How Laws are made A Bill is a draft law of the Scottish Parliament. A Bill passes through three stages in the Scottish Parliament to become a law. The following stages of a Bill are mixed up. Label them Stage 1 Stage 2 and Stage 3 STAGE ____ A debate about the bill is held by the whole Parliament. The Parliament then votes on whether the bill should be passed or rejected. STAGE ____ Parliament considers the general principles or main ideas of the bill. This is usually done first by parliamentary committee(s), before a debate is held in the Debating Chamber. STAGE ____ Parliamentary committee(s) look at the bill in detail. Amendments (changes) are listed and debated by the committees.
