Background The segment of Faunce Corner Road between Cross Road and the Massachusetts State Police/ Massachusetts Department of Transportation (MassDOT) maintenance facility driveways has several intersection locations listed in the Top 5% of High Crash Locations within the Southeastern Regional Planning and Economic Development District (SRPEDD). Furthermore, the same intersection of Faunce Corner Mall Road/Cross Road/Comfort Lane is ranked #185 according to MassDOT’s Top 200 High Crash Locations 2007-2009. During the RSA, the team focused on safety issues at five intersection locations along the corridor. The RSA study area is illustrated in Figure 1. MassDOT has determined that the Town of Dartmouth would be eligible to receive Highway Safety Improvement Program (HSIP) funding for reconstruction of these intersections/roadway segments if a Road Safety Audit (RSA) were conducted and the proposed design incorporated the safety improvements identified in the RSA. This segment of Faunce Corner Road from Cross Road to the State Police/ MassDOT driveways is currently at the 75% design stage, funded by MassDOT (#600496) and scheduled to be advertised for construction in 2013. In general, the RSA is intended to identify potential safety improvements that can be evaluated and included as part of current and/or future design efforts for reconstruction. The short-term, low-cost potential improvements could be considered by the responsible agency for implementation prior to reconstruction, as appropriate. Project Data The audit team conducted an RSA at four locations in Dartmouth, Massachusetts, on Tuesday, June 26, 2012. The RSA agenda appears in Appendix A. Table 1 lists the audit team members and their affiliations. Appendix B provides contact information for all team members. Prior to the RSA, in order to begin assessing possible safety issues, the team reviewed collision diagrams and crash detail summaries for the four locations along Faunce Corner Road based on crash records supplied by the Dartmouth Police Department and Massachusetts State Police. (HSH) Project Location Description The RSA focused on four locations along Faunce Corner Road between Cross Road and the State Police/MassDOT driveways in Dartmouth. Within the study area Faunce Corner Road serves as a key arterial roadway, with as much as 1,500 to 1,700 vehicles per hour in each direction during the commuter and Saturday mid-day peak periods. According to local officials on the RSA Team, this section of Faunce Corner Road functions as the gateway into Dartmouth as it provides connection to I-195 at Exit 12 and Route 6 and serves commuters at area commercial/industrial uses; students/staff associated with the University of Massachusetts Dartmouth; and as a regional destination for shopping with the Dartmouth Mall, hotels, restaurants, and numerous other commercial uses. Crashes along the corridor are less frequent during the summer months; RSA team members noted that this is likely attributed to lower traffic volumes during this time period, mostly as a result of fewer students at UMass Dartmouth during the summer semester. During the peak holiday shopping season (typically between Thanksgiving and Christmas), the Dartmouth Police Department often manually controls signal equipment along the corridor in an effort to manage congestion and queuing conditions in the vicinity of the I-195 ramps. Location #1: Faunce Corner Mall Road at Cross Road/Comfort Lane – is a 4-way signalized intersection and operates under coordination with the signalized intersection of Faunce Corner Road/I-195 Eastbound Ramps. The intersection has an equivalent property damage only (EPDO) score that qualifies it as a Top 5% of High Crash Locations within the SRPEDD area and is also ranked #185 according to MassDOT’s Top 200 High Crash Locations 2007-2009. The Faunce Corner Mall Road northbound and southbound approaches each consist of one dedicated left-turn lane, two through lanes, and a dedicated right-turn lane. A wide area of pavement is provided along Faunce Corner Mall Road near the southwest corner of the intersection to facilitate Faunce Corner Mall Road northbound U-turn maneuvers for large vehicles. The Cross Road eastbound approach consists of a dedicated left-turn lane and a shared leftturn/through/right-turn lane. During field observations, team members noted that the dotted white lane line (DWLL) extension through the intersection for the Cross Road eastbound dual left-turns is no longer visible. The Comfort Lane westbound approach consists of a shared left-turn/through lane and a dedicated right-turn lane; right-turns on red are prohibited. The pavement along Faunce Corner Mall Road is rutted and pavement markings are worn in some locations at the intersection. Crosswalks and push-button activated pedestrian indications are provided across the eastern, western, and northern legs of the intersection. A Southeastern Regional Transit Authority (SRTA) bus stop is located at the Faunce Corner Mall Road southbound approach at the near side of the intersection. According to team members, - traffic signal and signage improvements were constructed in 2006/2007. The intersection is illustrated in Figure 2. Location #2: Faunce Corner Road at I-195 Eastbound Ramps – is a 3-way signalized intersection and has an EPDO score that qualifies it as a Top 5% of High Crash Locations within the SRPEDD area. The Interstate 195 (I-195) eastbound off-ramp approach consists of one dedicated left-turn lane that operates under traffic signal control and a channelized right-turn lane that operates under yield sign control. The Faunce Corner Road northbound approach consists of two through lanes; however, the vehicles can only continue northbound from the inside lane, while the outside lane is for right-turns only onto the I-195 eastbound on-ramp – located