Background A Road Safety Audit (RSA) as defined by the Federal Highway Administration (FHWA) is “the formal safety performance examination of an existing or future road or intersection by an independent, multidisciplinary team.” According to the FHWA, the aim of an RSA is to answer the following questions: • • What elements of the road may present a safety concern: to what extent, to which road users, and under what circumstances? What opportunities exist to eliminate or mitigate identified safety concerns? The RSA for the intersection of Route 44 (New State Highway) at Orchard Street and the Route 24 Northbound Ramps was held on Tuesday, July 12, 2011 because the intersection was identified as a high crash location (#7 in the 2008 Top Crash Locations Report prepared by Massachusetts Department of Transportation [MassDOT] Highway Division dated March 2010) and MassDOT Project #605668 is receiving funding through the Federal Highway Safety Improvement Program (HSIP) to implement safety improvements. The overall purpose of the HSIP program is to achieve a significant reduction in traffic fatalities and serious injuries on all public roads through the implementation of infrastructure-related highway safety improvements. Project Data A RSA for the intersection of Route 44 at Orchard Street and the Route 24 Northbound Ramps in the Town of Raynham was held on Tuesday, July 12, 2011 at the Raynham Town Hall. As shown in Table 1, the audit team consisted of representatives from State, Regional, and Local agencies and included a multidisciplinary team of engineering, planning, and emergency response. Within the email invitation to each participant in the RSA background material was provided. This information included a Project Location Map, Collision Diagram, Crash Data Summary Table, Crash Rate Worksheet, a Base-Year Traffic Volume Summary Table, 2011 Base Year AM, PM, and Saturday Peak Hour Traffic Volumes networks, and 2031 Design Year AM, PM, and Saturday Peak Hour Traffic Volumes networks. Due to capacity deficiencies and the high incidence of crashes, this intersection is presently under design through the MassDOT (Project # 605668). As a high crash location, this project is eligible for HSIP funding which requires a RSA. The study area for this project includes approximately 1,840 feet (0.35 mi) of roadway along Route 44 from approximately 200 feet west of the intersection with the Route 24 northbound ramps to approximately 1,130 feet east of the intersection with Orchard Street. The project also includes improvements along the Orchard Street approaches to Route 44 including approximately 475 feet (0.09 miles) north of Route 44 and approximately 500 feet (0.09 miles) south of Route 44 as well as widening on the Route 24 northbound ramps. Within the study area, Route 44 generally runs in an east/west direction. The project limits with respect to the area roadway network are shown on Figure 1. Route 44 and Route 24 are functionally classified as ‘Principal Arterial’ within the project limits. Orchard Street is classified as an ‘Urban Minor Arterial’ within the project limits. Route 44 and Route 24 are under MassDOT jurisdiction within the project limits while Orchard Street is under local (Town of Raynham) jurisdiction. This section of Route 44 serves as a major access route between Taunton and Middleborough, as well as accommodates many large retail areas and commercial developments. Route 44 has been identified as a heavily congested corridor with vehicle queues extending eastbound on Route 44 from Orchard Street, interfering with the Route 24 northbound ramp operations. Orchard Street intersects Route 44 from the north and south to form a 4-way intersection under signal control. The Route 44 eastbound approach consists of a shared left-turn/through lane, a shared through/right-turn lane, and a wide shoulder that is frequently used by right-turning motorists. The Route 44 westbound approach consists of a shared left-turn/through lane, a through lane, an exclusive right-turn lane, and a shoulder. Directional traffic on these approaches is separated by a raised median island. There are no sidewalks provided along Route 44 within the vicinity of the project. The Orchard Street northbound and southbound approaches each consist of an exclusive left-turn lane and a shared through/right-turn lane. Directional traffic on these approaches is separated by a double yellow centerline. No sidewalks are provided along Orchard Street. The Route 24 northbound off-ramp consists of one travel lane onto Route 44 eastbound and the Route 24 northbound on-ramp consists of one travel lane onto Route 24 northbound. The Route 24 northbound offramp and on-ramp are located approximately 150 feet west of the signalized intersection of Route 44 and Orchard Street. There are no sidewalks provided within the vicinity of the ramps. This intersection of Route 44 and Orchard