Limited Submissions
Limited submission programs have
sponsor restrictions on the number of
proposals that may be submitted by a
single institution and will require institutional screening to determine which
applications will be submitted. Dr. Jim

GENERAL
15-1 Center of Excellence for School
Food Safety Research (USDA)
The U.S. Department of Agriculture, Food
and Nutrition Service (FNS) is seeking to
establish a Center of Excellence for School
Food Safety Research to provide sciencebased support to improve the safety of
foods provided through the FNS nutrition
assistance programs, particularly those
served in schools and child care settings.
The Center will be established at a university that has an interdisciplinary group of
faculty to address food safety issues,
including but not limited to, expertise in
food safety, food microbiology, foodservice management, agricultural production
(both livestock and plants), psychology,
sociology, research design, and statistics.
The Center will be funded for a minimum
of two years, with continuation depending
on availability of funds and Center performances. Once established, the Center
would be encouraged to seek funding from
other sources. FSS may serve as technical
advisors and may serve as co-principal

15-2 Macrosystems Biology:
Research on Biological Systems at
Regional to Continental Scales (NSF)
The Macrosystems Biology: Research on
Biological Systems at Regional to Continental Scales will support quantitative,
interdisciplinary, systems-oriented
research on biosphere processes and their
complex interactions with climate, land
use, and invasive species at regional to
continental scales as well as planning
and development activities to enable

15-3 Math and Science Partnership
(NSF)
The Math and Science Partnership
(MSP) program is a major research and
development effort that supports innovative partnerships to improve K-12 student achievement in mathematics and
science. MSP projects are expected to
raise the achievement levels of all students and significantly reduce achievement gaps in the mathematics and
science performance of diverse student
populations. Through this solicitation,
NSF seeks to support five types of
awards: 1) Targeted Partnerships focus
on studying and solving teaching and
learning issues within a specific grade
range or at a critical juncture in education, and/or within a specific disciplinary
focus in mathematics or the sciences; 2)
Institute Partnerships Teacher Institutes
for the 21st Century focus on meeting
national needs for teacher leaders/master
teachers who have deep knowledge of
disciplinary content for teaching and are
fully prepared to be school or districtbased intellectual leaders in mathematics or the sciences; 3) MSP-Start Partnerships are for awardees new to the MSP
program, especially from minority-serving institutions, community colleges and
primarily undergraduate institutions, to
support the necessary data analysis,
project design, evaluation and team
building activities needed to develop a
full MSP Targeted or Institute Partnership; 4) Phase II Partnerships are for
prior NSF MSP Partnership awardees;
and 5) Research, Evaluation and Technical Assistance (RETA) projects. An organization can be the lead on only one

15-4 Mars Fundamental Research
(NASA)
The Mars Fundamental Research program
(MFRP) seeks to sponsor the best and
most innovative scientific research concerning atmospheric, climatological, geologic, geophysical, and geochemical
processes on Mars. The program offers
opportunities for Mars research beyond
those available from analyses of spacecraft data alone. The MFRP includes
investigations that use: (i) theoretical and
experimental studies, including laboratory studies of analog materials, to investigate the coupled atmospheric and
geological systems on Mars; (ii) quantitative terrestrial field experiments that
improve understanding of the in situ measurements that have been or that will be
made on Mars; and (iii) any other innovative research activities that demonstrate
relevance to NASA's overarching goals
for the scientific exploration of Mars.

15-5 Earth Science U.S. Participating
Investigator (NASA)
NASA's strategic goal in Earth Science is
motivated by the fundamental question
How is the Earth changing and what are
the consequences for life on Earth?
NASA makes use of space-based, surface-based, airborne, and balloon-based
measurements, as well as a broad suite of
observations (both space-based and other)
made by other interagency and international partners. Particular interest is given
to having close connections with the satellite observations of international partners, especially as coordinated through
the Committee on Earth Observation Satellites as well as other large international
coordinating organizations, such as the
World Meteorological Organization.