approximately 160 feet downstream of the stop line. The Faunce Corner Road southbound approach consists of two through lanes; a channelized right-turn lane providing access to I-195 eastbound is located approximately 200 feet upstream of the stop line. Pedestrian accommodations are not provided at the intersection. According to team members, a traffic signal was installed at the intersection in 2006/2007 and coordinated with the intersection of Faunce Corner Mall Road/Cross Road/Comfort Lane. Location #3: Faunce Corner Road at I-195 Westbound Ramps – is an unsignalized intersection location consisting of on- and off-ramps for I-195 westbound. The intersection has an EPDO score that qualifies it as a Top 5% of High Crash Locations within the SRPEDD area. The Faunce Corner Road northbound approach consists of one very wide shared left-turn/through lane where motorists make a left-turn to access I-195 westbound. The entrance to the I-195 westbound on-ramp is located only approximately 125 feet north of the I-195 westbound off-ramp (Exit 12B) that operates under merge control. Team members noted that the Faunce Corner Road northbound left-turn queue often extends past the off-ramp causing confusions between vehicles making the left-turn, those traveling northbound through, and those merging onto Faunce Corner Road from the off-ramp. Along Faunce Corner Road southbound, a channelized right-turn lane provides access to I-195 westbound. Faunce Corner Road southbound widens at the I-195 westbound off-ramp because the ramp adds a lane as it joins Faunce Corner Road, which would allow free flow from the off-ramp approach; however, field observations indicate that motorists on the off-ramp generally do not realize that they have a dedicated lane and typically yield. According to team members, this location was reconfigured several years ago from a merge condition (yield control) to the current free flow operation in an effort to improve queuing conditions. Location #4: Faunce Corner Road at Wellness Center/MassDOT /State Police Driveways – consists of two 4-way unsignalized intersections (see Figure 5): Faunce Corner Road at Wellness Center/MassDOT Driveways – The Healthtrax Fitness and Wellness Center Driveway eastbound approach consists of a shared left-turn/right-turn lane. The MassDOT Maintenance Facility Driveway intersects Faunce Corner Road from the east approximately 60 feet south of the Wellness Center Driveway; the MassDOT Driveway westbound approach consists of a wide unmarked approach. The Faunce Corner Road northbound and southbound approaches consist of one multi-purpose lane in each direction. Pedestrian crosswalks and sidewalks are not provided at the intersection; however, a sidewalk begins just north of the Wellness Center driveway along the eastern side of the roadway. Faunce Corner Road at MassDOT/State Police Driveways – is a 4-way unsignalized intersection. The MassDOT Driveway eastbound approach and the Massachusetts State Police Driveway westbound approach each consist of a shared left-turn/through/right-turn lane. The MassDOT/State Police Driveways are located approximately 430 feet north of the Wellness Center Driveway and approximately 150 feet south of a rail crossing. The Faunce Corner Road northbound and southbound approaches consist of one multi-purpose lane in each direction. A sidewalk is provided along the eastern side of Faunce Corner Road; however, pedestrian crosswalks are not provided at the intersection. These four locations form the junctions of the following roadways, which are categorized according to MassDOT Office of Transportation Planning functional classifications: Faunce Corner Road is classified as an urban principal arterial to the south of I-195 and an urban minor arterial north of I-195. Faunce Corner Road falls under MassDOT jurisdiction to the north of Cross Road/Comfort Lane. At the intersection with Cross Road/Comfort Lane Faunce Corner Road falls under Town of Dartmouth jurisdiction and changes name to Faunce Corner Mall Road. Faunce Corner Road runs north-south and generally consists of two travel lanes, separated by a concrete/landscaped median, to the south of the I-195 eastbound ramps and one lane in each direction to the north of the I-195 eastbound ramps. Cross Road is classified as an urban collector and falls under Town of Dartmouth jurisdiction. Cross Road runs between Faunce Corner Road and Old Westport Road and provides connection to Main Street (Route 6) as well as several residential roadways. Within the study area, Cross Road generally runs eastwest and consists of one travel lane in each direction. Comfort Lane is an unaccepted, private roadway and provides connection to numerous commercial businesses and is the primary access to Faunce Corner Crossing Plaza, the 99 Restaurant and Residence Inn Hotel. Within the study area, Comfort Lane is an east-west roadway and generally consists of two travel lanes in each direction separated by a landscaped median. Road Safety Audit Observations Based on field observations on Tuesday, June 26, 2012, the RSA team determined that the four locations along Faunce Corner Road between Cross Road/Comfort Lane and the MassDOT/State Police driveways have the following issues that affect safety: Access management; Congestion and driver frustration; Limited pedestrian accommodations; Limited transit accommodations; Unclear lane usage; and Unclear/limited guide and regulatory signage. The following sections describe in more detail the safety issues and potential enhancements determined during the RSA. Several of these issues require further study and engineering judgment to determine the feasibility of implementing enhancements to address them. Faunce Corner Mall Road/Cross Road/Comfort Lane Observations: The intersection of Faunce Corner Mall Road/Cross Road/Comfort Lane has an equivalent property