Background The intersection of Meetinghouse Way (Route 149)/Route 6 EB Ramps/Service Road is within the Top 5% of High Crash Locations on Cape Cod. The intersection is currently at the 25% Design stage, funded by the Town of Barnstable, and is eligible to receive Highway Safety Improvement Program (HSIP) funding for construction if a Road Safety Audit (RSA) is conducted and the proposed design incorporates the safety improvements identified in the RSA. The 25% Design effort included improvements to Meetinghouse Way at the intersections with Route 6 EB/Service Road (southern intersection) and the WB ramps (northern intersection), but following review of background materials it is apparent that the safety concerns are predominantly at the southern intersection. As such the focus of the RSA was on the southern intersection; however, some recommendations were also made at the northern intersection. Project Data The audit team conducted an RSA for the intersection of Meetinghouse Way (Route 149)/Route 6 EB Ramps/Service Road in Barnstable, Massachusetts, on Thursday, January 7, 2010. The RSA agenda appears in Appendix A. Table 1 lists the audit team members and their affiliations. Appendix B provides contact information for all team members. Table 1. Project Location Description The intersection of Meetinghouse Way (Route 149)/Route 6 EB Ramps/Service Road is located in the Town of Barnstable, as shown in the aerial image in Figure 1. The West Barnstable Conservation Area is located to the southwest of the intersection. The area is a popular one for mountain bikers. The Claire Saltonstall Bikeway (Bike Route 1) is located along the south side of the Service Road east of Meetinghouse Way. Prior to the RSA, in order to begin assessing possible safety issues, the team reviewed collision diagrams and a crash detail summary based on crash records supplied by the Barnstable Police Department. Of 31 crashes related to the intersection from March 1, 2006, through November 30, 2008, 26 (nearly 84%) were angle crashes. Crashes typically occurred on dry pavement (27, or 87%) and during daylight hours (30, or 97%). Crashes most commonly occurred when vehicles exited either the Route 6 EB Ramp eastbound or the Service Road westbound approach, either onto or crossing Meetinghouse Way. Several other crashes were associated with Service Road eastbound, which is located approximately 120 feet south of the Route 6 EB Ramp approach. Appendix C provides the detailed intersection crash data from 2006 through 2008. Other intersection data such as traffic volumes are presented in Appendix D. The intersection is the junction of the following roadways, which are categorized according to Massachusetts Department of Transportation (MassDOT) Office of Transportation Planning functional classifications: Meetinghouse Way (Route 149) is an urban minor arterial roadway owned by MassDOT from Church Street to Service Road eastbound. Meetinghouse Way (Route 149) runs north–south and connects West Barnstable and Marstons Mills, both villages of the Town of Barnstable. Meetinghouse Way provides one travel lane in each direction. Per the speed regulations, the speed limit on Meetinghouse Way at the intersection with the Route 6 EB Ramps/Service Road is 35 miles per hour (mph) in both directions. Speed limit signs are posted in the vicinity of the intersection. Route 6 On- and Off-ramps are urban minor arterials owned by MassDOT. Each of the ramps provides one travel lane for vehicles entering or exiting Route 6. The Route 6 eastbound off-ramp is STOPcontrolled for left-turning and through vehicles and yield-controlled for right-turning vehicles at the junction of Route 149. Service Road is an urban collector owned by the Town. Service Road consists of one lane in each direction. The posted speed limit is 35 mph. The Service Road eastbound approach is located approximately 120 feet south of the Route 6 EB ramps and is STOP-controlled at the intersection with Meetinghouse Way. The Service Road westbound approach aligns opposite the Route 6 EB Ramps approach and is also STOP-controlled. Road Safety Audit Observations Safety issues and possible enhancements were determined based on RSA team discussions and field observations on Thursday, January 7, 2010. It should be noted that although the weather was clear and cold, there was snow on the ground at the time of the audit. An RSA team member noted that there are not typically any drainage problems at this location. The safety issues identified include: Intersection control; Complexity of the intersection geometry; Limited sight distance on several approaches; Faded pavement markings; Unclear and insufficient wayfinding signage; Limited pedestrian accommodations; Limited bicycle accommodations; and Vehicle