Background
As part of the on-going revitalization and development of the Assembly District in Somerville, VHB and
Federal Realty Investment Trust (FRIT) are seeking modifications to Mystic Avenue (Route 38) to
improve egress to Interstate I-93 from the mixed-use development. The Massachusetts Department of
Transportation Highway Division (MassDOT) and Safety Engineering 25% Design Submission
Guidelines require a Road Safety Audit (RSA) to be performed at all project-impacted locations if
identified as high-crash locations on the Highway Safety Improvement Program (HSIP). The intersection
of Fellsway (Route 28) and Mystic Avenue in Somerville has routinely had a history of high crashes and
is currently ranked fourteenth in the Commonwealth’s Top 200 High Crash Location listing.
Defined by the Federal Highway Administration (FHWA) as a “formal safety performance examination
of an existing or future road or intersection by an independent, multidisciplinary team”, an RSA
investigates safety issues and identifies potential safety improvements. The finding of an RSA may be
used as part of a current design process to address existing issues and provide safety enhancements to the
area. The City of Somerville Engineering and Public Works departments, the Department of Conservation
and Recreation (DCR), and MassDOT could implement additional safety measures outside of any
Assembly Row mitigation improvements to improve safety and delays throughout the intersection.
Project Data
An RSA was conducted on September 30, 2015 at the intersection of the Fellsway (Route 28) with Mystic
Avenue (Route 38), with pre- and post-audit meetings held at the La Quinta Inn adjacent to the project
location. The specific agenda for the day may be found in Appendix A. In total, eleven team members
participated in the road safety audit, and as indicated in Table 1, representatives were present from State,
Regional and Local agencies and included a cross-section of engineering/planning, operations, and
enforcement expertise. A complete list of contact information for the participants may be found in
Appendix B.
Prior to the day of the RSA, VHB compiled crash data for the audit area intersections using Crash Reports
from January 2008 through December 2012 obtained from MassDOT. From this data, Collision Diagrams
were prepared and the crash history was summarized in tabular and chart format. This material in addition
to existing motor vehicle counts was distributed to all RSA invitees. A detailed discussion of crash history
along the corridor is provided herein and all backup crash data are included in Appendix E.
A pre-audit meeting was held on the morning of the RSA prior to the site walk with all participants to
review the materials provided by MassDOT. Participants were reminded that the RSA is a collaborative
effort to help ensure a thorough understanding of the corridor deficiencies and safety concerns. As an
active discussion, participants provided an initial list of specific issues and concerns.
Armed with the list of the participants’ issues and concerns and the MassDOT Safety Review Prompt
List, the audit team walked the corridor to point out the safety issues identified in the pre-meeting and

expand the list to include additional items. Following the site walk, participants held a post-meeting to
discuss potential short-term and intermediate/long-term countermeasures for each safety concern.

Project Location and Description
Somerville is a Massachusetts community with a population of 78,804 (2013 US Census) located in
Middlesex Country, located two miles northwest of Boston. The Fellsway and McGrath Boulevard
(Route 28) provide a vital north-south link for communities to access other regional roadways (including
Interstate I-93), shopping centers, business and educational facilities. Mystic Avenue provides a similar
connection parallel to I-93. The RSA focused on an approximately 1,250-foot section of Mystic Avenue
(Route 38), from Grant Street to Kensington Avenue, including the interchange with Route 28/I-93
Ramps. Refer to Figure 1.
The intersection where Mystic Avenue northbound joins Mystic Avenue/Connector “A” near Grant Street
at the northerly limits of the project area, and the Kensington Avenue pedestrian crossings at the southerly
limits of the project area were also part of the RSA.
The interchange of Mystic Avenue (Route 38) with Fellsway/McGrath (Route 28) and I-93 ramps was
originally built in the early 1970s as part of the construction of I-93. As illustrated in Figure 2, the
interchange is comprised of four at-grade signalized intersections operated by a single traffic signal
controller owned and maintained by the DCR:

2. Mystic Avenue at Fellsway Southbound
3. Mystic Avenue at McGrath Highway Northbound

4. Fellsway Southbound at Mystic Avenue Northbound/I-93 Off-ramp (Connector “H”)
The intersection is semi-actuated, with vehicle detection only on the McGrath Northbound approach. It is
interconnected with traffic signals along McGrath Highway (master controller located at McGrath
Highway and Broadway) to the south of interchange and time-base coordinated with the intersection of
the Fellsway at Grand Union Boulevard and Middlesex Avenue to the north.