damage only (EPDO) score that qualifies it as a Top 5% of High Crash Locations within the SRPEDD area and is ranked #185 according to MassDOT’s Top 200 High Crash Locations 2007-2009. From January 2009 through March 2012, a total of 27 crashes were recorded by State and local police at this signalized intersection location, of which 11 (or 41%) resulted in personal injury. Of the 27 crashes, 14 (or 52%) were rear-end type , 8 (or 30%) were angle type, two (or 7%) were sideswipe same direction crashes, one (or 4%) was a sideswipe opposite direction crash, one (or 4%) was head-on, and one (or 4%) was a single vehicle crash. According to team members, traffic signal, signage, and lane usage improvements were made at this intersection location around 2006/2007. This effort included traffic signal coordination with the traffic signal at Faunce Corner Road/I-195 eastbound ramps; changing the Cross Street eastbound approach lane usage to allow for dual left turns onto Faunce Corner Road northbound in an effort to ease congestion; and also split the Cross Street and Comfort Road signal phasing. The following details the observations with respect to queuing conditions/driver frustration; access management; lane usage, signage and pavement markings and conditions; intersection geometry; pedestrian conditions; public transportation conditions, and pavement conditions: Queuing Conditions/Driver Frustration The RSA team noted that the high traffic volume and queuing conditions, particularly during the weekday morning and evening commuter peak periods and Saturday-midday peak periods, add to driver frustration and aggressive driving behavior, which likely contribute to the crash history at this location. Of the 27 crashes reported, 17 (or 63%) were the result of motorists either following too closely, failure to yield to right of way, disregard of traffic regulations, and/or other aggressive driving behavior. Team members noted most crashes seem to be primarily congestion related. According to the crash data a majority of the crashes at this location occurred on weekdays (86%) between 6:00 a.m. and 6:00 p.m. (70%). Faunce Corner Mall Road Northbound According to the crash records, one rear end crash occurred as two vehicles were taking a rightturn onto Comfort Lane, and one angle crash occurred at the McDonald’s driveway where an exiting vehicle was going in the wrong direction onto Faunce Corner Mall Road (the driveway is one-way entering). Eight (8) crashes were reported in the two northbound through lanes including four rear end crashes, three angle crashes and one sideswipe same direction crash. Two of the angle crashes involved northbound vehicles running the red light. Of the four rear-end crashes, one resulted from a driver following too closely and the others attributed to inattention and improper driving. Faunce Corner Mall Road Southbound Four (4) crashes were reported at the Faunce Corner southbound approach, including one fixed object crash involving a broken street light in the roadway, 2 rear-end crashes, and one-angle crash. The angle crash involved a vehicle that made a right-turn on red, while the Faunce Corner Mall Road northbound left-turn lane had a protected turn arrow. Meanwhile, the 2 rear-end crashes were the result of motorists following the vehicle in front of them too closely. With the exception of the fixed object crash, team members noted that crashes along the Faunce Corner Road southbound approach were generally the result of driver frustration and aggressive driver behavior due to queuing conditions that often extend as far as 400 feet upstream to the I-195 eastbound ramps. Cross Road Eastbound Similarly, at the Cross Road eastbound approach, two rear-end crashes were reported that were attributed to motorists following the vehicle in front of them too closely. Congestion and the resulting driver frustration may have contributed to the occurrence of these rear-end crashes. Access Management Bank 5 is located on the southwest corner of the intersection and has a two-way driveway located on the south side of Cross Road, approximately 120 feet west of Faunce Corner Mall Road. The driveway allows for left- and right-turns out, but has a channelized island allowing right-turns in from Cross Road while preventing left-turns into the site from Cross Road westbound. Three angle type crashes were reported involving leftturning vehicles exiting the Bank 5 driveway with vehicles traveling along Cross Road eastbound. Two of the Motorists attempting to turn left out of Bank 5 onto crashes were attributed to the left-turning Cross Road westbound. vehicle having obstructed view due to the queue on Cross Road that often extends past the driveway, while the third crash was the result of failure to yield to right of way. The RSA team noted that Cross Road eastbound widens from one to two lanes just west of the driveway to allow for turning lanes at the intersection with Faunce Corner Mall Road. Thus, a motorist traveling along Cross Road eastbound may stop to allow a vehicle to turn out of the Bank 5 driveway; however, a second vehicle traveling in the other eastbound lane may not expect, or be able to perceive and react to, a turning vehicle exiting the driveway. During the field visit, an RSA team member observed a vehicle make a prohibited leftturn into the Bank 5 driveway from Cross Road westbound. The Cardoza Wine & Spirits located on the northwest corner of the intersection also has a driveway on Cross Road, directly opposite the Bank 5 driveway. This driveway currently has no access restrictions for entering or exiting vehicles. One rear-end type crash was reported along Cross Road westbound in the vicinity of the driveway and was attributed to motorists following too closely. RSA team members noted that the crash may be the result of motorists unexpectedly stopping along