15-6 U.S. China Clean Energy
Research Center (CERC) (DOE)
On November 17, 2009, the U.S. Department of Energy (DOE), Chinese Ministry
of Science and Technology (MOST) and
Chinese National Energy Administration
(NEA) agreed to develop a U.S.-China
Clean Energy Research Center (CERC).
The Center will facilitate joint research
and development on clean energy by
teams of scientists and engineers from the
U.S. and China, as well as serve as a
clearinghouse to help research in each

country. Topics to be addressed through
CERC are: 1) building energy efficiency’
2) clean coal including carbon capture
and storage, and 3) clean vehicles. These

Agency 2010 University Research
Initiatives (NURI) (DOD)
This Broad Agency Announcement
(BAA), by the National Geospatial Intelligence Agency (NGA), announces the
Fiscal Year 2010 competition for the
NGA University Research Initiatives
(NURI) program. The program focuses
on specific research topics in geospatialintelligence analysis and its related technologies. This includes research to help
improve analyst abilities as well as to provide better automated capabilities in the
analyst environment. The NURI program
awards multi-year grants to address

15-8 NSF/DOE Partnership on
Thermoelectric Devices for Vehicle
Applications (NSF)
The Directorate for Engineering at the
National Science Foundation has established a partnership with the U.S. Department of Energy Vehicle Technologies
Program in order to address critical fundamental and applied research challenges
associated with harvesting waste heat in
vehicle applications. The goal of the partnership is to leverage the complementary
mission of deployment and commercialization (DOE) and fundamental research
and education (NSF) to address issues of
national importance that impact our reliance on foreign sources of oil. The Directorate for Engineering seeks proposals
with transformative ideas that will impact
national needs and priorities in energy
conservation and climate change, specifically as pertains to novel thermoelectric
devices and systems for harvesting waste
heat in vehicle applications. The principal
investigator and co-principal investigator
may participate in only one proposal submitted to this solicitation. It is the responsibility of the submitting institution to
insure that the PI and all co-PIs are participating in only one proposal submitted to

15-9 Heliophysics Theory (NASA)
The Heliophysics Research Program of
the Science Mission Directorate supports
investigations of the Sun and planetary
space environments, including the origin,
evolution, and interactions of space plasmas and electromagnetic fields in the
heliosphere and in connection with the
galaxy. Understanding the origin and
nature of solar activity and its effect on
the space environment of the Earth is a
particular focus. The Heliophysics Theory Program (HTP) is specifically
designed to support theory and modeling
investigations of problems that fall within
the general realm of Heliophysics, but are
of sufficient breadth that their successful
completion requires the efforts of a synergistically interacting group of investigators led by a single Principal Investigator.

15-10 Therapeutic Effects of Horses on
Humans (HHRF)
The Horse and Humans Research Foundation seeks to fund scientific research
that explores the currently unsubstantiated benefits of equine-assisted activities,
leading to the discovery of the most effective methods and techniques for conducting thousands of existing and future
programs. The broad research agenda
includes basic research as well as clinical
studies that impact the physical and mental health and quality of life for people
with disabilities who are involved with
equine-assisted activities or therapies.

15-11 Minor Use Minor Species
Development of Drugs (R01) (FDA)
This FOA is issued by the Food and Drug
Administration (FDA), Center for Veterinary Medicine (CVM), and solicits
Research Project (R01) grant applications
from institutions/organizations that propose to develop, or support the development of, new animal drugs for intended
minor use in major space or intended use
in minor species. Only new animal drug
products that have been designed in
accordance with the provisions of sections 573 of the Federal Food, Drug, and
Cosmetic Act (the act) (21 U.S.C.
360ccc-2) and 21 CFR Part 516 are eligible for grants. FDA is authorized to provide grants for designated new animal
drugs to assist in defraying the costs of
qualified safety and effectiveness testing.

15-12 Innovative Care Programs
(Alzheimer's)
The Alzheimer's Foundation of America
is accepting applications for its annual
Brodsky Grant recognizing an innovative
program or service that improves the lives
of individuals with Alzheimer's disease
and related illness, as well as the lives of
their families. The Brodsky Grant will
provide funding to a new or existing program that betters the lives of those
affected by dementia, and exemplifies
innovativeness, greatest need, and replication potential. Programs could involve,
but are not limited to, hands-on care,
delivery of social services, cognitive
stimulation, the arts, safety, and training.

15-13 Research Planning Grants to
Support Application of Behavioral
Economics in USDA's Child Nutrition
Programs (USDA)
The Food Assistance and Nutrition
Research Program (FANRP) of USDA's
Economic Research Service (ERS) and
the USDA's Food and Nutrition Service
(FNS) announce the availability of funds
and a request for applications for planning
grants to promote new research in methods to improve children's eating habits
through USDA's child nutrition programs.
The planning grants will focus on developing research capacity in behavioral economic strategies and interventions that
can be applied to child nutrition programs
to improve children’s food choices and
reduce the prevalence of obesity. The
activities that the planning grants will
support include fostering research relationships between researchers and State
or local implementing agencies, testing
concepts and methods in small-scale
pilots, and developing and testing data
