Provide a brief overview of the project and the project area. (If applying for a fuels reduction
project, identify vegetation types, fire regime) [1500 Characters Maximum]
This project is designed to conduct fuel reduction on several priority communities identified in the
Crook County CWPP. Half of the treatments will be focused on the Conant Basin area, located east
of Prineville Reservoir. Approx. 25+ ranches w/homes and multiple outbuildings exist in this
juniper/shrub/steppe ecosystem with one-way in and no structural fire protection. As evidenced by
the presence of non old growth juniper, this area has missed several fire cycles (Condition Class
2/3) and has extensive fuel build-up (juniper with a shrub/cheatgrass understory). Fuels reduction
would focus on treating 30 acres around homes and buildings, conducting 5-8 miles of roadway
thinning (10 acres), and an additional 85 acres of large landowner support with shaded fuel breaks.
The second portion of the project would be fuels reduction in the Makay area as identified in the
Crook County CWPP. The project will focus on creating defensible space around homes and
acreage along Mckay Cr, Johnson Cr, Ochoco Reservoir, Marks Cr and Lofton/Turner Cr. The
vegetation types include ponderosa forest, mixed ponderosa, juniper, bitter/sage brush, and grass.
The Fire Regime is 1/2; Cond. Class 2. Fuels reduction would occur imediately adjoining homes
and drive ways and access routes and could increase to provide secondary fuel breaks if possible.
Treatments in both project areas would include thinning overstocked trees, pruning branches and
removing ladder fuels and brush and mowing tall grass.

Provide a timeline for the project. [500 Characters Maximum]
Assuming a start date of Spring 2008, landowner outreach would begin in May with letters,
homeowner assoc. mtgs and direct contacts. Landowners would be signed up for assistance with an
agreement and assessments would be conducted through summer and fall, 2008. On-the-ground
work would begin fall 2008 and continue until 2010. Project monitoring would be on-going and
would continue past the life of the grant.

Provide a brief scope of work which clearly describes how grant funds will be spent. (This

Several agencies are partnering in this grant: OSU/Crook County Fire and Rescue will work in
Conant Basin, while ODF will oversee work in the Makay area.
In Conant Basin, homeowners are currently active in fuel reduction working through their road
district in coordination with adjacent BLM work. OSU Extension has already been working with
residents, so limited outreach is needed. Grant funds will focus on getting initial agreements,
establishing treatment parameters for roadway thinning and beginning work. Grant funds will be
allocated as follows in this area: $28,000 for defensible space and roadway thinning ($700/acre
accounts for haul costs to deliver biomass to Prinevill Saw Company); $37,000 for large landowner
shaded fuel breaks; and $23,000 for contract administration through Crook County Fire and Rescue
and OSU Extension, supplies, mailings, etc.
In the Makay area, no initial outreach has been conducted so funds will be identified for making
contact w/homeowners in targeted areas. Funds will be needed to assess homes and properties, and
obtain work agreements ($15,000). Additional funding allocations beyond mailings and outreach
will be for the on-the-ground fuels treatments as described above ($55,000) and $30,000 for ODF
Fire Plan Forester, ODF Forest officer wages and mileage. Personnel/contract administration funds
will cover wages for time spent in outreach, project design, project implementation and project
monitoring/reporting.

Specify the private, local, tribal, county, state, federal and/or non-governmental [501(c)(3)]
organizations that will contribute to or participate in the completion of this project. Describe
briefly the contributions each partner will make (i.e. – donating time/equipment, funding, etc.)

Contributors to this project include: Crook County, Crook County CWPP Group (representatives
from FS, BLM, Crook County, Sheriff's Dept., Natural Resources) all contributing time toward
proejct development and implementation. OSU Extension and Crook County Fire and Rescue and
Oregon Department of Forestry all will donate time in addition to direct personnel hours funded by
the grant. Homeowners, road districts, and associations in Makay and Connant Basin will donate
time and equipment .

Clearly describe how the proposed treatments will be maintained over time. [500 Characters

As part of the initial agreement, homeowners will agree to maintain their defensible space. Along with
homeowner responsibility, OSU and CC Fire and Rescue will monitor project maintenance through
site visits, education efforts like the FireFree or Firewise campaigns CWPP Groups and homeowner
associations will monitor and notify residents to keep their property in a fire-safe condition, and,
where it applies, ODF will notify residents on a 5-year rotation under the Senate Bill 360.
Biomass Utilization

For the purpose of this application, biomass utilization is defined as any practicable end-use of the material that
has value, or the trading of capital for the woody material.

Several options for biomass currently exist, and another will be in place by the time this grant is
awarded: material removed from sites will be made available for firewood or posts and poles. In
addition, the CWPP committee has made arrangements for material to be transported to the Prineville
Saw Company for use in their steam boiler. The site is currently in process; however, the owner has
agreed to take material produced through these fuel treatments.Haul costs are built-in to the cost/acre.
2) Identify company or contractors involved in project utilization. [250 Characters Maximum]
The Prineville Saw Company in Prineville would be the primary material recipient.
3) Estimate anticipated value of biomass to be removed ($/Green Ton; $/Bone-dry Ton;
$/Hundred Cubic Feet (CCF), $/Acre Treated) [250 Characters Maximum]
Approximately 500 green tons (12 tons/acre pine; 4 tons/acre juniper) are expected to be removed at
an estimated value of $18/green ton ($9,000).