Street is controlled by a fully-actuated traffic control signal which is coordinated with the Route 44 at Paramount Drive and Lowe’s Plaza driveway intersection. There are no pedestrian accommodations at the intersection. The posted speed limit along Route 44 in both directions is 40 miles per hour (mph). On Orchard Street north of Route 44, the posted speed limit is 30 mph southbound approaching the traffic signal and 35 mph northbound beginning just after the project limits. On Orchard Street south of Route 44, the posted speed limit is 25 mph northbound approaching the traffic signal and 30 mph beginning approximately 140 feet south of Route 44. Collision data have been researched from Registry of Motor Vehicles and Town of Raynham Police Department records for the latest available three-year period (January 1, 2008 through December 31, 2010). The crash rate was calculated for the study area intersection and compared with the statewide and district-wide averages. An intersection crash rate is a measure of the frequency of crashes compared to the volume of traffic through an intersection and is presented in crashes per million entering vehicles (c/mev). For signalized intersections, the statewide average is 0.82 c/mev and the district-wide (MassDOT District 5) average is 0.77 c/mev. For unsignalized intersections, the statewide average is 0.62 c/mev and the district-wide average is 0.62 c/mev. A comparison of the calculated crash rate to these averages can be used to establish the significance of incident occurrence and whether or not potential safety problems exist. According to the crash data, 25 percent of the reported collisions had occurred under wet or icy/snowy roadway conditions. Most of the crashes at this location were rear-end collisions (44 percent) and occurring under dry roadway conditions (70 percent). Approximately 30 percent (24 of 85) of the total crashes involved a Route 44 leftturning vehicle and a Route 44 through vehicle. Only 5 percent (4 of 85) involved crashes between a Route 44 vehicle and an Orchard Street vehicle. The majority of the total crashes (58 percent) resulted in property damage only. The calculated crash rate for the intersection is 1.61 c/mev, which is more than twice the district-wide and statewide averages for signalized intersections. The MassDOT Crash Rate Worksheet is provided in the Appendix C of this document. A collision diagram was prepared and is also included in Appendix C of this document. The diagrams illustrate the number, type, and location of collisions described in the crash records. This intersection is ranked 7th on MassDOT’s statewide list of Top Crash Intersections from 2006 through 2008. This ranking is based on the number of crashes in MassDOT’s database which can be geo­ referenced to a cluster area around the intersection. This cluster area experienced 94 crashes in the three year period. The ranking is then determined using a weighted system which calculates the Equivalent Property Damage Only (EPDO) rating of the intersection where fatal crashes are weighted 10 times, injury crashes are weighted 5 times, and property damage only or non-reported is weighted by 1. Thirtyfour of the 94 crashes involved an injury. There were no fatal crashes in the three year study period. Existing traffic conditions within the study area were developed by obtaining Automatic Traffic Recorder (ATR) counts and manual-turning movement counts (TMCs) conducted in January 2011 from MassDOT. The ATR counts were conducted at the following locations within the study area: • • • • Route 44 west of Route 24 northbound ramps Route 44 east of Route 24 northbound ramp and west of Orchard Street Route 24 northbound on-ramp south of Route 44 Route 24 northbound off-ramp south of Route 44 Page 5 Road Safety Audit—Route 44 at Orchard Street and Route 24 Northbound Ramps – Raynham, MA Prepared by Greenman-Pedersen, Inc. • • • • • • • • Route 24 northbound on-ramp north of Route 44 Route 24 northbound off-ramp north of Route 44 Route 44 east of Orchard Street and west of Paramount Drive Orchard Street north of Route 44 Orchard Street south of Route 44 Route 44 east of Paramount Drive and Lowe’s Plaza driveway Paramount Drive south of Route 44 Lowe’s Plaza driveway north of Route 44 The TMCs were performed during the weekday AM peak period (7:00 to 9:00 AM), the weekday PM peak period (4:00 to 6:00 PM), and the Saturday midday peak period (11:00 AM to 2:00 PM) at the following intersections: • • • • Route 44 at Orchard Street Route 44 westbound at Route 24 on-ramp and off-ramp Route 44 eastbound at Route 24 on-ramp and off-ramp Route 44 at Paramount Drive and Lowe’s Plaza driveway Traffic on a given roadway typically fluctuates throughout the year depending on the area and the type of roadway. To determine if the data required adjustment to account for this fluctuation, MassDOT seasonal adjustment factors were reviewed. Based