Within the project area, the Fellsway and McGrath Highway are also part of the National Highway
System.
Special Speed Regulation No. 18, dated November 28, 1950 provided by MassDOT indicates that Mystic
Avenue is regulated for 25 mph within the project area, however the roadway is currently posted at 30
mph. No information was provided for the Fellsway or McGrath Highway. Motor vehicle speeds were
collected over a period of 48 hours at six locations within the project area. 85th and 95th percentile speeds
are presented in Table 3.

Bus Facilities
The Massachusetts Bay Transportation Authority (MBTA) has a bus route along Mystic Avenue. MBTA
Bus Route 95 operates everyday between West Medford and Sullivan Square via Medford Square with
varying headways. There are stops located at Temple Street, just to the west of the project area, and near
Kensington Avenue just to the east of the project. There is an inbound stop located at Wheatland Street,
and an outbound stop located on Mystic Avenue Northbound just prior to Auxiliary Connector “E”. The
fall 2015 map and schedule may be found in Appendix D.

Traffic Volumes
Traffic volume data was collected in April 2015 on a typical weekday and Saturday. Turning movement
counts (TMC) were collected at each of the four signalized nodes at two hour intervals during the AM and
PM Weekday Peak and Saturday midday Peak hours. Based on these counts, the study area intersection
weekday morning peak, weekday evening peak, and weekend midday peak hours were determined to be
7:00 AM to 8:00 AM, 5:00 PM to 6:00 PM, and 12:00 PM to 1:00 PM respectively. Figures 3 through 5
summarize the observed turning moment volumes. To get an understanding of the daily volumes along
the roadway segments, Automatic Traffic Records (ATR) were used for a minimum period of 3 days. The
daily traffic volumes are detailed in Table 4. The raw traffic data are presented in the Appendix D.

Crash History
Historical crash data was obtained from the Registry of Motor Vehicle through MassDOT for the study
area from January 2008 through December 2012 and are provided in Appendix E. The intersection of
Mystic Avenue at Fellsway is ranked 14th on the Commonwealth’s Statewide Top Crash Locations in
2012.
A tool to measure the relative safety of an intersection is the comparison of a calculated crash rate with
the State and District average. Using standard MassDOT formulas, Table 5 summarizes the intersection
crash rates, in the unit of crashes per million entering vehicles, calculated for the audit area intersections.
The current official statewide crash rate is 0.80 for signalized intersections and 0.60 for unsignalized
intersections. The District 4 average (the MassDOT District designation for Somerville) crash rate for
signalized intersections is 0.77, and is 0.58 for unsignalized locations.
As shown in the table below, one of the audit area intersections is above both the State and District
average. Crash trends and contributing factors to the collisions can be identified through the analysis of
the Crash Reports. The Collision Diagrams were prepared prior to the RSA were used to perform an indepth analysis of the reported crashes.

January 2008 through December 2012 there were thirty-one reported crashes at the unsignalized
intersection of Mystic Avenue at Mystic Avenue Northbound and Grant Street. This intersection
had a lower crash rate that the District average (0.58) at 0.54. The majority of crashes were rear-

