Hartshorn JOB NO: 06-1111-039 RE: North Yonge Street Corridor Public Transit and Associated Road Improvements Transit Class Environmental Assessment York Rapid Transit Project, Region of York, Ontario This memorandum has been prepared to assist in the completion of an Environmental Assessment for the potential route alternatives to the York Rapid Transit’s North Yonge Street corridor in the Region of York, Ontario. The purpose of this memorandum is to provide preliminary screening information on properties that have the potential to contribute to environmental contamination along the proposed route. It is important to note that this memorandum, and the accompanying charts and tables, are based only on a review of select publicly available databases. We recommend that this assessment be updated as any additional material information (such as that from field reconnaissance visits, aerial photograph reviews and street directory searches) is gathered. 1.0 PROPOSED PROJECT It is understood that consideration is being given to carry out an environmental assessment along the potential route alternatives located within the study area for the North Yonge Street corridor (the Project), comprising of Green Lane in the north, 19th Avenue/Gamble Road in the South, Bathurst Street in the west, and Highway 404 in the east. The location of the Project is illustrated in Figure 1 and the proposed route extends over a total distance of approximately 48 km. 2.0 ENVIRONMENTAL SCREENING METHODOLOGY Preliminary screening information on properties that may have contributed to or have the potential to contribute to environmental contamination along proposed roadway and rail routes was obtained from an EcoLog Environmental Risk Information Service (ERIS) Report for the “North Yonge Study Area”. That report contains a summary of environmental and historical information complied from government and private sources for all properties within the Project area. Based on the information presented, properties within the 200m buffer zone were categorized as having low, moderate, or high potential to contribute to environmental contamination in the Project area. It is important to note that only those properties that are listed within one of the previous listed public or private databases have been captured in this assessment. The criteria used to assign a risk rating to each property are summarized below. High Potential (H) to Contribute to Environmental Contamination Properties screened as having a high potential to contribute to environmental contamination are identified as red markers on Figure 1. A high risk rating was assigned when, based on a collective review of records, a property met one or more of the following criteria: 1 Many of the databases that were reviewed as part of this program are based on voluntary submissions. Other databases reflect information that has been submitted to an agency as a condition of approval or Regulation. As such, it is expected that not all properties within the buffer zone around the proposed alignment will be included in the reviewed databases. For example, if an industrial property has not registered with the Ontario Ministry of the Environment as a waste generator, then that property will not be listed in the Ontario Regulation 347 Waste Generators Summary database. It cannot be inferred that properties that are not listed in the databases have a low potential for contributing to environmental contamination. Golder Associates L. A moderate risk rating was assigned when, based on a collective review of records, a property met one or more of the following criteria: • >10 years use and storage of new and used hydrocarbon products and non-chlorinated solvents • >10 years of liquid industrial and hazardous waste generation (e.g. oils and lubricants, photo processing chemicals, non-chlorinated solvents) • Bulk fuel storage, secondary business (incidental use) • Mixing, bulking, and application of pesticides (operator use) • Automobile wrecking and recycling facilities • Storage and use of new and used chlorinated solvents (laboratory use only) • One-time spill events to soil (<100L) Low Potential (L) to Contribute to Environmental Contamination Properties screened as having a low potential to contribute to environmental contamination are identified as blue markers on Figure 3. A low risk rating was assigned when, based on a collective review of records, a property met one or more of the following criteria: • <10 years use and storage of new and used hydrocarbon products and non-chlorinated solvents • <10 years of liquid industrial and hazardous waste generation (e.g. oils and lubricants, photo processing chemicals, non-chlorinated solvents) • Propane handling and storage facilities • Occupancy that suggests the use of small quantities of hazardous materials on site Golder Associates L. Erskine York Consortium 3.0 May 28, 2008 06-1111-039 -4- • Storage and handling of pesticides (vendors only) • Active or closed waste disposal sites with potential hazard to humans (Class A or B) • one-time spill events (to paved areas or to storm sewers) SCREENING LEVEL ASSESSMENT SUMMARY Figures 1, 2, and 3 provide a graphical summary of the high, moderate and low risk properties, respectively, within the 200 m buffer zone around the proposed route alternatives, based on records found in the EcoLog ERIS Study Area report. Figure 4 provides a graphical summary of the risk rating assigned for all properties within the 200 m buffer zone around the proposed route alternatives, based on records found in the EcoLog ERIS Study Area report. Tables 1 through 3 (attached to this memorandum) provide a tabular summary of the risk rating assigned to each property listed within the databases and within the 200 m buffer zone around the proposed route alternative, and provides a commentary on the rationale for each assigned risk rating. The table below summarizes the absolute number of properties assigned a low, moderate/medium or high risk rating located within the 200m buffer zone for the proposed route. It is important to note that these numbers include only those properties that are listed within one of the previous listed public or private databases. Further investigation using aerial photographs, historical searches, visual observation of the present operations and current conditions at the sites, and other suitable assessments should be undertaken to provide a more complete picture of the relative environmental risk associated with each proposed alignment.
