Subsidized Child Care
The Centralized Eligibility List (CEL) is a countywide waiting list for families
who meet income requirements for financial assistance with child care. Children’s Services Network can assist mothers with the subsidized child care application
and educate families on how to search for daycare through the FIND Care
(Families In Need of Daycare) program.

CalFresh, formally known as Food Stamps, provides monthly food purchasing
benefits to households meeting income eligibility. Individuals can apply for
CalFresh if receiving food benefits from WIC. To determine eligibility and apply

Individuals can obtain free food once per month if 18 years or older through the
Community Food Bank. Call to be referred to a food pantry closest to your
place of residence. Also offers application assistance for CalFresh (Food Stamps).

The Family PACT program provides no-cost family planning services to qualifying low-income men, women, and teens.
Eligibility is based on income and health insurance status. Reproductive health services covered by Family PACT include:
annual exams for women, birth control education and methods, emergency contraception, pregnancy testing and
counseling, sexually transmitted infections testing and treatment, and HIV testing and education.

The Early Head Start program provides services to pregnant women and
their infants from birth through the child's first three years of life. Services
and education provided to women may include: breast feeding support,
prenatal classes, day care, nutrition, and child development.
Women must meet income eligibility guidelines and child age limits to
participate in Early Head Start.
Nurse-Family Partnership is a free program that serves low-income, first
time mothers in Fresno County. The program provides Public Health Nurse
home visits to mothers from the time of pregnancy (before 27 weeks) until the
child is two years old. Services provided are education on various pregnancy
and child development topics and life skills information for the mother.

The Comprehensive Perinatal Services Program (CPSP) is a Medi-Cal
program that offers various services to pregnant women from conception
through 60 days after birth. CPSP provides information on services available
to mothers, education on various pregnancy related services, and assistance
with obtaining health care for low-income families.

Sista’ Talk, part of the Black Infant Health Program, is a discussion group
offered to African American women who are pregnant or had a baby within
the last three months. Discussions consist of sharing pregnancy experiences,
resource linkage, and education on pregnancy and newborn care.

AIM offers low-cost health care coverage to pregnant women and infants.
AIM is for families who do not have employee health insurance, have health
insurance but the maternity deductible is more than $500, or ineligible for
no-cost Medi-Cal. Mother must be less than 30 weeks pregnant, a California
resident, and meet income requirements when applying for AIM. A baby
enrolled in AIM is also eligible for Healthy Families, unless the child is
covered under employee health insurance or no-cost Medi-Cal.
The Healthy Families Program was developed to offer basic health care to
children living in California who are not covered under their parent’s employee health insurance, are not eligible for no-cost Medi-Cal, and meet citizenship
and income requirements. Healthy Families provides comprehensive low-cost
health, dental, and vision insurance for children aged 1 to 19. A baby can be
enrolled in Healthy Families and still be eligible for AIM.
Kaiser Permanente offers affordable health care coverage plans for uninsured
children through the age of 18. The Child Health Plan can cost as little as
$8 or $15 each month, per child, for up to three children (additional children
are covered at no extra premium). The monthly cost is dependent on income
and family size. Children are not eligible for the Child Health Plan if covered
by Medi-Cal, Healthy Families, or employee health insurance.

PE is immediate, temporary Medi-Cal coverage that provides prenatal care to eligible, low-income
pregnant women who have formally applied, or will apply, for Medi-Cal. Individuals can apply for PE
through a participating health care provider. PE is temporary and does not cover labor and delivery or
inpatient care. Women who are pregnant need to apply for Medi-Cal on a timely basis.