speeds. Several of these issues require further study and engineering judgment to determine the feasibility of implementing enhancements to address them. The following sections describe in more detail the safety issues and enhancements determined during the RSA. Intersection Control Observation: At this intersection, nearly 84% of the crashes from 2006 through 2008 were angle crashes. Field observations indicated that drivers on the Route 6 EB Ramp eastbound and Service Road westbound approaches may misjudge the speed of approaching vehicles on Meetinghouse Way. Review of the crash reports also indicates several instances of a driver failing to yield the right-ofway. In addition, a motorist may choose to pass a leftView approaching the STOP sign on the Service Road westbound turning vehicle on the right, approach. due to the width of Meetinghouse Way near the intersection. Several crashes involved a stopped motorist failing to see the second vehicle passing on the right. Enhancements: 1. Change the control of the intersection, utilizing either a traffic signal or a roundabout, to reduce angle crashes and clarify control. 2. Include emergency pre-emption if a traffic signal is installed. Intersection Geometry Observation: The offset Service Road eastbound approach, located approximately 120 feet south of the Route 6 EB Ramp eastbound approach, contributes to the safety issues. A motorist turning right from the Route 6 EB ramp is required to yield to oncoming traffic; s/he is looking to his/her left for on-coming vehicles (the expected area of conflict) and not to the right toward the Service Road eastbound approach. The Service Road eastbound approach is located just beyond the YIELD sign. general, there are too many places for a motorist to look for oncoming vehicles when entering and/or navigating through the intersection. Enhancements: 1. Consider incorporating the Service Road EB approach into the intersection control (see Safety Issues #1) or modify the geometry of the eastbound ramp to increase conspicuity of vehicles entering the intersection from the Service Road EB approach. Consideration should be given to redesigning the Route 6 EB right-turn ramp to force vehicles to make a 90º turn and to increase the separation between the Route 6 EB and Service Road EB approaches. The intersection could also be redesigned as a 5-leg roundabout, incorporating both Service Road approaches. A change in traffic control will also reduce the number of conflicts a motorist must look for; a signal or a roundabout could accomplish this. 2. Any redesign should provide adequate turning radii to accommodate emergency vehicle and truck access through the intersection. The West Barnstable Fire Department’s water trucks are of particular concern for the Town, since firefighters must use water tankers to fight fires because there is no water source north of Route 6 in West Barnstable. Include apron for emergency and truck access if a roundabout is installed. Sight Distance Observation: Sight distance from the Route 6 EB ramp eastbound, Service Road eastbound, and Service Road westbound approaches is constrained by the presence of trees and shrubs near the edges of the roadways. Sight distance from the Service Road eastbound approach to the left (north) is restricted by trees and shrubs. The team also noted that sight distance from the Route 6 EB Ramp eastbound approach is further constricted by the alignment of the roadway. Both the horizontal and the vertical curvature prevent a motorist on that approach from easily seeing an approaching vehicle. Similarly, the bridge wall restricts visibility of vehicles at the Route 6 EB ramps for motorists driving southbound on Meetinghouse Way. Sight distance from the Route 6 EB Ramp eastbound left-turn and through lane to the left (north) is restricted by signs, trees, shrubs, and the alignment of the roadway. Trim trees and shrubs adjacent to the roadways to provide adequate sight distance. 2. Change the control of the intersection by installing either a traffic signal or a roundabout to lessen the effects of the horizontal and vertical alignment on sight distance. Install appropriate advance signage to warn motorists of the change in control at the intersection. Pavement Markings Observation: The RSA team noted that pavement markings at the intersection are worn or missing—adding to the confusion of motorists accessing Meetinghouse Way from the Route 6 EB ramps or Service Road. An RSA team member also noted that Meetinghouse Way northbound right-turn onto Route 6 WB is not clearly delineated making it difficult for motorists to determine when it is safe to exit the WB ramp onto Meetinghouse Way. Enhancements: 1. Re-stripe and maintain durable pavement markings at the intersection. 