on the seasonal adjustment factors, January volumes are expected to be approximately 3 percent lower than average-month conditions. Therefore, the January 2011 volumes were adjusted upward by 3.0 percent to reflect average-month conditions. Evaluation of the peak-period traffic counts indicates that the weekday AM peak hour generally occurs between 7:45 and 8:45 AM, the weekday PM peak hour generally occurs between 4:45 and 5:45 PM, and the Saturday midday peak period occurs between 12:00 and 1:00 PM. Figure 2 graphically depicts the 2011 Base Year weekday AM, weekday PM, and Saturday midday peakhour traffic conditions. Table 3 summarizes the 2011 Base Year daily and peak-hour traffic volumes for all of the ATR locations within the area that improvements are recommended. The proposed improvements include, but are not limited to, new traffic signal equipment at the intersection of Route 44 at Orchard Street and the Route 24 northbound off-ramp, additional exclusive turn lanes, pedestrian accommodations (including signals, crosswalks, and wheelchair ramps) at Route 44 intersections with Orchard Street and Paramount Drive, the installation of new drainage facilities, as necessary, and improved signing. Audit Observations and Potential Safety Enhancements The RSA conducted on July 12, 2011 included a brief overview of the RSA process, introduction of the participants, and a summary of the crash history and traffic volumes. The participants were asked to provide comments and concerns regarding safety issues at the intersection of Route 44 at Orchard Street and the Route 24 northbound ramps. All participants then conducted a site visit as a group where more comments and concerns were raised. Finally, participants returned to Town Hall to discuss final comments. A summary of the major safety concerns is as follows: • Construction Detours – RSA participants asked if at any time during the duration of the construction phase would Orchard Street south of Route 44 be closed. The concern was the number of calls the Fire Department responds to at the Life Care Center of Raynham (546 South Street). GPI responded that no road closures are expected to be necessary during the construction of the roadway improvement project. Therefore, there will be no need for a detour which would increase the Fire Department’s response time. • Emergency Pre-Emption – RSA participants wanted to know if the improvements to the intersection would include emergency pre-emption since the newer emergency response vehicles are equipped with transponders. GPI responded that this would be included within the traffic signal improvements. • Land Takings – A question was brought up about land takings for the roadway improvements. In particular, there was a concern about the congestion for the Orchard Street southbound right-turn movements onto Route 44 westbound. GPI explained that only small areas of land takings will be required near the intersection of Route 44 and Orchard Street and along Orchard Street in order to accommodate signal equipment and sidewalks. However, the proposed improvements include an exclusive right-turn lane for the Orchard Street southbound movement. • Existing Route 44 Westbound Right-Turn Lane – It was indicated that motorists have been seen getting into the Route 44 westbound right-turn lane to by-pass traffic and continue straight through the intersection with Orchard Street. Participants wanted to know if something could be implemented to keep them from going straight (e.g. constructing a rumble strip). GPI indicated that as part of the proposed roadway improvements the Route 44 westbound right-turn lane will become a shared through/right-turn lane. With through vehicles also in this lane, it will be unlikely that the lane would be empty for motorists to by-pass traffic on the right. Page 9 Road Safety Audit—Route 44 at Orchard Street and Route 24 Northbound Ramps – Raynham, MA Prepared by Greenman-Pedersen, Inc. • Signal Timings – There was a concern that there doesn’t seem to be adequate green time for Orchard Street. It was also indicated that the yellow/red clearance times may need to be adjusted due to the high number of rear-end collisions at the intersection. Others mentioned that due to the congestion at the intersection, motorists could be providing courtesy gaps (e.g. allowing a permitted left-turning vehicle to make the left turn since the through traffic isn’t moving due to congestion) which could also be a reason for the high number of rear-end accidents. GPI indicated that as part of the roadway and signal improvements, additional exclusive turn lanes will be added on Route 44 and Orchard Street and the signal phasing and timings would be optimized. This would include calculating the required yellow/red clearance times. Updated yellow/red clearance times could be a short-term measure which could be considered now without waiting for