Next week senate operations will be reviewing the appointment by the president for the elections commissioner. We encourage guests to attend and for the committee to come with questions. The appointment will be here at 5:45. Dress for the event is business casual.
If a bill is referred back to our committee from Senate we can make changes to it as long as it did not change the intent of the bill.
GENERAL BUSINESS
Items of discussion that were brought forward during the privilege fee committee that affect the recommendation of KSDB
1.
KSDB will be on a year funding cycle with this model
2.
Repair and replacement will be renamed to KSDB reserve
3.
$4,000 will be allocated to this new reserve account and the operations allocation will be $102,362 (This is the same amount of money they were receiving just in a different format with different restrictions.
4.
Any request for the reserve must go before privilege fee
5.
The reserve will have a $40,000 cap.
Chair Brown explained that moving funds around helps address increased operational needs.
Senator Kher asked what happens to the $4,000 if they reach the $40,000 cap and speaker Nuss responded that it will role over into their operations budget.
Other questions asked include: why was it a one year deal instead of three and the reason is to audit KSDB and see if they are receiving the correct amount of support.
Senator Lauden moved to approve the privilege fee committee recommendation.

Intern Rick Dewees mentioned that Farmhouse’s new members will be having a philanthropy concert on Sunday October 23, at 7pm featuring Dillon Ray in City Park. $3 to get in or a box of toys. All proceeds go to Operation Christmas Child
Speaker Nuss introduced Publication Bill for the college of Engineering Student
Council.
Senator Conley asked if they need the money for printing or transportation. Grittman responded that they would only need it to print of a certain amount as a start up so that student are aware of the new engineering newspaper.
Senator Kher asked about the difference in the statutes. Grittman responded that this bill would fall under the “Other” category in chapter 21.
Senator Laudan asked if this could go through CAC or SCTE, Grittman responded that it they wouldn’t like it to go through go SCTE because they would like to launch this before winter break so that student are aware of it for when they get back from break.
Senator Britton asked if this could be published via email and Grittman responded that it wouldn’t be as effective.
Spaker Nuss thinks this is going through a slippery slope, because if passed it would start funding requests that are projects, which can lead to SGA funding budgets and salaries.
Senator Grittman disagrees because he says that there is nothing in the statutes that explicitly says that SGA can’t fund this bill. He believes that this will be a very effective publication because of the person who is starting it up. He started up other successful projects and has full faith that this will be the same.

• Once passed by both student senate and the city commission it will take a full year to January 1st 2015 to actually be eligible to be used.
• Needed 225,000 needed for McCain project
• 2 yrs ago they were allocated $80,000 for a Kimble project and $80,000 for the 2nd term however it has been decided to delay the funding for one year reallocation the second 80,000 to the McCain project for this years proposal.
• 70,000 will be in this year's proposal for the Kimble project but the funding will not start until January 1st, 2015.
• Originally a technology update for the union was considered, but then left out do the joint effort of both the city and Kansas State.
• The McCain project is in it's second year

Looking forward to a busy semester, chair Brown has been and continues to be in conversation with Speaker Nuss about changes to statues regarding SCET. Those changes are likely to come through our committee within the next two weeks. These changes have been presented to both the senate executive committee and students that have asked about the process with chair Patterson and President Schooley.
Speaker Nuss and Chair Brown explained what faculty senate is pursuing regarding the KBOR social media policy. The faculty senate committee meet at the January
KBOR meeting and asked the board to reconsider, however that that request was denied. This is a process where they hope they can gather support to present to the board during the February meeting. Faculty Senate is asking student senate to review the resolution and provide feedback and potential support of them and their efforts.

ANNOUNCEMENTS
Speaker Nuss announced changes in the statutes concerning the Diversity Programming
Committee. Currently the speaker of the student senate, student body president and multicultural organizations appoint members to the committee. The changes would shift who makes appointments. The associate provost for diversity will appoint four students, the director of the International Student and Scholar
Services will appoint four students; the committee on religion will appoint one student, the director of the LGBT Resource Center will appoint one student and two students will be appointed by the SGA executive committee. SGA executive adviser will serve as the adviser to the committee.
Intern Dewees announced PhilanthroProud, a pancake feed, will be held Tuesday, Feb. 18 at 7:00 p.m. at FarmHouse. Proceeds will be sent between K-State Proud and
FarmHouse Fraternity.

ANNOUNCEMENTS
SGA will be waiting till next term about changes to the Judicial Branch. Senate Opps will have more time to review and perfect everything.
College of Architecture changed their constitution
Election Results: Human ecology should have 6 senators. Graduate student senators ended up in a tie, waiting to see what Graduate Counsel decides about how to break the tie.
College and Univeristy allocations have had requests about travel. Not enough in their remaining budget to pay for requests. Both committees are asking for $10,000 in travel money from the reserve account. $20,000 total taken out of the $170,000 left in the reserve account.
SCTE Committee recommendations about new and priority funding.
Increase in Club Sports funding
Beneda moved to pass out Architecture to senate
Conley moved for the election results to senate

The committee review and read legislation for the following:
• Continuance of the Recreational Services Equipment Repair and Replacement Fee
• Approval of Amendments to the College of Architecture Dean's Advisory Council
• Increase on the Recreational Services Privilege Fee
• Creation of the Recreational Complex Operating Budget Supplement Agreement
• Resolution Supporting the Collegiate Housing and Infrastructure Act
• Approval of Amendments to the College of Architecture Dean's Advisory Council
• Request for Special Allocations
• Approval of FY 2015 Student Centered Tuition Enhancement Committee Allocations
• Increase in the Sports Clubs Privilege Fee

ANNOUNCEMENTS x x
Speaker Nuss announced the bill about the statutes of the bond surplus. This legislation would create a limitation of funding for a project to 50 percent for a bond. There will be a clause about how exemptions can be allowed after approval by Student
Senate.
Speaker Nuss discussed that Week of Welcome would be added to a line item to the privilege fee and coordinated through OSAS.

Senator McKittrick moved to pass Res 13/14/72 Approval of Amendments to the College of Architecture Dean’s Advisory Council favorably. Senator Conley seconded.