end collisions (16 of 31) followed by angled collisions (10 of 31). Most collisions occurred
between either Mystic Avenue Northbound traffic or between vehicles merging together in the
northbound direction, where sight distance for drivers on Mystic Avenue Northbound may be
impacted by the approach angle. Five collisions occurred between a vehicle travelling southbound
on Mystic Avenue and a vehicle turning left from Grant Street. Excessive speed of approaching
vehicles and on-street parking may be combining to inhibit sight distance for drivers on Grant
Street.
There was one “hit and run” crash and one crash with a pedestrian. The pedestrian crash occurred
mid-block when the pedestrian attempted to traverse the street outside of the marked crosswalks.
B. Mystic Avenue at Auxiliary Connector “E” and Wheatland Street - From January 2008
through December 2012 there were ten reported crashes at the signalized intersection of Mystic
Avenue at Auxiliary Connector “E” and Wheatland Street. This intersection had a lower crash
rate that the District average (0.77) at 0.22. The majority of crashes were angled collisions (8 of
10). At least four of the angled collisions can be contributed to a driver running the red light.
There was one crash with a bicyclist, where the bicyclist hit a vehicle exiting Wheatland Street on
a green signal indication.
C. Mystic Avenue at Fellsway Southbound - From January 2008 through December 2012 there
were twenty-five reported crashes at the signalized intersection of Mystic Avenue at Fellsway
Southbound. This intersection had a lower crash rate that the District average (0.77) at 0.34. The
majority of crashes were rear-end collisions (11 of 25) followed by angled collisions (10 of 25).
Most rear-end collisions occurred on Mystic Avenue southbound, which is not unusual for a
signalized intersection and may be a result of improper yellow and/or red clearance intervals. At
least seven angled collisions can be contributed to a driver running the red light.
There was one crash with a pedestrian. The pedestrian crash occurred west of the intersection on
McGrath Highway when the pedestrian attempted to traverse the street outside of a marked
crosswalk.
D. Mystic Avenue at McGrath Highway Northbound -From January 2008 through December
2012 there were fourteen reported crashes at the signalized intersection of Mystic Avenue at
McGrath Highway northbound. This intersection had a lower crash rate that the District average
(0.77) at 0.30. The majority of crashes were either rear-end collisions (6 of 14) or angled
collisions (6 of 14). Most rear-end collisions occurred on McGrath Highway northbound. Rearend and angle-type collisions at signalized intersections may be a result of excessive vehicle
speeds, improperly timed clearance intervals, and/or driver distraction/failure to adhere to traffic
control devices.
E. Mystic Avenue Southbound at Route 28 merge/Kensington Avenue Pedestrian crossings –
From January 2008 through December 2012 there were twelve reported crashes at the
unsignalized merge of Mystic Avenue southbound and Ramp “F” from Fellsway southbound.
This intersection had a lower crash rate that the District average (0.58) at 0.18. The majority of

crashes were single-vehicle collisions (5 of 12).
There were two pedestrian crashes and in both instances, the pedestrian was crossing outside of a
marked crosswalk at night.
F. Fellsway at Mystic Avenue Northbound/I-93 Off-Ramp (Connector “H”) - From January
2008 through December 2012 there were 127 reported crashes at the signalized intersection of
Fellsway Southbound at Mystic Avenue Northbound and I-93 Off-Ramp. This intersection had a
higher crash rate that the District average (0.77) at 1.64. The majority of crashes were angled
collisions (87 of 127) followed by rear-end collisions (25 of 127). Rear-end and angle-type
collisions at signalized intersections may be a result of excessive vehicle speeds, improperly
timed clearance intervals, and/or driver distraction/failure to adhere to traffic control devices. At
least seventy-five angled collisions can be contributed to a driver running the red light. Two
drivers involved in a collision were cited for Operating under the Influence, and two collisions
were ‘hit and run’.
There was a fatal crash resulting from negligent operation of a motorcycle south of the
intersection, under I-93.
It is possible that additional crashes may have occurred but were not reported or were otherwise not
included in the MassDOT crash database.
Audit Observations and Potential Safety
Enhancements
Prior to the field walk, a pre-audit meeting was held at a
meeting room in the La Quinta Inn adjacent to the project area.
Crash history was reviewed and each participant was able to
share their concerns. The RSA team then walked the project
area as a group, highlighting roadway deficiencies and other
safety-related concerns. It should be noted that on September
30, 2015 there was significant rainfall that led to roadway
flooding along the Mystic Avenue Northbound/I-93 Off-Ramp
approach to the Fellsway and along the Fellsway from north of
the project area and continuing under I-93.

