The lattest federal legislation: M oving Aheead for Progress in the 211st Century (MAP-21), signed into la aw on July 6 , 2012, has consolidated d many grams while retaining th he Highway S afety Impro ovement Pro ogram highway prog (H HSIP) as onee of the five core highwa ay programs.. d fatalities and incapaciitating In n an effort to o reduce the number of crash-related in njuries, Massachusetts developed a Strategic Higghway Safetty Plan in 20 006. The mission of thee Safety Plan n is to “Deveelop, promotte, implemen nt, and evalu uate datadisciplinary strategies to o maximize s afety for ussers of the ro oadway driven, multid sy ystem.” Onee of the man ny strategies noted in thee Safety Plan n is to “condu uct Road ughout the Commonweaalth.” Safety Auditss (RSA) at high-crash loccations throu MassDOT inccorporated th he RSA as a requiremen nt for securin ng Federal fu unding Highway Saffety Improveement Progrram [HSIP] f unds) for saafety projectts. (H The Federal Highway Adm ministration n (FHWA) deefines a Roaad Safety Aud dit (RSA) ass th he formal safety examina ation of an existing or fu uture road orr intersectio on by an in ndependent,, multidiscip plinary team.. The purposse of an RSA A is to identiffy potential afety issues and possiblee opportunitties for safetyy improvem ments while considering sa alll roadway users. The Cape Cod d Commissio on, serving as the region nal planning agency for the fifteen owns on Cap pe Cod, has reviewed ma any transporrtation locatiions over thee years to during variou us processes,, including the h Regionall Transportaation Plan, th he Transportatio on Improvem ment Progra am, and Deveelopments of Regional Impact, onsidering th he existing safety issues and potentiial improvem ments. In ad ddition, the co CCC began lo ooking at speecific safety locations annually throu ugh safety studies and Road Safety Audits (RSAs). A portion n of the fedeeral HSIP funds are alloccated for mprovementts to the regiion’s highestt crash locatiions. im Introdu uction The Town of Barnstable has 45,193 reesidents as o f the 2010 United Statees Census of Population, and is the mo ost populouss of the fifteeen towns on Cape Cod. Although th he own lost a litttle population from the year 2000 t o 2010 in th he United States Census to n, it remains the 27th high hest commu unity in the state for pop pulation. In off Population adway miless, Barnstablee is ranked 5 th in the statte. While thee Town lost a ceenterline roa little populatiion, the Barn nstable urba anized area ( UZA) popullation did stiill grow and Ro oad Safety Aud dit – Barnstable e, Route 28 at Osterville-Westt Barnstable Ro oad Page 1 reemains fourtth highest in n the state, fo ollowing Bosston, Springgfield, and Worcester UZA populatiions. Barnstable is the home off seven villag ges. Each is unique with h its various attributes: beaches and harbors, golff courses, sh hopping placces, and musseums. In ad ddition, all th he villages have residenttial componeents, and app proximatelyy twenty-two o public and ols are locateed in the tow wn, and one f or higher ed ducation—Caape Cod private schoo Community College. Barrnstable is ho ome to regio onal servicess and activitiies, such as he Cape Cod d Hospital, th he intermodal transportaation centerr, Barnstablee Municipal th Airport (the third busiestt airport in th he state), thee ferry conn nections to Nantucket an nd Martha’s Vineeyard, and th he County government c omplex. In n conclusion, there is a ot of activity in the Town n. lo In n March 20112, CCC stafff presented a safety updaate and poteential Road Safety Audit RSA) locatio ons to the Ca ape Cod Join nt Transportaation Comm mittee (CCJT TC), and the (R reesulting 2012 RSA locatiions selected d by the CCJJTC included d the Barnstaable ntersection of Route 28 at Ostervillee-West Barnsstable Road with an equ uivalent in mage only (EPDO) of 54, ranking it a s one of the highest safeety problem property dam in ntersection in Barnstablee County. Projectt Data The crash rep ports were reequested from the Town n of Bourne for this Road d Safety Audit and weere supplied by b the