construction. • Route 44 Eastbound Left-Turn Movements onto Orchard Street – RSA participants indicated that safety was a concern with the Route 44 left-turn movement onto Orchard Street due to the vertical crest on Route 44 east of Orchard Street. Currently this is a protected/permitted movement and sight distance is limited due to the vertical alignment of the roadway. It is also currently difficult for motorists to weave into the inside Route 44 eastbound lane from the Route 24 northbound offramp. In addition, it was noted that this movement could be artificially low since it is a difficult movement to currently make. Participants noted that some vehicles turn around in the Lowe’s Plaza in order to make this movement. Motorists are also unable to turn around at the Bridgewater Savings Bank driveway (756 Orchard Street) on Orchard Street because it is designed to restrict left turns into the driveway. Under the proposed phasing and signal timings at the intersection, the left-turn movements would be in exclusive left-turn lanes and only operate under protected phasing. RSA participants agreed that this would eliminate the vertical alignment concern. In addition, the Route 44 eastbound movements and Route 24 northbound offramp will be placed under signal control making the maneuver into the Route 44 eastbound left-turn lane easier. The signal timings will also be looked at to account for a higher volume of Route 44 eastbound left-turn movements onto Orchard Street. However, it is expected that the signal timings will be tweaked in the field once all improvement are in place to provide the most efficient signal timings. Page 10 Road Safety Audit—Route 44 at Orchard Street and Route 24 Northbound Ramps – Raynham, MA Prepared by Greenman-Pedersen, Inc. • Speeds – GPI asked if speeds were a concern on the roadway. The Police Department indicated that there is a lot of congestion in the area, so speed is not necessarily a concern. • Route 24 Northbound Off-Ramp – RSA participants wanted to know if any improvements are being implemented on the Route 24 northbound off-ramp. Others wanted to know if a slip ramp from the Route 24 northbound off-ramp onto Orchard Street had been investigated or if a queue detector for the Route 24 northbound-ramp would be included in the design. GPI indicated that as part of the roadway and signal improvements, the ramps will be realigned slightly with Route 44 to meet closer to 90 degrees, provide two exclusive right-turn lanes, and also be placed under traffic signal control. Since the analysis shows that 95th percentile queues for Route 24 northbound off-ramp right-turn movement is expected to be 324 feet and the ramp is in excess of 1,500 feet long, it is not expected that a queue detector will be needed on the ramp. However, GPI will investigate this further during the design process since left turns onto Orchard Street northbound will be improved and could lead to additional traffic making this movement from the Route 24 northbound off-ramp. RSA participants indicated that the signal for the Route 24 northbound off-ramp should help. GPI also stated that a slip ramp from the off-ramp onto Orchard Street was not investigated due to the grades. With this response, a RSA participant wanted to know if there was any thought about moving the Route 24 northbound ramps on the south side of Route 44 further west in order to provide more separation between the ramps and Orchard Street. GPI indicated that this would be further investigated during the design phase. • Crosswalks – A RSA participant stated that crosswalks at the intersection of Route 44 at Paramount Drive and the Lowe’s Plaza driveway is a great idea since many people staying at the Marriot Hotel on Paramount Drive often cross Route 44 to get to Longhorn Steakhouse and Applebee’s restaurants located within the Lowe’s Plaza. GPI also mentioned that crosswalks will be implemented at the intersection of Route 44 and Orchard Street as well. Along with crosswalks at each of these locations, pedestrian signals and pushbuttons will also be installed. • Police Detail – A RSA participant wanted to know who would be requesting a police detail during the construction phase of the project. GPI indicated that the construction project is a MassDOT project and it would be their call on who to use for police details. In addition, another RSA participant mentioned if there was a way to incorporate an area where a police cruiser could park to monitor the intersection. When the Raynham Center Water District driveway was closer to intersection a police cruiser would, on occasion, park there to provide a police presence at the intersection. GPI indicated that this could be further investigated. • Drainage – It was mentioned that there are some drainage concerns on the northeast corner of the Route 44 at Orchard Street intersection since the catch basin for the area often gets plowed in