Cross Road to access one of the driveways and/or allow motorists to exit the driveway onto Cross Road. Similar to the Bank 5 Driveway, motorists making a left-turn out of the Cardoza Wine & Spirits driveway must merge into the Cross Road eastbound queue (two lanes) that often extends past the driveway. Lane Usage, Signage, and Pavement Markings Cross Road Eastbound The Cross Road eastbound approach consists of an exclusive left-turn lane and one shared left-turn/through/right-turn lane, which allows for a dual left-turn to occur onto Faunce Corner Mall Road northbound. According to the crash records, one sideswipe same direction crash was reported involving left-turning vehicles. Team members noted that there is currently no dashed white lane line extension through the intersection to guide dual left-turning motorists in their lane as they make the turn. Furthermore, motorists are generally confused over which lane they need to be in since there No lane line extensions for dual-left turns from Cross Road eastbound onto Faunce Corner Mall is no advance guide signage to advise Road. motorists. For example, there is currently no guide signage to warn motorists destined for the I-195 eastbound ramps that they should make the left-turn from the right lane. Faunce Corner Mall Road Northbound To the north of the intersection Faunce Corner Mall Road consists of two travel lanes; the inside travel lane allows motorists to continue traveling northbound, while the outside lane becomes the I-195 eastbound on-ramp. As described in more detail in the following section (Location #2), there is currently no advanced wayfinding signage or pavement markings indicating that the outside lane ends at the I-195 eastbound on-ramp. According to the RSA team and on-site observations, this results in a significant amount of vehicle weaving/maneuvering in the approximately 700-foot long segment between Cross Road/Comfort Lane and the I-195 eastbound on-ramp as drivers attempt to avoid getting trapped in the outside lane. According to Page 15 Road Safety Audit Faunce Corner Road/I-195 area, Dartmouth, MA Prepared by Howard/Stein-Hudson Associates, Inc. the crash records, four rear-end crashes were recorded along Faunce Corner northbound, just north of Cross Road/Comfort Lane. Team members noted that these crashes were generally the result of motorist confusion about lane usage. One of the rear-end crashes involved a right-turning vehicle at the Mobil Gas Station driveway. This crash was attributed to the driver following too closely as the first driver was slowing down to enter the Mobil station driveway, which is only approximately 100 feet north of the intersection. A team member commented that this crash may have been the result of a motorist destined for the I-195 on-ramp not expecting a vehicle in front of them to slow down and turn into the driveway. Intersection Geometry A wide paved area at the southwest corner of the intersection is currently provided to allow large vehicles traveling along Faunce Corner Mall Road northbound to make a U-turn maneuver. A team member commented that the wide area of pavement seems excessive and may lead to higher speeds during off-peak periods and also makes it difficult to add a pedestrian crossing across the southern leg of the intersection (none provided today) due to the wide cross-section. Pedestrian Conditions Wide U-turn area along Faunce Corner Mall Road southbound. Along the east side of Faunce Corner Mall Road, there is an approximately 5-foot wide sidewalk that extends along the corridor from the south and ending at the 99 Restaurant driveway, approximately 325 feet north of Comfort Lane. The west side of the corridor includes a sidewalk extending from south of the study area, but ending at the northwest corner of the intersection. Pedestrian crosswalks and push button activated pedestrian indications are provided across the northern, eastern, and western legs of the intersection, with informal pedestrian refuges in the median along Faunce Corner Mall Road and Comfort Lane. A pedestrian crossing is not currently provided across the southern leg of the intersection given the wide cross section of Faunce Corner Mall Road due to the U-Turn area. Some RSA team members indicated that pedestrians may feel intimidated by the intersection width, traffic volume, and travel speeds. Pedestrian volumes at the intersection at the time of audit were observed to be light. Public Transportation Conditions A Southeastern Regional Transit Authority (SRTA) bus stop is located at the Faunce Corner Mall Road southbound approach at the near side of the intersection. The shoulder width is fairly limited in the vicinity of the bus stop; thus, a bus would need to block the Faunce Corner Mall Road southbound travel lane to serve the bus stop. Pavement Conditions During field observations, the team noted that the pavement along Faunce Corner Mall Road, particularly in the southbound direction, was rutted and in poor condition. Bicycle Conditions The shoulder with is fairly narrow in the vicinity of the intersection making bicycle use difficult. Bicycle volumes at the intersection at the time of audit were observed to be very light. Potential Enhancements: 1. Consider ways to increase capacity at the intersection to improve queuing conditions along Cross Road and Faunce Corner Road and reduce driver frustration and aggressive driving behavior. Capacity improvements planned for this segment of the corridor should take into consideration the potential widening/changes being considered/evaluated as part of the on-going separate design effort for the section of Faunce Corner Mall Road south of Cross Road. 2. Monitor crashes at the Bank 5 and Cardoza’s Wine & Spirits driveways on Cross Road. Consider the appropriateness of adding turn restrictions (i.e., right-in/right-out) if crash experience worsens and/or if roadway is widened in the future as part of reconstruction. 