MANSLAUGHTER
Definition
The unlawful killing of a human being, by another, through gross negligence. Arrests relating to traffic fatalities are included.
•
There were 40 arrests reported by law enforcement agencies for manslaughter during the year, an increase of 3 percent when compared
to 2003.
•
Adults accounted for 92.5 percent and juveniles accounted for 7.5 percent of the arrests.
•
Males accounted for 87.5 percent of the arrests and females 12.5 percent.
•
Eighty-five percent of the persons arrested were white and 15 percent were black.
•
The hispanic ethnic origin accounted for 32.5 percent of the arrests and 67.5 percent were non-hispanic.
SIMPLE ASSAULT
Definition
Simple assault, as defined under the New Jersey Uniform Crime Reporting System, is an assault or an attempted assault where
no weapon is used and which does not result in serious or aggravated injury to the victim.
•
There were 30,336 simple assault arrests in 2004, representing a decrease of 3 percent when compared to 2003.
•
Of the total, 20 percent were juveniles and 80 percent were adults.
•
Males accounted for 74 percent and females 26 percent of the persons arrested for simple assault.
•
Sixty-three percent of the persons arrested were white, 35 percent were black, and 2 percent were other races.
•
Nineteen percent of the persons arrested were hispanic and 81 percent were not of hispanic origin.
ARSON
Definition
Under this program, arson is defined as the willful or malicious burning, or attempting to burn, with or without intent to defraud;
a dwelling, house, building, ship or vessel, motor vehicle or aircraft, contents of building, personal property of another, etc..
•
There were 393 arrests reported for arson offenses, a 9 percent decrease compared to 2003.
•
Juveniles accounted for 64 percent and adults 36 percent of persons arrested for arson.
•
Eighty-five percent of the total arson arrests were males while 15 percent were females.
•
Seventy-eight percent of the persons arrested were white, 21 percent were black, and 1 percent were other races.
•
Hispanics accounted for 10 percent of those arrested and non-hispanics accounted for 90 percent.

Adults accounted for 97 percent and juveniles accounted for 3 percent of the arrests.

Sixty-two percent of the persons arrested were white, 35 percent were black, and 3 percent were other races.
•
Hispanics accounted for 27 percent of the arrests and 73 percent were non-hispanic.
FRAUD
Definition
In Uniform Crime Reporting, fraud is the fraudulent conversion and obtaining money or property by false pretenses. This includes
bad checks, confidence games, etc., except forgeries and counterfeiting.

The definition of embezzlement is the misappropriation or misapplication of money or property entrusted to one’s care,
custody or control.
•
There were 125 persons arrested for embezzlement, a 14 percent decrease compared to 2003.
•
Ninety-four percent of those persons arrested were adults and 6 percent were juveniles.
•
Males accounted for 62 percent and females 38 percent of the persons arrested for embezzlement.
•
Fifty-eight percent of the persons arrested were white, and 42 percent were black.
•
Hispanics accounted for 19 percent of those arrested and non-hispanics accounted for 81 percent.

STOLEN PROPERTY
(Buying, Receiving, Possessing)
Definition
Included in this class are all offenses of buying, receiving, and possessing stolen property, as well as all attempts to commit any
of these offenses.
•
In 2004, there were 6,362 arrests reported for stolen property, a decrease of 6 percent compared to 2003.
•
Of the total, 72 percent were adults and 28 percent were juveniles.
•
Eighty-five percent were males and 15 percent were females.
•
Fifty-six percent of the persons arrested were black, 43 percent were white, and 1 percent were other races.
•
Hispanics accounted for 21 percent of the arrests and 79 percent were non-hispanic.
CRIMINAL/MALICIOUS MISCHIEF
Definition
Criminal/Malicious mischief is defined as the willful destruction, injury, disfigurement, or defacement of property without consent
of the owner or persons having custody or control.
•
There were 7,841 arrests for criminal/malicious mischief, an increase of less than one-half of 1 percent compared to 2003.
•
Of the total, 52 percent were adults and 48 percent were juveniles.
•
Males accounted for 86 percent and females 14 percent of the arrests.
•
Seventy-four percent of the persons arrested were white, 25 percent were black, and 1 percent were other races.
•
Fifteen percent of the persons arrested were hispanic and non-hispanics accounted for 85 percent.
WEAPONS: CARRYING, POSSESSING, etc.
Definition
Under this program, this offense includes all the violations of regulations or statutes controlling the carrying, using, possessing,
furnishing, and manufacturing of deadly weapons or silencers, and attempts.
•
There were 6,248 arrests reported for weapon offenses, an increase of 4 percent when compared to 2003.
•
Of the total, 66 percent were adults and 34 percent were juveniles.
•
Males accounted for 90 percent and females 10 percent of those arrested.
•
Fifty percent of the persons arrested were black, 48 percent were white, and the balance were other races.
•
Hispanics accounted for 19 percent of those arrested and 81 percent were non-hispanic.