with debris due to its location along the curb. A RSA participant requested that a double catch basin placed out into the roadway be installed as part of the roadway improvements. GPI indicated that this should not be a problem to incorporate into the design. • Coordination of Traffic Signals – A RSA participant wanted to know if South Street (west of the Route 24 ramps) would be coordinated with the Route 24 northbound off-ramp, Orchard Street, and Paramount Drive. GPI indicated that South Street is outside of the project limits and at this Page 11 Road Safety Audit—Route 44 at Orchard Street and Route 24 Northbound Ramps – Raynham, MA Prepared by Greenman-Pedersen, Inc. time is not proposed to be included within the coordinated system. In addition, GPI indicated that a high volume of traffic exits Paramount Drive during the weekday PM peak hour. It was brought up that maybe the Paramount Drive northbound left-turn movements be coordinated with the Route 44 westbound through movements for this time period. GPI will investigate this further during the design process. • Sidewalks – RSA participants asked if the limits of sidewalk could be extended along Orchard Street to the north leading towards Raynham Town Center to the bridge over Route 24 or maybe even to South Main Street. Sidewalk does currently exist on the west side of the bridge over Route 24. GPI has investigated this request and it would add approximately 700 feet of sidewalk to the project as well as potentially requiring the relocation of utility poles. During the MassDOT review process, this recommendation with be further investigated. • Signage – A RSA participant wanted to know if there was a sign that could be included in the design to bring driver’s attention to the Raynham Center Water District’s driveway. The concern was the close proximity of the driveway to Route 44 as motorists drive northbound on Orchard Street from Route 44. Another concern was to ensure that there is a sign on the Route 24 northbound off-ramp notifying motorists which lane they need to be in to get to Orchard Street northbound. Since the current proposal includes a two-lane Route 24 northbound off-ramp vehicles in the outside right-turn lane would be in the wrong lane if they were trying to get into the Route 44 eastbound exclusive left-turn lane. Another RSA participant wanted to know if TOWN CENTER, POLICE DEPARTMENT, and FIRE DEPARTMENT directional signs could be added on the northeast corner of the Route 44 at Orchard Street intersection to indicate their location. GPI responded that the additional signs are something that could be investigated. The current design proposes signage on the Route 24 northbound off-ramp to indicate which lane motorists should be in to get to Orchard Street northbound. • Span Wire versus Mast Arms – A concern was raised with the span wire design and some RSA participants wanted to know if a mast arm design had been investigated. Some RSA participants indicated that they would rather see 50-foot mast arms than a span wire design due to the potential utility confilicts. GPI indicated that a span wire design is currently proposed, but four mast arms could be investigated. • Route 44 Eastbound Approach – RSA participants indicated their concern with the Route 44 eastbound approach at Orchard Street. Currently the approach has pavement markings for a 14.5 foot shared left-turn/through lane and an 18.5 foot shared through/right-turn lane, where the shared through/right-turn lane is used as a through lane and a right-turn lane due to the available width. GPI stated they could investigate potential options. • Overgrown Vegetation – A concern with the overgrown vegetation on the south side of Route 44 between the Route 24 northbound off-ramp and Orchard Street was expressed. According to a RSA participant, this area is difficult to keep maintained. They wanted to know if the vegetation could be removed and replaced with low ground cover vegetation that wouldn’t grow over 3 feet tall. GPI will investigate replacing the landscaping in the area. • Construction Schedule – A RSA participant asked when the proposed improvements were expected to be built. Another RSA participant indicated that the work is on the 2013 Transportation Improvement Program. GPI stated that this would be the project would be advertised by September 2013 and construction would begin in 2014. Summary of Road Safety Audit Table 4 summarizes potential safety enhancements discussed during the RSA. The safety enhancements are categorized based on the potential safety payoff, time frame, cost, and responsible agency. The safety payoff is a qualitative judgment of the effectiveness of the potential safety improvement. The time frame is categorized as short-term (<1 year), mid-term (1 to 3 years), or long-term (>3 years). The costs are categorized as low (<$10,000), medium ($10,001 to $50,000), or high (>$50,001).