3. Evaluate the appropriateness of installing dashed white lane line extensions through intersection to guide Cross Road eastbound dual left-turning vehicles in their lane as they turn onto Faunce Corner Road northbound. 4. Consider the safety benefits of installing overhead lane use designation signage and/or pavement markings at the Cross Road eastbound approach and the Faunce Corner northbound approach to alert motorists which lane to use to access the I-195 eastbound on-ramp. 5. Evaluate the feasibility of tightening the U-turn area on Faunce Corner Mall Road and/or using a mountable area/alternative pavement material. Consider heavy vehicle truck turning radii requirements (e.g., WB-50) and maintenance issues associated with alternative materials. Evaluate the appropriateness of the SRTA bus stop location along Faunce Corner Road southbound given the limited shoulder and occurrence of rear-end type crashes along the corridor and/or consider ways to improve safety (e.g., bus turn out, shoulder, moving to far-side at the U-turn area, etc.). 8. Improve pavement conditions along Faunce Corner Road to improve travel conditions for motorists. 9. Consider the feasibility of improving bicycle conditions at the intersection in accordance with the MassDOT Project Development and Design Guide. Page 18 Road Safety Audit Faunce Corner Road/I-195 area, Dartmouth, MA Prepared by Howard/Stein-Hudson Associates, Inc. Location #2. Faunce Corner Road at I-195 Eastbound Ramps Observations: The intersection of Faunce Corner Road at the I-195 eastbound ramps has an EPDO score that qualifies it as a Top 5% of High Crash Locations within the SRPEDD area. A total of 46 crashes were reported by the Dartmouth Police Department at this intersection location between January 2009 and April 2012. Of the 46 crashes reported, 30 were rear-end crashes (65%), 13 were angle crashes (28%), and 3 were sideswipe same direction crashes (7%). The records indicate that crashes occurred consistently throughout the year except in the summer months between May and August when crash rates dropped significantly, likely attributed to fewer students being in the area during the summer semester at UMass Dartmouth. Crashes occurred regularly throughout the week except on Sundays. Of the total crashes, 40% involved motorists between the ages of 15 and 29 years of age. The majority of crashes typically occurred under clear weather conditions (69%), in daylight hours (83%), and on a dry roadway surface (78%). None of the reported accidents appear to be related to light, weather or road conditions. The RSA team made the following observations with respect to queuing conditions/driver frustration and lane usage/signage. Queuing Conditions/Driver Frustration According to the RSA Team, many of the crashes at the intersection are generally the result of driver frustration with queuing conditions along Faunce Corner Road and the I-195 eastbound off-ramp, particularly during commuter peak periods, when UMass Dartmouth is in session, and during the holiday shopping seasons. I-195 Eastbound Off-Ramp Team members noted that queues on the I195 eastbound off-ramp often backs up all the way onto the I-195 mainline. As such, motorists are typically frustrated with the queuing conditions and drive aggressively by the time they reach Faunce Corner Road. Nearly half of the crashes reported at this intersection location (22 of 46 or 48%) involved vehicles traveling along the I-195 eastbound off-ramp eastbound approach. Of the 22 crashes, 13 were angle type crashes (6 resulting in personal injury) involving vehicles making a left-turn from the I-195 eastbound off-ramp onto Faunce Vehicles from I-195 eastbound merging into queue on Faunce Corner Road southbound Page 19 Road Safety Audit Faunce Corner Road/I-195 area, Dartmouth, MA Prepared by Howard/Stein-Hudson Associates, Inc. Corner Road with a vehicle traveling along Faunce Corner Road southbound. A majority of these crashes (10 of 13) were the result of the left-turning vehicle running the red light. Similarly, a total of 8 rear end crashes (4 resulting in personal injury) were reported involving motorists making a right-turn from the I-195 eastbound off-ramp onto Faunce Corner Road southbound. Most of these crashes were attributed to following too closely and/or driver inattention. Field observations indicate that upon entering the yield controlled off-ramp eastbound channelized right-turn lane, motorists are typically looking north for a gap in the Faunce Corner Road southbound traffic without regards to the car in front of them. As a result, many of the rear-end crashes may be the result of motorist hesitation to enter the traffic stream and getting hit by more aggressive driver behind them. One sideswipe same direction crash was also reported along the I-195 eastbound off-ramp, which was attributed to improper driving and appears to be the result of a motorist who decided too late to enter the channelized right-turn lane that provides access onto Faunce Corner Road southbound rather than make a left-turn onto Faunce Corner Road northbound. Faunce Corner Road Southbound Along Faunce Corner Road southbound, 9 rear-end crashes were reported just north of the I-195 eastbound off-ramp that were typically the result of motorists following too closely or “traffic” conditions. RSA team members attributed these crashes to queuing conditions along Faunce Corner Road southbound and driver frustration. A team member also commented that some of these rear-end crashes may be the result of motorists’ unexpectedly stopping for vehicles making a left-turn from the I-195 eastbound off-ramp during the red signal phase. Meanwhile, 4 rear-end crashes were reported just south of the I-195 eastbound off-ramp. These crashes were