2. Delineate the Meetinghouse Way northbound through and right-turn lane at the intersection with the Route 6 WB ramps. Signage Observation: The RSA team noted that wayfinding messages and signage are generally inconsistent at the intersection. The signs on Route 6 give direction to specific villages of Barnstable such as West Barnstable and Marstons Mills, but there are no additional signs at the ramp termini indicating which direction to proceed after exiting. In addition, a number of local organizations’ signs opposite the Route 6 EB ramps eastbound approach contribute to sign clutter at the intersection. An RSA team member also noted that visibility of Route 6 EB and WB signage on Route 149 is also constrained by overgrown trees. Provide guide signs with messages consistent with those on the Route 6 mainline at the ramp termini. 2. Remove or relocate local organizations’ signs to improve sign clutter. 3. Relocate Route 6 guide signs on the Meetinghouse Way northbound approach in advance of the utility pole. 4. Ensure that all Route 6 guide signs are visible; trim trees and/or relocate signage as appropriate. Pedestrian Accommodations Observation: The RSA team members noted that currently no paved sidewalks or crosswalks are provided. However, in the non-winter months, it is evident that an informal path has been created along the south side of Service Road and used by both pedestrians and bicyclists. Enhancements: 1. With intersection improvement to a roundabout or traffic signal, include appropriate pedestrian accommodations. If the intersection remains unsignalized, consider installing crosswalks at the intersection with appropriate advance warning signage. Bicycle Accommodations Observation: The Saltonstall Bikeway is located on the south side of Service Road. The RSA team members also noted that several organized rides such as the Pan-Mass Challenge pass through the intersection at various times in the spring and summer months. In addition, a significant number of cyclists use the intersection. Enhancements: 1. Redesign of the intersection should incorporate bicycle accommodations such as a 4-foot paved shoulder, bike route signing, and bicycle detection if a signal is installed. Speed Observation: Per the speed regulations, the speed limit on Meetinghouse Way in the vicinity of the intersection is 35 miles per hour (mph) in both directions. RSA team members noted that vehicles frequently appear to be traveling faster than 35 mph. Speed may contribute to crashes at the intersection. Enhancements: 1. Conduct a speed study to determine the prevailing speeds and adjust speed regulation as necessary based on findings. 2. Increase enforcement in the vicinity of the intersection through the use of either speed trailers or uniformed officers. 3. Reconfiguration of the intersection into a 5-leg roundabout will reduce speeds through the intersection area. Recommendations Based on its observations and discussions, the RSA team identified the issues and possible enhancements that could improve the safety at the intersection of Meetinghouse Way (Route 149)/Route 6 EB Ramps/ Service Road in Barnstable, Massachusetts. Short-term recommendations include: Re-striping and maintaining pavement markings. Trimming trees along the edge of Meetinghouse Way (may not be necessary with roundabout alternative). Performing a speed study on Meetinghouse Way to determine prevailing speeds. Enforcing speed limits on Meetinghouse Way. To enhance the safety of the intersection of Meetinghouse Way (Route 149)/Route 6 EB Ramps/Service Road, the long-term recommendation is to improve the intersection geometry and install either a traffic signal or a roundabout. Further study and design work need to be conducted to determine the feasibility of making such improvements to the intersection. Table 2 summarizes these safety issues, possible enhancements, estimated safety payoff, time frame, cost, and responsibility. Safety payoff estimates are based on the approximate percent of crashes reduced by enhancement and are categorized as low (<30%), medium (30% to 70%), and high (>70%). The time frame is categorized as short-term (<1 year), mid-term (1 to 3 years), or long-term (typically >3 years). Long-term improvements are typically considered to be substantial improvements with an expected timeframe for implementation greater than 3 years; however, it is expected that improvements to the intersection of Meetinghouse Way (Route 149)/Route 6 EB Ramps/Service Road would be advertised for construction in FFY2010. The costs are categorized as low (<$10,000), medium ($10,001 to $50,000), or high (>$50,000). It is the responsibility of MassDOT to ensure that the designer incorporates the relevant safety enhancements identified as part of this RSA.