Bourn ne Police Deepartment. The crash daata were d a crash diag gram was deeveloped. In n reviewing the crashes by manner of reeviewed and ollision, therre were 50% % angle crash hes, 31% rearr-end, and 15 5% same dirrection co siideswipe. Mo ore than a th hird of the crrashes, or 355%, occurred d during thee hours from m 10 0 a.m. to 2 p.m., while th he next high hest percentaage at 23% were between n 2 and 6 p.m. Most off the crashes, or 77%, weere in dayligh ht with 62% in clear weaather. The highest driverr contributin ng codes werre 23% that failed to yielld right of way, and 18% % due to driver inattention.. CCC staff also o prepared a graph of the traffic volu ume data. The average daily traffic on Route 28 is about 23,0 000. Th he lack of ments at protected leftt turn movem he signal forr the Route 28 legs, th with few gapss in the straightth hrough traffiic, is a major safety isssue. It wass mentioned that many affic signal would be times, the tra ch hanging to yellow, or ev ven red, ehicle waiting g to turn before the ve eft could atte empt the turrn with a le cllear gap. Ass a result, th he waiting ehicle is then still somettimes in ve he middle off the intersecction while th he crossing traffic is beg ginning the th green signal phase. Another obse ervation was that ve ehicles takin ng opposing left turns frrom the Route 28 legs may have educed visibility at timess by the opp posite vehiclee waiting to turn left, an nd not see re he through vehicle behin nd the vehicle waiting to o turn. th Im mproved con ntrol of acce ess managem ment for the adjacent prroperty drive eways to alleviate confflicts at the intersection was also notted as a pottential beneffit. With the rece ent completio on of the improvementss at nearby R oute 28 signals, and the nclusion of le eft turn lanes, it may be that the dri ver expectattion is to have a similar in co onfiguration at this interrsection. Th hrough vehiccle drivers may not be exxpecting urning vehicles because they expectt the turning g vehicles will have their own signal tu phase. In one crassh report, th ed feeling that there wass driver reporte d the vehicle enough time to turn, and ca ame up very y fast. Speed is also an issue wh hen moving forwa ard from the e stop ne on green, and racing to be lin erge area. With two first in the me ane travel alo ong Route 28 and la lim mited passin ng opportuniities, drivers may try to overtake other ars at the intersections. ca Occurrences of red light running were mention ned, and it may be more in the Route 28 easstbound direction. Sun glare may y be an al visibility att times. The e isssue to signa Route 28 possted speed iss 50 miles pe er e vicinity of hour (mph) except in the th he intersectio on where it is reduced to 45 mph. It may be that vehicles ng at higherr speeds trravelling alon ch hoose to con ntinue through the ntersection in nstead of sto op when the e in lig ght turns yellow. T The Osterville e-West Barnstable Road approaches to o the interse ection do have ve egetative ob bstructions. From the Northbound approach on Osterville-W West Barnstable Ro oad looking easterly on Route 28, a stand of trees is cllose to the roadway. From the so outh on Oste erville-West Barnstable Road approacching the inttersection, egetation on n the island at the ve co orner of Mah honey’s Gard den Center has grown hig gher. Enhancement: T Trim vegetation for impro oved sight trriangle at the e intersectio on. Add black bacckplates to the signal he eads for im mproved visibility. Itt was mentio oned that here may be e drivers th lo ooking for OsstervilleWest Barnsta able Road, and perhaps suddenly sllowing or sto opping in order to nego otiate a turn once the ro oad name sign is visible, posssibly leading to re ear-end crasshes. It wass pointed outt th hat the stree et name sign n is difficult to ead. Rear-end crashes at this re in ntersection made up the second high hest ty ype of crash at 31% of all crashes. Enhancement: Upgrade signs for retro-reflectivity. Add a white on green sign in advance e of he intersectio on with “Ostterville-Westt th Barnstable Ro oad next signal”.