also typically the result of following too closely and/or traffic conditions. Team members noted that the Faunce Corner Road southbound queue at the intersection with Cross Road/Comfort Lane (only approximately 400 feet south of the off-ramp merge area) often backs up to the ramps during peak periods. Lastly, one sideswipe same direction crash was reported along Faunce Corner Road southbound, just south of the I-195 eastbound off-ramps. Team members noted that it can be difficult given the short distance between intersections, and queuing conditions, for motorists trying to merge from the I-195 eastbound off-ramp into the Faunce Corner Road southbound left-turn lane to make a left turn onto Comfort Lane. Faunce Corner Road Northbound Two rear-end crashes were reported along Faunce Corner Road northbound just north of the I-195 eastbound on-ramp. Team members noted that these crashes were likely the result of downstream queuing conditions as a result of motorists trying to make a left-turn onto the I-195 westbound on-ramp. Lane Usage/Signage To the north of Cross Road/Comfort Lane Faunce Corner Road northbound has two travel lanes, including the inside lane that allows motorists to continue traveling northbound and an outside lane that essentially ends at the I-195 eastbound on-ramp; north of the I-195 eastbound on-ramp, Faunce Corner Road northbound only has one travel lane. As a result, the Faunce Corner Road northbound outside travel lane functions as a right-turn only lane providing access to several commercial business driveways and the I-195 eastbound-off ramp. Therefore, motorists traveling along the Faunce Corner Road northbound outside travel outside lane that are unaware that the lane lane ends at I-195 eastbound on-ramp. ends and wish to continue traveling northbound get trapped in the lane and then need to merge into the inside travel lane. According to the crash records, 7 rear-end type crashes and one sideswipe same direction crash were reported involving motorist traveling along Faunce Corner Road northbound, just upstream of the I-195 eastbound on-ramp. Team members noted that these crashes were likely the result of either motorists unexpectedly stopping in the outside lane once they realized they were in the wrong lane and/or motorists quickly and unexpectedly merging from the outside lane to the inside lane in front of northbound traffic. Reports indicate that most of these crashes were attributed to following too closely or motorist inattention. No signage or pavements marking are currently provided to warn motorists that the outside lane ends at the I-195 eastbound on-ramp. Just north of the I-195 eastbound on-ramp, two rear-end crashes were reported along Faunce Corner Road northbound. These crashes were the result of motorists following too closely and driver inattention. Several team members commented that these crashes were likely the result of downstream queuing conditions; specifically, the Faunce Corner northbound left-turn queue onto the I-195 westbound on-ramp. Consider the feasibility of providing a merge area along Faunce Corner Road southbound to facilitate right-turns from I-195 eastbound off-ramp to reduce the incidence of rear-end crashes. 2. Consider ways to increase capacity at the intersection to improve queuing conditions along Faunce Corner Road and along the I-195 eastbound off-ramp and reduce driver frustration and the incidence of red light running. 3. Re-evaluate the effectiveness of existing guide signage and pavement markings along Faunce Corner Road northbound and identify ways to alert drivers that the outside travel lane turns into the I-195 eastbound on-ramp. Consider overhead signage and pavement markings and design improvements to prevent trapping. Page 22 Road Safety Audit Faunce Corner Road/I-195 area, Dartmouth, MA Prepared by Howard/Stein-Hudson Associates, Inc. Location #3. Faunce Corner Road at I-195 Westbound Ramps Observations: The intersection of Faunce Corner Road at the I-195 westbound ramps has an EPDO score that qualifies it as a Top 5% of High Crash Locations within the SRPEDD area. Between April 2009 and April 2012, a total of 24 crashes were reported at this intersection location. Of this total, 19 were rear-end crashes (74%), 4 were angle crashes (17%), and one (1) was a sideswipe/same direction crash (1%). As with Location #2, crashes were generally lower in the spring/summer months (May through July), which RSA team members attributed to many UMass Dartmouth students being out of school. Most crashes occurred mid-week between Tuesday and Thursday (accounting for 67% of all crashes) and between the hours of 2:00 p.m. and 6:00 p.m. (67%), which RSA team members attributed to the higher volumes of commuting students and workers in the afternoon. The highest percentage of crashes (41%) involved drivers between 15 and 29 years of age; only 4% of the crashes involved drivers 60 years and older. The majority of crashes occurred in daylight hours (83%) and on dry road surface (75%). Nearly half of the crashes (46%) occurred under clear weather conditions while 38% occurred under cloudy conditions and 17% occurred under rainy conditions. The RSA team made the following observations with respect to lane usage and driver frustration along Faunce Corner Road northbound and southbound in the vicinity of the I-195 westbound ramps: Faunce Corner Road Northbound In the vicinity of the I-195 westbound on-ramp, the Faunce Corner Road northbound approach consists of one wide shared left-turn/through lane. According to 2009 traffic count data reviewed during the RSA, the Faunce Corner Road left-turn volume onto the I-195 westbound on-ramp ranges between 376 and 477 vehicles per hour (vph) during the weekday and Saturday peak periods – well in excess of the minimum criteria for an exclusive leftturn lane per the MassDOT Project