Limited submission programs have
sponsor restrictions on the number of
proposals that may be submitted by a
single institution and will require institutional screening to determine which

37-1 Long Range Broad Agency
Announcement for Navy and Marine
Corps Science and Technology (Navy)
The Office of Naval Research (ONR) is
interested in receiving proposals for LongRange Science and Technology (S&T)
Projects which offer potential for advancement and improvement of Navy and
Marine Corps operations. This is an
announcement to declare ONR’s broad
role in competitive funding of meritorious
research across a spectrum of science and
engineering disciplines. Prior to preparing
proposals, potential offerors are strongly
encouraged to contact the ONR point of
contact (POC) whose program best
matched the offeror’s field of interest.

37-2 Postdoctoral Fellowships in
Southeast European Studies (ACLS)
The American Council of Learned Societies will offer support for postdoctoral
research and writing in Southeast European studies in all disciplines of the
humanities and social sciences. In awarding these grants, primary considerations
are the scholarly potential and accomplishments of the applicant. Priority will be

given to applicants in the early part of
their careers, that is, before tenure. All
proposals should be for scholarly work,
the product of which is to be disseminated in English.

37-3 Critical Issues: Emerging and
New Plant and Animal Pests and
Diseases (USDA)
The program is designed to provide onetime seed funding to help initiate work
requiring immediate attention until other
longer-term resources can be secured to
address the issue. CSREES will be soliciting proposals on an as-needed basis
during the year to address specific new
or emerging issues. For this particular
solicitation CSREES is requesting proposals that address specific aspects of the

37-4 Woody Biomass Utilization
(USDA)
The USDA Forest Service, State and Private Forestry, Technology Marketing
Unit, located at the Forest Products Laboratory, requests proposals for forest
product projects that increase the use of
woody biomass from National Forest
System lands. The woody biomass utilization grant program is intended to help
improve forest restoration activities by
using and creating markets for smalldiameter material and low-valued trees
removed from forest restoration activities, such as reducing hazardous fuels,
handling insect and diseased conditions,
or treating forestlands impacted by catastrophic weather events. (FR 9/18/07)

Education in Science and Engineering
(REESE) (NSF)
The Division of Research on Learning in
Formal and Informal Settings in the
Directorate for Education and Human
Resources (HER) of the National Science Foundation (NSF) supports basic
and applied research and evaluation that
enhances science, technology, engineering and mathematics (STEM) learning
and teaching. The Research and Evalua-
tion on Education in Science and Engineering (REESE) program aims at
advancing research at the frontiers of
STEM learning, education, and evaluation, and at providing the foundation
knowledge necessary to improve STEM
teaching and learning at all educational
levels and in all settings. This solicitation
calls for four types of proposals: Knowledge Diffusion, Empirical Research,
Large Empirical Research, and Diffusion

37-6 Expeditions in Computing (NSF)
The Directorate for Computer and Information Science and Engineering (CISE)
has created the Expeditions in Computing
(Expeditions) program to provide the
CISE research and education community
with the opportunity to pursue ambitious,
fundamental research agendas that promise to define the future of computing and
information. In planning Expeditions,
investigators are encouraged to come
together within or across departments or
institutions to combine their creative talents in the identification of compelling,
transformative research agendas that
promise disruptive innovations in computing and information for many years to
come. An individual may participate in no
more that one preliminary or full proposal

37-7 EDMAP (DOI)
The primary objective of the EDMAP
component of the NCGMP is to train the
next generation of geologic mappers. To
do this NCGMP provides funds for graduate and selected undergraduate students in
academic research projects that involve
geologic mapping as a major component.
Through these cooperative agreements
NCGMP hopes to expand the research
and educational capacity of academic programs that teach earth science students
the techniques of geologic mapping and

37-9 Greenwall Faculty Scholars
Program in Bioethics (GF)
The Greenwall Faculty Scholars Program
in Bioethics is a careers development
award to enable outstanding junior faculty
members to carry out original research
that will help resolve important policy
and clinical dilemmas at the intersection
of ethics and the life sciences. This
research will also put faculty scholars in a
position to help set public policy and standards of clinical practice. Only one applicant from an institution will be
considered.

37-10 Outstanding New Environmental
Scientist Award (ONES) (NIH)
The Outstanding New Environmental Scientist Award is intended to identify outstanding scientists who are in the early,
formative stages of their careers and who
intend to make a long term career commitment to research in the mission areas
of the NIEHS and assist them in launching an innovative research program focusing on problems of environmental
exposures and human biology, human
pathophysiology and human disease. Eligible Principal Investigators include individuals with faculty appointments which
are tenure track or equivalent and who
have fewer that eight years of experience
beyond the PhD at the time of application.
Only one application per school or college within a university will be accepted.

37-11 International Collaboration in
Chemistry between US Investigators
and their Counterparts in Germany,
United Kingdom and China (ICC)

The National Science Foundation (NSF)
seeks to enhance opportunities for collaborative activities between U.S. and foreign investigators. To realize this goal the
Chemistry Division at NSF has partnered
with the Deutsche Forschungsgemeinschaft (DFG; German Research Foundation), the Engineering and Physical
Sciences Research Council (EPSRC) of
the United Kingdom and the National Science Foundation of China (NSFC). NSF
Chemistry will accept collaborative
research proposals in chemistry that
establish new bilateral collaborations
between U.S. investigators and investigators from Germany, United Kingdom of
China. The proposals will be written in
English. The program seeks new and
highly innovative 3-year collaborative
projects that break new ground and demonstrate high level of synergy between the
collaborating investigators. A U.S. Investigator may participate (as PI, Co-PI or
other senior research associate) in only
one proposal which is submitted in

(HU)
The Edmond J. Safra Foundation Center
for Ethics encourages teaching and
research about ethical issues in public life
and the professions; helps meet the growing need for teachers and scholars who
address questions of moral choice in practical ethics and in areas such as architecture, business, education, government,
journalism, law, medicine, public health,
and public policy; brings together those
with competence in philosophical thought
and those with experience in professional
education; and promotes a perspective on
ethics informed by both theory and practice. Fellows enjoy access to a wide range
of activities in all of professional schools
at Harvard, as well as the Faculty of Arts
and Sciences. A significant part of their
time is devoted to conducting their own
research in ethics.

The Fulbright-Hays Doctoral Dissertation
Research Abroad Fellowship Program
provides opportunities to doctoral candidates to engage in full-time dissertation
research abroad in modern foreign languages and area studies. A research
project must focus on one or more of the
following geographic areas: Africa, East
Asia, Southeast Asia and the Pacific
Islands, South Asia, the Near East, East
Central Europe and Eurasia, and the
Western Hemisphere (excluding the
United States and its territories). Please
note that applications that propose
projects focused on Western Europe and
not eligible.

37-13 Eurasia Program - Predoctoral
and Postdoctoral Fellowships (SSRC)
The Eurasia Program has announced its
fellowship program for research on Russian Empire, the Soviet Union and the
New States of Eurasia. Research related
to the non-Russian states, regions, and
peoples is particularly encouraged.
Regions and countries currently supported by the program include Armenia,
Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russian Federation, Tajikistan, Turkmenistan,
Ukraine, and Uzbekistan. Funding is not
presently available for research on the
Baltic States. Fellowships offered
include: Predissertation Training Fellowship, Dissertation Write-up Fellowship,
and Postdoctoral Research Fellowship.
