work and a prevention & education plan for visiting recreationists.
- Collaborating agencies and organizations include the following:

•Lane County Sheriff - Emergency Management Services
•Lane County Roads Dept.
- The proposed development of the CWPP is the foundation from which this area will develop public safety measures, education emphases, and
fuel hazard modification plan to reduce the current risk levels. This project will give the community and Bohemia Miners Association a planning
and prioritization process for current and future management options, including fire protection, education, training, fuels reduction, strengthened
collaboration among all of the partners. This plan may have the potential to improved communication and future projects between the Lane
County Sheriffs office and Miners Association. Along with the planning process to provide the USFS prioritization of projects on federal lands, it
will also allow additional prevention and education programs to target the forest visitors. Assessments will be made of all the structures and
historical sites for risk to fire [each site will be assessed for wildfire risk, along with information handouts for structure fire safety, GPS locations
will be collected as part of the assessment, accessibility and signage will be evaluated, and water source locations of the area]. Additional
portions of the planning and task may include some signage of structures and demo work on roadways and around several structures to
encourage & demonstrate to adjacent landowners in the area.
- Project Time Frames: The education and planning will start in the March of 2006. Defendable space Demonstration Project will be
accomplished summer/fall 2006/2008. Limitations may occur due to weather - this area is inaccessible from November thru April due to snow.
Planning can be completed, the field work may have limitations based on early snow fall. CWPP process development will be initiated in March
2006, and proceed with plan development through the end of the project period. Funding sources beyond the grant include USFS, ODF, and
community sources. There are a number of visitors to the area from the metro area in the Willamette Valley, which would be a large target for
education with signs, brochures, and demo sites all of which would begin in the April 2006 and carry thru to the end of this grant.
- Tools and skills: The primary skill needed with respect to the proposed project is an ability to facilitate, coordinate, cooperate, and motivate.
The agencies and the community easily have the resources, including technical knowledge, necessary to prepare and implement a plan. A
vehicle will be provided by ODF, along with some additional items such as a laptop computer and digital camera. A chipper may be rented/
purchased for the projects.
- Location: High Elevation Mining District South East of Eugene, Oregon. Area prone to late summer lightning storms with a number of Historical
interests and USFS lookout tower all of which draw a number of visitors along with the seasonal residents working their mining claims in the
summer months The mining district is approximately 20 miles SE of Cottage Grove and 13 SW of Oakridge Private lands surrounded by USFS
Applications for funding, must include narrative responses that address the following four criteria. Be sure you address every one

Response:
A. Anticipated Outcomes:
*The CWPP will empower the community/Association to launch and guide a process for determining priorities to maximize wildfire safety. The
community's desired objectives will be integrated with other local, state, and federal plans.
*Community ownership of these efforts and excellent working relationships among all participants.
*Citizen-generated improvements within the demonstration area that are fire safe and defendable.
*Public education on Wildfire prevention, defensible space, and fire safety thru signage, brochures, demonstration areas & advertisements.
Success will be determined by the dynamic, continuing process of Community Fire Planning, signs, and completion of demonstration projects.
B1. Fire Behavior Changes Through Fuels Reduction:

e.Work with USFS on goals for federal lands.
B2. Community Education and Awareness: The community's level of education and awareness relative to risk from wildfire will be sharply
increased by public meetings, news media coverage of the planning process, and the planning process itself. Also, door-to-door contact will be
made by personnel from participating agencies. Increased activity by the agencies, local landowners, signage, and brochures will help energize
the campaign.
B3. Enhanced Suppression Capability: The CWPP process will result in increased capabilities and infrastructure protection through a review of
current suppression procedure, training needs, inventory of protection resources available in the area & establish evacuation procedures for the
area. These assessments will provide each protection agency with the foundation to modify action plans to improve the capabilities in the future
and establish potential future projects.
C. The Mining Association will have partial liability for implementation of this CWPP since they live in and have ownership of the affected
community. Implementation of the plan will include assistance/support from all the partners indicated by the plan with responsibilities for the
various activities or projects. ODF & USFS will share responsibilities as the fire protection agencies of this area.
D. Development of the plan will have community involvement throughout the planning process giving them ownership of this plan. The adjacent
forestlands can be managed to reduce fuel buildup by industrial forest owners and USFS, if in accordance with the CWPP. Expectations that
community participation in the planning process would also result in the stipulation that the agencies will continue to work with landowners to
maintain defendable spaces and fire safe structures. The intent is that community education will stem the need for annual maintenance of fuels
treatment projects.
E. The community [Bohemia Miners Association] involved have requested assistance to develop this plan based on their experiences with local
fires and media coverage of incidents in California & Oregon. The concerned parties have verbally committed themselves to making every

Response:
A.The current high level of cooperation among ODF & USFS will be the starting point for a coalition. This project will build on this relationship
along with the request for this from the B. Miners Assoc. to develop a comprehensive CWPP incorporating the Association, ODF, USFS, and
Lane County. These groups will come together to form a committee that will then identify goals and objects for the area.
B. Collaborating agencies and organizations:
*ODF,USFS Cottage Grove RD, Bohemia Miners Association-actively involved with the preplan & participation of plan

C.This process will result in increased communication on roles & capabilities of the various agencies and organizations with responsibilities
related to fire protection in these areas. Through the committee and documentation for the plan, the agencies and the Association will increase
coordination capability among all.
D.The community will gain a basic understanding of wildland fire, fire behavior, hazard mitigation, resources available from their local agencies,
policies & procedures, and other topics related to a CWPP. The demonstration areas that would be completed with this planning process will
act as a tool to educate the landowners. Public education of the hazards and mitigation techniques will be a primary outcome from these two
sources. Association members will play a key role as future ambassadors for fire prevention communication with recreationists.

Response:
A.The starting point for this process is the high level of cooperation among local agencies. The project will build on the positive working
relationships to develop a CWPP incorporating a broad coalition of community stakeholders. Current LCG - USFS, BLM, ODF, RFD, OSFM, Lane
Co-Emer mgmt & planning
B.The USFS, ODF, & Association have committed to participation and development of this planning process. Each of the organizations will
contribute in-kind funding, in part, by providing members to participate in the committee and to support the process
C.This project has evolved out of a request by the Association to ODF & USFS to provide for planning and future fuel hazard reduction projects.
The coalition listed see the need and opportunity to make a difference in the amount of defense and fuel loading modification for an area of
recreation and known lightning fire starts thru education, fuel reduction, and the maintenance of vegetation to reduce future risk levels
D.Once the CWPP is developed and implemented, this area will have a foundation to build upon. Additional grants may be solicited for education
& mitigation practices in fuels reduction or projects as outlined by the plan. A demonstration area for fuels reduction will provide some potential
jobs or economic impacts to local businesses. As fuel reduction projects begin, demand from the landowners is anticipated for equipment and
labor, which benefit the local economy
E.Once this project is successfully underway, it is anticipated that it may stimulate community interest in the adjacent areas for a CWPP.
Communities will be invited to visit the project demo areas to view & discuss the experience with coordinators & participants to capture positive
outcomes & capitalize on the improvements from the setbacks.