Development and Design Guide Motorists passing Faunce Corner Road northbound (Exhibit 6-23). Meanwhile, along left-turn queue in front of I-195 EB off-ramp. Faunce Corner Road southbound, traffic volumes range between 439 and 930 vph during the weekday and Saturday peak periods, through which left-turning vehicle must find an adequate gap to safely turn. Page 23 Road Safety Audit Faunce Corner Road/I-195 area, Dartmouth, MA Prepared by Howard/Stein-Hudson Associates, Inc. As a result, a left-turn queue typically forms in the single northbound travel lane, blocking traffic upstream of that location including Faunce Corner Road northbound through traffic and vehicles trying to merge onto Faunce Corner Road from the I-195 westbound off-ramp. Field observation made by the RSA team indicate that motorists often attempt to form two lanes by using the shoulder in order to maneuver around vehicles waiting to make a left turn from Faunce Corner Road northbound onto the I-195 westbound on-ramp – making it more difficult for motorists to merge onto Faunce Corner Road northbound from the I-195 westbound off-ramp since northbound traffic is traveling through the merge area. One sideswipe same direction crash was reported involving a motorist traveling along Faunce Corner Road northbound that attempted to pass the left-turn queue on the right hand side via the shoulder, but then swerved back into the lane to avoid a vehicle merging from the I-195 westbound off-ramp. Meanwhile, two (2) angle crashes were reported involving left-turning vehicles from Faunce Corner Road northbound onto the I-195 westbound on-ramp; these crashes attributed to motorist failure to yield to right-of-way. Several team members noted that left-turning drivers tend to get frustrated as a result of queuing conditions and high traffic volumes on Faunce Corner Road – resulting in aggressive left-turn maneuvers. A total of 8 rear-end type crashes were reported along Faunce Corner Road northbound, just upstream of the I-195 off-ramp merge area – three (3) of which resulted in personal injury. These crashes were generally attributed to motorists “following too closely” and “inattention”. All of these crashes were reported to be in daylight conditions and about one-third (3 or 38%) of them occurred on a wet surface. Several team members attributed these crashes to driver frustration resulting from the long queues that back up along Faunce Corner Road northbound due to the significant volume of left turning vehicles onto the I-195 westbound on-ramp. Lastly, four (4) rear-end crashes occurred in the vicinity of the yield line on the I-195 westbound off-ramp – two of which resulted in personal injury. Team members attributed these rear-end crashes to the second driver in the queue seeing an adequate gap along Faunce Corner Road northbound and assuming the first driver is going to merge onto Faunce Corner Road northbound; however, the first driver unexpectedly stops. In some cases, team members suggested that the lead driver in the queue begins to merge but then stops suddenly as Faunce Corner Road northbound drivers pull out from behind left-turning vehicles to continue northbound on the corridor. Faunce Corner Road Southbound Faunce Corner Road southbound widens from one to two travel lanes in the vicinity of the I-195 westbound off-ramp (Exit 12A) because the ramp adds a lane as it joins Faunce Corner Road to allow for free flow from the off-ramp approach. A total of three (3) rear-end crashes were reported on the I-195 westbound off-ramp in this location. Field observations indicate that motorists traveling along the off-ramp typically yield before entering onto Faunce Corner Road southbound even though they have a dedicated lane – this unexpected yielding likely contributed Page 24 Road Safety Audit Faunce Corner Road/I-195 area, Dartmouth, MA Prepared by Howard/Stein-Hudson Associates, Inc. to the rear-end crashes at this location. According to team members, the off-ramp at one time operated as a yield controlled movement; however, the yield sign (R1-2) was removed in the last year or so and has successfully resulted in a significant decrease in rear-end crashes at this approach. According to team members, the vehicle queues on the I-195 westbound off-ramp (Exit 12A) often extend onto the I-195 mainline during peak commuter periods. As Motorist yielding art I-195 westbound off-ramp merge area along Faunce Corner Road southbound. a result, some motorists chose to exit I-195 westbound via exit 12B and then make a U-turn to head southbound on Faunce Corner Road in an effort to avoid queuing conditions at exit 12A – the effects of this maneuver are described in more detail in Location #4. During field observations, team members also noted that more aggressive motorists traveling along Faunce Corner Road southbound often cross over to the right-hand lane in the vicinity of the off-ramp – likely to position themselves in the right lane so that they can access the I-195 eastbound on-ramp, located just 700 feet south of this location. Potential Enhancements: 1. Consider the appropriateness and safety benefits of providing a dedicated left-turn lane(s) along Faunce Corner Road northbound at the I-195 westbound on-ramp and/or combined with changes to intersection control (i.e., signalization) to improve safety for left-turning vehicles, reducing queuing conditions and driver frustration, and provide an orderly flow through the intersection. 