PROSTITUTION AND COMMERCIALIZED VICE
Definition
Prostitution and commercialized vice are sex offenses of a commercialized nature and attempts. Included in this category are
prostitution, keeping a bawdy house, procuring or transporting women for immoral purposes, etc..
•
There were 2,466 prostitution and commercialized vice arrests during 2004, representing an increase of 13 percent when compared to
2003.
•
Adults accounted for 99 percent, and juveniles 1 percent of the arrests.
•
Thirty-four percent were males and 66 percent were females.
•
Fifty-eigth percent of the persons arrested were white, 37 percent were black, and 5 percent were other races.
•
Hispanics accounted for 22 percent of those arrested and 78 percent were non-hispanic.
SEX OFFENSES
Definition
Sex offenses, as defined under the New Jersey Uniform Crime Reporting Program, do not include rape, prostitution and
commercialized vice. Included in this class are offenses against chastity, common decency, morals, and the like; attempts are also
included.
•
There were 2,097 sex offense arrests during 2004, representing an increase of less than one-half of one percent when compared to
2003.
•
Adults accounted for 81 percent, and juveniles 19 percent of the arrests.
•
Ninety-six percent were males and 4 percent were females.
•
Seventy percent of the persons arrested were white, 27 percent were black, and 3 percent were other races.
•
Twenty-four percent of the persons arrested were hispanic and 76 percent were not of hispanic origin.
DRUG ABUSE VIOLATIONS
Definition
Under the program, drug abuse violations are defined as the unlawful sale/manufacturing/possession/use of the below listed
narcotics and drugs:
a.
Opium or Cocaine and their derivatives (morphine, heroin, codeine.)
b.
Marijuana, hashish, etc.
c.
Synthetic narcotics—manufactured narcotics which can cause true drug addiction—(demerol, methadones.)
d.
Other—dangerous non-narcotic drugs (barbiturates, amphetamines, hallucinogens.)
•
There were 55,814 arrests reported by the law enforcement agencies of the state for drug abuse violations, an increase of 1 percent
when compared to 2003.

Adults accounted for 88 percent and juveniles 12 percent of the arrests.
•
Thirty-three percent of persons arrested for drug abuse violations were under the age of 21.
•
Males accounted for 84 percent of all the arrests while females accounted for the remaining 16 percent.

Fifty-two percent of the persons arrested were white, 47 percent were black, and 1 percent were other races.
•
Hispanics accounted for 14 percent of those arrested and 86 percent were non-hispanic.
•
Arrests for possession/use of drugs accounted for 73 percent of the arrests, and the remaining 27 percent were for the
sale/manufacturing of drugs.
•
Arrests for opium or cocaine and their derivatives represented 47 percent of the possession/use category and 73 percent of
the sale/manufacturing category. Overall, they accounted for 54 percent of the total drug abuse violation arrests.

The definition of offenses against family and children is the nonsupport, neglect, desertion or abuse of family and children.

There were 15,151 arrests for offenses against family and children during 2004, representing a decrease of 1 percent from
2003.
•
One percent of the arrests were juveniles, and 99 percent were adults.
•
Males accounted for 90 percent and females 10 percent of the arrests.
•
Fifty-one percent of the persons arrested were white, 48 percent were black, and the balance were other races.
•
Hispanics accounted for 13 percent of the arrests and 87 percent were not of hispanic origin.

Under the New Jersey Crime Reporting Program, the offense of driving under the influence is defined as the driving or operating
of any motor vehicle while drunk or under the influence of alcohol or narcotics.

There were 28,692 arrests reported for driving under the influence in 2004, an increase of 2 percent compared to 2003.
•
Ninety-nine percent of the arrests were adults and only 1 percent were juveniles.
•
Males accounted for 82 percent of the arrests while females accounted for the remaining 18 percent.
•
Eighty-eight percent of the persons arrested were white, 10 percent were black, and 2 percent were other races.

In this category are placed all charges of committing a breach of the peace (disorderly person).

There were 22,281 arrests reported for disorderly conduct, a decrease of 2 percent from the previous year.
•
Adults were responsible for 74 percent of the arrests while the remaining 26 percent were juveniles.
•
Males accounted for 78 percent of the disorderly conduct arrests while females accounted for the remaining 22 percent.
•
Sixty-two percent of the persons arrested were white, 37 percent were black, and 1 percent were other races.
•
Hispanics accounted for 16 percent of those arrested and 84 percent were not of hispanic origin.
VAGRANCY
Definition
In this category are persons charged with vagabondage, begging, loitering, etc..

There were 1,189 arrests in this category, a decrease of 57 percent from the previous year.
•
Adults were responsible for 96 percent of the arrests while the remaining 4 percent were juveniles.
•
Males accounted for 75 percent and females accounted for the remaining 25 percent of arrests in this category.
•
Sixty-five percent of the persons arrested were black, 35 percent were white, while other races accounted for less than onehalf of one percent.

RUNAWAYS
Definition
For Uniform Crime Reporting purposes, this category is limited to juveniles taken into protective custody, under provisions of
local statutes, as runaways.

There were 5,329 runaway arrests reported, an increase of 7 percent from the previous year.
•
Females accounted for 59 percent of the arrests while males accounted for the remaining 41 percent.
•
Fifty-two percent of the persons arrested were black, 47 percent were white, and 1 percent were other races.
•
