Limited Submissions
Limited submission programs have
sponsor restrictions on the number of
proposals that may be submitted by a
single institution and will require institutional screening to determine which
applications will be submitted. Dr. Jim

40-1 Shared Instrumentation Grant
Program (NIH)
The Office of Research Infrastructure
Shared Instrument Grant (SIG) program
encourages applications from groups of
NIH-supported investigators to purchase
or upgrade a single item of expensive, specialized, commercially available instrumentation or an integrated system that
costs at least $100,000. The maximum
award is $600,000. Types of instruments
supported include, but are not limited to,
confocal and electron microscopes, biomedical imagers, mass spectrometers,
DNA sequencers, biosensors, cell-sorters,
X-ray diffraction systems, and Nuclear

40-2 Request For White Papers:
Research Infrastructure Improvement
Track-2 (KU/EPSCoR)
In 2013, Kansas NSF EPSCoR (KNE)
anticipates submitting a Research Infrastructure Improvement (RII) Track-2 pro-

posal in collaboration with one or more
other EPSCoR jurisdictions to the
National Science Foundation (NSF) for
funding. To develop the RII proposal,
KNE is seeking white papers for collaborative projects that will be considered for
development into a full proposal to the
NSF. This internal solicitation is
addressed to faculty and administrators
at Kansas State University (KSU), the
University of Kansas (KU), Wichita
State University (WSU), Emporia State
University (ESU), Fort Hays State University (FHSU), Pittsburgh State University (PSU), and Washburn University.
RII Track-2 awards provide up to $2 million per year for up to three years. Only
proposals that include collaborations
between two or more jurisdictions are
considered. These are collaborative
awards to consortia of EPSCoR jurisdictions to support innovation-enabling science, engineering and education of
regional, thematic, or technological
importance. While in previous initiatives
the focus area was in cyberinfrastructure
enhancement, this year it is anticipated to
be open to any area of science, engineering, and education supported by the
National Science Foundation.

40-3 Long Range BAA for Navy and
Marine Corps Science and Technology
(DOD)
The Office of Naval Research (ONR) is
interested in receiving proposals for
Long-Range Science and Technology
(S&T) Projects which offer potential for
advancement and improvement of Navy
and Marine Corps operations.This is an
announcement to declare ONR’s broad
role in competitive funding of meritorious research across a spectrum of science
and engineering disciplines. A brief
description of the ONR Program Codes
and the science and technology thrusts
that ONR is pursuing is provided in the

40-4 NEA Our Town, FY 2013 (NEA)
Communities across our nation are lever-
aging the arts and engaging design to
make their communities more livable
with enhanced quality of life, increased
creative activity, a distinct sense of place,
and vibrant local economies that together
capitalize on their existing assets. The
NEA defines these efforts as the process
of Creative Placemaking: In creative
placemaking, partners from public, private, nonprofit, and community sectors
strategically shape the physical and social
character of a neighborhood, town, tribe,
city, or region around arts and cultural
activities. Creative placemaking animates public and private spaces, rejuvenates structures and streetscapes,
improves local business viability and public safety, and brings diverse people
together to celebrate, inspire, and be
inspired. All applications must have partnerships that involve two primary partners: a nonprofit organization and a local
governmental entity. One of the two primary partners must be a cultural (arts or
design) organization. Additional partners

40-5 NEA Literature Fellowships:
Translation Projects, FY 2014 (NEA)
Through fellowships to published translators, the Arts Endowment supports
projects for the translation of specific
works of prose, poetry, or drama from
other languages into English. We encourage translations of writers and of works
that are not well represented in English
translation. All proposed projects must be
for creative translations of literary material into English. The work to be translated should be of interest for its literary
excellence and value. Priority will be
given to projects that involve work that
has not previously been translated into

40-8 Computing Education for the
21st Century (CE21) (NSF)
The Computing Education for the 21st
Century (CE21) program aims to build a
robust computing research community, a
computationally competent 21st century
workforce, and a computationally
empowered citizenry. In this undertaking,
there are three interrelated challenges: the
significant underproduction of degrees
needed for the computing and computingrelated workforce, the longstanding
underrepresentation of many segments of
our population, and the lack of a presence
of computing in K-12. CE21 thus supports efforts in three tracks: Computing
Education Research (CER) proposals will
aim to develop a research base for computing education. CS 10K proposals will
aim to develop the knowledge base and
partnerships needed to catalyze the CS
10K Project. The CS 10K Project aims to
have rigorous, academic curricula incorporated into computing courses in 10,000
high schools, taught by 10,000 welltrained teachers. Broadening Participation
(BP) proposals will aim to develop and
assess novel interventions that contribute
to our knowledge base on the effective
teaching and learning of computing for
students from the underrepresented
groups: women, persons with disabilities,
African Americans, Hispanics, Native

The American Heart Association, Midwest affiliate, offers the following programs: The Scientist Development Grant
supports highly promising beginning scientist in their progress toward independence by encouraging and adequately

40-10 Sunflower Trails (Sunflower)
The Sunflower Foundation is excited to
announce expanded opportunities for
communities and organizations wanting
to develop, enhance or improve their
community trails. The goal of this funding initiative is to improve the health of
Kansans of all ages by offering support
for community-based trails via three specific RFPs. RFP # 13-101 is intended to
support communities planning to build a
new trail or expand an existing trail. RFP
#13-102 is intended to support communities planning to enhance an existing trail.
RFP #13-103 is intended to support communities planning to improve access
between or among existing trails by building Trail Connector(s) - trail linkages or
access points.

40-12 Pilot Projects (KU)
The Center for Molecular Analysis of
Disease Pathways (CMADP) at The University of Kansas provides participating
investigators with research support, mentoring and access to Core Lab Services in
a collegial, collaborative atmosphere. We
anticipate being able to support up to four
(4) new Pilot Projects at up to $45,000
direct costs per year for one year, renewable for a second year, starting February
1, 2013. Applications must describe a
pilot-type research project that fits well
with the scientific theme of our Center
and that will make good use of one or
more of the CMADP Core Labs. This
competition is open to all full time, tenure-track, or tenured faculty at KU-L,
KSU, WSU or KUMC whose research
embraces the molecular analysis of disease pathways in the broadest sense.

40-13 Dear Colleague Letter: National
Science Foundation and National and
National Institute of Justice
Collaboration in the Social, Behavioral
and Forensic Sciences (NSF)
NSF is pleased to announce that on September 10th, NSF’s Directorate for the
Social, Behavioral & Economic Sciences
and the Department of Justice’s National
Institute of Justice, (NIJ) signed a Memorandum of Understanding that outlines a
framework for cooperation and collaboration in the social, behavioral, and forensic
sciences. NSF and NIJ have distinct but
complementary missions. NSF focuses on
promoting the progress of science to
advance the national health, prosperity
and welfare and to secure the national
defense, while NIJ seeks to provide
objective and independent knowledge and
tools to reduce crime and promote justice,
particularly at the state and local levels.
By working together, the two agencies
can build on one another’s strengths and
leverage resources to identify and support
innovative, cutting-edge social and forensic science research on crime, violence
and victimization. The MOU provides an