2. Consider the appropriateness of improving signage and/or extending the solid white lane line pavement marking, with rumble strip (consider maintenance impacts), separating the Faunce Corner Road southbound through lane and the I-195 westbound-off ramp to clarify lane usage, improve safety, and reduce queuing conditions on the off-ramp. Consider the impacts of extending the lane line on the merging area along Faunce Corner Road between the I-195 westbound off-ramp and the downstream I-195 eastbound onramp to ensure that it meets current standards. Page 25 Road Safety Audit Faunce Corner Road/I-195 area, Dartmouth, MA Prepared by Howard/Stein-Hudson Associates, Inc. Location #4. Faunce Corner Road/MassDOT/Wellness Center/ State Police Driveways Observations: A total of 11 crashes were reported at this location between January 2009 and March 2011, including 4 (or 36%) rear-end, 4 (or 36%) angle type, and 3 (or 27%) single vehicle crashes. Of the 11 crashes reported, 3 resulted in personal injury. Most crashes occurred on the weekdays (82%) and between 6:00 a.m. and 6:00 p.m. (81%). The majority of crashes occurred in the daytime under clear weather and dry pavement conditions. Of the 11 crashes reported at this location, 2 involved motorists traveling along Faunce Corner Road northbound and attempting to make a U-turn maneuver to change direction. According to RSA team members, some motorists exit I-195 westbound via exit 12B and then make a U-turn to head southbound on Faunce Corner Road in an effort to avoid queuing conditions at exit 12A. Three single vehicle crashes involving pot holes were reported along Faunce Corner Road in the vicinity of the Wellness Center/MassDOT maintenance facility driveways. However, at the time of the audit, the team noted that the pot holes were no longer present on Faunce Corner Road. One angle type crash was reported involving a motorist making a left-turn out of the Wellness Center Driveway with another vehicle traveling along Faunce Corner Road northbound. A team member commented that the sight line is limited to the south of the driveway for left-turners exiting the Wellness Center Driveway when vehicles traveling along Faunce Corner Road northbound are waiting to make a left-turn into the driveway. Limited visibility south of the driveway may have contributed to occurrence of this crash. Two angle type crashes were also reported at the intersection of Faunce Corner Road at the MassDOT/State Police driveway, including one left-turning vehicle entering the MassDOT driveway with a vehicle traveling along Faunce Corner Road southbound and a second crash involving a vehicle marking a left-turn out of the State Police driveway, also with a vehicle traveling along Faunce Corner Road southbound. Team members noted that it can be difficult to find an acceptable gap in the passing traffic stream to safely make a left-turn; dedicated left-turn lanes are not provided. Lastly, a team member noted that the I-195 westbound guide sign along Faunce Corner Road, just south of the Wellness Center Driveway, is partially obstructed by overgrown tree branches. Similarly, the sight lines to Overgrown vegetation along Faunce Corner Road southbound near Wellness Center Driveway Page 26 Road Safety Audit Faunce Corner Road/I-195 area, Dartmouth, MA Prepared by Howard/Stein-Hudson Associates, Inc. the north of the Wellness Center driveway are partially obstructed due to overgrown vegetation along the west side of the roadway. Potential Enhancements: 1. Consider the appropriateness of prohibiting U-turns along Faunce Corner Road (shortterm) or improve ramp queuing/operating conditions so that the need for a U-turn maneuver is reduced (long-term). 2. Maintain pavement to reduce the incidence of single vehicle crashes. 3. Consider the appropriateness and safety benefits of providing dedicated left-turn lanes along Faunce Corner Road. 4. Trim overgrown vegetation along Faunce Corner Road southbound to improve visibility of guide signage and maintain sight lines at the Wellness Center Driveway. Potential Safety Enhancements Based on its observations and discussions, the RSA team identified the issues and possible enhancements that could improve safety along Faunce Corner Road between Cross Road and the Massachusetts State Police/MassDOT Maintenance facility driveways in Dartmouth. Many of the enhancements identified during the RSA have already been evaluated as part of the design process, although further design work or consideration may be necessary to determine the feasibility of making some of the improvements. Short-term enhancements include: Trim overgrown vegetation; Improve pavement markings; and Improve signage (i.e., prohibit U-turns). To enhance the safety of the intersection, the long-term enhancements are to: Improve access management; Improve queuing/operating conditions; Improve pedestrian accommodations; Improve public transit accommodations; Improve intersection geometry; Improve guide and wayfinding signage; and Improve lane use markings. Table 2 summarizes these safety issues, possible enhancements, estimated safety payoff, time frame, cost, and responsibility. Safety payoff estimates are based on engineering judgment and are categorized as low, medium, and high. The time frame is categorized as short-term (<1 year), mid-term (1 to 3 years), or long-term (typically >3 years). Long-term improvements are typically considered to be substantial improvements with an expected time frame for implementation greater than 3 years; however, the five intersection locations along Faunce Corner Road are scheduled for construction to start in 2013 or 2014. Therefore, the improvements categorized as long-term may be implemented in less than 3 years. The costs are categorized as low (<$10,000), medium ($10,000 to $50,000), or high (>$50,000). It is the responsibility of MassDOT to ensure that the designer incorporates the relevant safety enhancements identified as part of this RSA. The RSA is intended to identify potential safety improvements that can be evaluated and included as part of the design process for the reconstruction. The short-term low-cost potential improvements could be considered by the responsible agency for implementation prior to reconstruction.