Safety Issue #1: Driver Behavior
Observations
Based on the traffic data collected, the 85th percentile speeds within the project area vary between 30 and
45 mph, with some higher speeds noted, generally between 5am and 5pm, peak periods excluded.

 Police stated distracted driving (including cellphone use) is an issue and contributes to the rearend collisions.
 Police perform constant enforcement in the area for speeding and distracted driving.
 During peak periods, drivers on northbound McGrath Highway will use the right-lane to bypass
the vehicle queue in the left lanes and then cut over to the right at the splitter island.
Enhancements
 Continue enforcement during strategic times as indicated from the collected speed data.
 Consider reduction in lane width as part of future roadway improvements and/or pavement
marking operations as a traffic-calming measure.
 Consider other traffic-calming measures such as speed cushions, driver speed feedback signs, and
additional plantings/trees in buffer spaces.
 Increase/relocate advanced signage for drivers to make better lane selection choices.
 Optimize traffic signal timing to reduce vehicle queues.
Safety Issue #2: Bicycle Accommodations
Observations
 Mystic Avenue - The cross section of Mystic
Avenue/Connector “A”, west of I-93 is generally two-
lanes each direction with minimal shoulder along the
northbound side and on-street parking along the
southbound side. The southbound approach widens to three-lanes at the Fellsway. There is a raised median
of varying width between Grant Street and McGrath Highway. It was noted by the City that cyclists avoid Mystic Avenue for lack of bicycle accommodations.

Fellsway/McGrath Highway – The Fellsway Southbound is generally 3-lanes but widens to 5 lanes
on the approach to Mystic Avenue. McGrath Highway
southbound is 3-lanes while McGrath highway
northbound widens to 5 lanes approaching Mystic
Avenue. Existing shoulders are not wide enough to
accommodate cyclists. There are high speeds along both of these roadways.

Enhancements
 Consider eliminating on-street parking to provide a bike-able shoulder on Mystic Avenue
southbound.
 Consider eliminating a travel lane on the Fellsway southbound and McGrath Highway to reduce
vehicle speeds and provide bike-able shoulders.
 Consider narrowing travel lanes and/or widening all roadways where necessary to provide bicycle
accommodations.
Safety Issue #3: Intersection Geometry
Observations
There are four areas where intersection geometry generates a safety concern:
 Mystic Avenue Northbound/Connector “H” at Fellsway Southbound –
The Fellsway southbound approach is 5 lanes
wide with a flared right-turn at the intersection
with Mystic Avenue Northbound, creating a
long intersection for Mystic Avenue drivers.
This may be contributing to the significant
number of red-light running occurrences and
angle collisions. The existing fence around the
Fellsway northbound tunnel precludes drivers
on either approach from seeing the other

of drivers turning right onto the Fellsway
(wrong-way) and crash history suggests a few Fellsway drivers have turned left (wrong­
way) onto Mystic Avenue.
 Mystic Avenue (Connector “A”) at Mystic Avenue northbound (near Grant Street) ­
The approach angle of Mystic Avenue
Northbound causes a driver to look over their
left shoulder to be able to see conflicting
traffic. This geometry contributes to rear-end
collisions as following drivers assume leading
drivers take the same gap in traffic. The
approach is also wide enough to allow two
lanes of traffic, which was observed even
during off-peak periods. This coupled with a
strong desire for traffic to turn left onto
Temple Street downstream creates a

The right-turn from Mystic Avenue
southbound to McGrath Highway southbound
is a large radius, enabling vehicles to make the
right at a high rate of speed. Also, the elevated
I-93 creates a sight-distance issue for the rightturning vehicles to be able to see approaching
Fellsway southbound traffic. Either or both of
issues may be contributing to the anglecollision occurrences. The lane configuration
for Mystic Avenue Southbound is: exclusive
thru lane, shared thru-right lane, and an

Safety Issue #4: Signage & Pavement Markings
Observations
It was noted that generally pavement markings are in poor condition and guide signage is minimal.
Specific issues noted include the following:
 Signage: Ground-mounted guide signage is small and generally too close to the intersection for drivers to
align themselves in the proper lanes. On McGrath
Highway northbound this often results in drivers crossing the gored area to make their desired turn.
There is also repetitive signage (such as multiple graphical no-turn signage on a single approach) and
unnecessary signage (such as the outdated Tobin Bridge detour sign).
 Pavement Markings: Pavement markings were noted as being in poor condition or missing in many areas
within the interchange. The lack of markings
contribute to drivers creating additional lanes such as
on the Mystic Avenue Northbound approach to Connector “A” or restricting intersection capacity by
straddling multiple lanes such as the Mystic
Avenue/Connector “H” approach to the Fellsway Southbound.

Safety Issue #5: Pedestrian Accommodations
Observations
Sidewalks are not provided consistently along Mystic Avenue
on both sides of the elevated I-93. While the existing
sidewalks are in decent condition, there are either no
pedestrian curb ramps or non-compliant curb ramps at the
crossing locations. Under I-93, sidewalks are in reasonable
condition. However, at several locations there is insufficient
space provided between guardrail and bridge piers for
adequate passage. Also, many pedestrian routes do not follow
pedestrian desire lines and require multi-stage crossings as
sidewalk is not continuous along both sides of each roadway.
It was noted that two pedestrian fatalities occurred along the
Fellsway, just north of the study area, suggesting the need for
better connectivity and crosswalks between the Ten Hills
neighborhood and the Assembly Row development.

Pedestrian push buttons are not present for many of the
signalized crosswalks and WALK indications are on automatic
recall. Where crossing do have push buttons, they did not
appear to be operational. Where pedestrian signal heads are
present, phasing is concurrent with vehicular traffic however
WALK and flashing DON’T WALK indications are truncated
significantly prior to the parallel green indication. Pedestrian

signal heads are not equipped with countdown timers. The
intersection of Fellsway at Mystic Avenue Northbound/I-93
Off-Ramp does not have pedestrian signal heads or push
buttons but there are smaller signal heads facing crosswalks to
indicate to pedestrians which approach has the green
indication. The Fellsway Southbound is generally 3-lanes but
widens to 5 lanes on the approach to Mystic Avenue. This
leads to higher vehicles speeds and a long pedestrian
crosswalk but is likely needed to support vehicle queues

During the RSA field-walk at the signalized intersections,
turning vehicles (whether during green or as right-on-red) did
not consistently yield to pedestrians lawfully within the
crosswalks. Drivers also did not stop for pedestrians
attempting to cross at the Kensington Avenue crosswalks
despite activation of the warning beacons and/or would drive
around vehicles that did stop. Landscaping along the Stop &
Shop frontage may obscure visibility of both a pedestrian
waiting to cross and the flashing warning beacon on the south
side of the roadway for drivers turning right onto Mystic
Avenue southbound from McGrath Highway northbound.

The Kensington Avenue pedestrian crosswalks are equipped
with flashing beacon warning indications that are passively
activated. There appears to be a delay from when a pedestrian
seemingly enters the zone of detection and the activation of the
warning beacons. Two of the sign assemblies are missing the
accompanying pedestrian crossing sign. The City of
Somerville is currently working with the MassDOT Office of
Real Estate and Development to “humanize” the pedestrian
passage under I-93. Pedestrian volumes are expected to
increase with more development in Assembly Row. Based on Image 14: Missing Pedestrian

the information presented in this RSA, improvements
involving safety upgrades to the street/ramp crossings at the
Kensington Avenue connection also may be considered by
MassDOT in this vicinity.
The RSA team also noted the wide off-ramp from I-93 NB to
Route 28 NB (Ramp “E”). There are no edge line markings
denoting the approach as a single lane. Crosswalk signage is
also not compliant with the current MUTCD.
There are a few MTBA bus stops within or adjacent to the
study area. One northbound stop, that services the Ten Hills

neighborhood, is located under I-93 at the split between Mystic
Avenue Northbound and Auxiliary Connector “E”. There are
no pedestrian amenities as the stop primarily consists of a
break in the highway guardrail.
Enhancements

Safety Issue #6: Traffic Signal Infrastructure and Operations
Observations
The four signalized intersections of the Fellsway
(Route 28)/Mystic Avenue/I-93 interchange generally have not
seen significant updates since construction. Mast arms present
west of I-93 are Type I aluminum, which have minimal
capacity to support overhead signal indications. Many
approaches do not have overhead signal indications. A
previous phase of the Assembly Row redevelopment replaced
post-mounted signal indications with overhead signal heads

mounted on a Type 2 steel mast arm east of I-93 for the

Fellsway southbound and Mystic Ave Northbound/Connector
“H” approaches. The current MUTCD recommends an overhead signal head for each lane of travel. As
seen in Image 17, the three-lane approach of Mystic Avenue southbound to the Fellsway only has two
indications, one of which is overhead.
There is an assortment of sizes of signal indications, types of
pedestrian signal heads, and colors of equipment. Some
equipment is in poor condition but the majority of signal
indications were active. The DON’T WALK indication was
out in the center median at the crosswalk across Mystic
Avenue southbound at Fellsway southbound. The intersection
is also a semi-actuated operation, increasing driver and
pedestrian delay.
Several recorded vehicle collisions can likely be attributed to
red-light running. This is a concern especially at the Fellsway
Southbound and Mystic Avenue Northbound/Connector “H”
intersection, where 75 of the 127 mostly angle-type recorded
collisions can be attributed to red-light running. The yellow
and red clearance intervals may not be appropriate for each

movement. All four signalized intersection within the
interchange are controlled by a single traffic signal controller, limiting the capability of providing
appropriate red and yellow clearance intervals for each approach and overall sequencing of operations
throughout the interchange.
It was noted that pedestrian crossing time did not seem appropriate for all crosswalks, which is also a
result of using a single controller for the four intersections. Crosswalks across the Fellsway are much
longer than crossings that occur during the same traffic signal phase at Wheatland/Auxiliary Connector
“E” and McGrath Highway.

Another possible cause of red-light running is poor signal head
visibility. When travelling south on the Fellsway, a driver
passes beneath I-93 but the signal indications are located on
the other side of the overpass, where the change from dark to
light can mask the presence and/or color of signal indications.
Enhancements
 Upgrade existing signal equipment to provide 12”
vehicular indications.

Summary of Road Safety Audit
Following the site walk, participants returned to the meeting room to review the safety issues identified
and to recommend potential countermeasure improvements. Participants were challenged to come up not
only with long term (greater than three years into the future) improvements that could be incorporated
into the larger design project (or future projects), but also to identify short-term (less than one year) or
intermediate (one to three years into the future) improvements that could be implemented as soon as
possible and before the reconstruction efforts begin.
All discussed improvements were categorized by the following time frames: short-term, intermediate, and
long-term. Long-term improvements are likely to be associated with future TIP projects and/or as
mitigation for future development projects. As Route 28 is a State Highway, the majority of
improvements are called out as being the responsibility of MassDOT/DCR. Suggested enhancements that
impact City roads would likely be the responsibility of the City.
Enhancements were also assigned a cost category, as identified in Table 7.

Recommendations for improving safety are summarized in Table 8 and are categorized based on
estimated safety payoff, time frame and cost for implementation. The responsible party for further action
has been identified as well. Recommendations for enhancements at specific intersections are summarized
in Tables 9 through 14.
Safety payoff estimates are subjective and based on the relative percent of crashes that may be reduced by
the enhancement. For major improvements, crash reduction factors are often available to assess the safety
payoff; however, for many minor enhancements a more subjective evaluation is needed. To provide a
general assessment of how a recommended enhancement would impact crash occurrences,
countermeasures have been assigned a Low, Medium, or High value on a subjective basis using
engineering judgment as it relates to potential crash reduction.
Countermeasures detailed in the summary tables involve Engineering, Maintenance, Enforcement,
Educational and/or Behavioral modifications that start with overall interchange considerations and
continue with location-specific items for consideration.
Selected countermeasures have been identified as potentially short-term, intermediate (potential
maintenance projects) and/or long-term.
