Project Data A Road Safety Audit for the intersection of Route 1 (Newburyport Turnpike) at Central Street and Glen Street was held on January 15, 2014 at the Rowley Police Department in Rowley, MA. As indicated in Table 1, the audit team consisted of representatives from State, Regional and Local agencies and included a cross-section of engineering, planning and emergency response expertise. Background The Federal Highway Administration defines a Road Safety Audit (RSA) as the formal safety examination of an existing or future road or intersection by an independent, multidisciplinary team. The purpose of an RSA is to identify potential safety issues and possible opportunities for safety improvements considering all roadway users. A Road Safety Audit was scheduled for the intersection of Route 1 (Newburyport Turnpike) at Central Street and Glen Street in Rowley because it has been identified as a high crash location within the Merrimack Valley Planning Commission (MVPC) region. The RSA is intended to identify potential short and long term safety improvements that can be made at the intersections, which can then be implemented through general maintenance for short term low cost improvements or incorporated into a reconstruction project for long term improvements. Project Description The intersection of Route 1 (Newburyport Turnpike) with Central Street and Glen Street, shown in Figure 1, is located in the northern portion of Rowley. Route 1 follows a north-south alignment through Rowley, running parallel to Interstate 95 and providing a connection to Newburyport, Salisbury, and the New Hampshire coast to the north. Central Street connects the northern part of Rowley with its town center, while Glen Street connects to other local streets and serves some cut-through traffic from I-95. Route 1 is functionally classified as an Urban Principal Arterial and is under MassDOT jurisdiction, while Central Street and Glen Street are classified as Urban Minor Arterials and are under town jurisdiction. Land use in the vicinity of the intersection is residential along Central Street and Glen Street, while Route 1 is a mix of residential, commercial, and wooded, undeveloped parcels. The intersection is a 4-way intersection with Central Street and Glen Street under STOP sign control. Route 1 provides a single travel lane in the area, but was widened at the intersection approximately five years ago to provide left turn lanes in both directions. It was noted that the inclusion of left turn lanes reduced crashes at the intersection because left turning vehicles were no longer obstructing the through lane while waiting for an acceptable gap. An overhead 4-way flasher is provided at the intersection, although it was noted that the flashing yellow indication for Route 1 is not as bright as the flashing yellow indication for a similar flasher at Wethersfield Street approximately ¾ mile south of Glen Street and Central Street on Route 1. Central Street comprises the east leg of the intersection and provides a single lane approach at Route 1. Central Street has a downhill grade approaching Route 1 with a horizontal curve at the top of the hill. A ‘STOP Ahead’ sign is provided on Central Street approaching Route 1. Glen Street comprises the west leg of the intersection and also provides a single lane approach at Route 1. As can be seen in Figure 1, Glen Street features a series of horizontal curves prior to its intersection with Route 1, and has a slight uphill grade approaching Route 1. Pavement markings are in fair condition at the intersection. No crosswalks are provided at the intersection, and no sidewalks or other pedestrian accommodations are provided on Route 1, Central Street or Glen Street. Crash data provided by the Rowley Police Department and summarized by MassDOT show 17 crashes from January 2009 to December 2012. A collision diagram and crash summary are included in the Appendix. All but one of the crashes were angle crashes. Five crashes involved a vehicle exiting Central Street and a Route 1 southbound through vehicle. Three crashes involved a vehicle turning left from Central Street and a Route 1 northbound through vehicle. Three crashes involved a southbound left turning vehicle; one collided with a northbound through vehicle, one with a Central Street through vehicle, and one with a Central Street left turning vehicle. Also of note are four crashes involving northbound through vehicles, two involving a vehicle departing Glen Street and two involving a vehicle departing Central Street. It is assumed that visibility plays a key factor in the crash history of the intersection. One crash was identified as a courtesy crash, which is a crash that occurs when a vehicle stops, contrary to the rules of the road, to let another vehicle enter the traffic stream or turn across stopped traffic to a driveway or side street. Seven of 17 crashes (41%) occurred between 4 PM and 6 PM, which may be due to increased traffic during the commuter peak and frustrated or impatient drivers taking chances on unacceptable gaps in Route 1 traffic. It was also noted that 23% of crashes involved drivers age 20 and under, which is a higher distribution of younger drivers than is typical at other high crash locations. It was suggested that this may be due to the proximity of Triton Regional High School on Elm Street in Newbury, which is accessible via Glen Street and serves the town of Rowley. Speed regulation information was provided for both Route 1 and for Central Street in Rowley. Route 1 has an established, posted 45 mph speed limit from the Newbury town line through the study intersection. The regulatory speed limit increases to 50 mph south of the intersection. Central Street has a 40 mph speed limit near its intersection with Route 1, which decreases to 25 mph approximately 500 feet in advance of Route 1. Audit Observations Following a brief introduction to the RSA process and a summary of existing crash information, the audit participants were asked to discuss safety issues at the intersection of Route 1, Central Street and Glen Street. A summary of those major safety considerations is as follows: Visibility – A number of issues related to visibility were discussed by the audit team. Visibility issues are likely a significant contributor to the history of angle crashes at the intersection. o Vehicles stopped in the left turn lanes on Route 1 can block visibility of Route 1 through traffic for each other and for drivers exiting from Central Street or Glen Street. This is of particular concern when the stopped driver shows courtesy to the driver exiting the side street, who is then not aware of an approaching through vehicle. o Although both Central Street and Glen Street provide single lane approaches, the wide corner radii allow separation between a left and right turning vehicle. It was noted that two vehicles turning at the same time block each other’s visibility of approaching Route 1 traffic. o A sag vertical curve on Route 1, north of the intersection, can cause approaching southbound vehicles to disappear from view, further c other visibility concerns listed below for vehicles departing either side street or turning left to Glen Street from Route 1 northbound. o A hill on the northwest corner of the intersection restricts visibility of Route 1 southbound traffic for vehicles departing Glen Street. o A stone wall bordering the property on the southeast corner of the intersection restricts visibility of Route 1 northbound traffic for vehicles departing Central Street. Stone wall blocks view from Central St stop line (looking southbound) Hill blocks view from stop line (looking north) Creeping past stop line provides increased visibility Page 5 Road Safety Audit—Route 1 (Newburyport Tpk) at Central St/Glen St—Rowley, MA Prepared by BETA Group, Inc. o A D6/D8 guide sign on the southwest corner of the intersection appears to have inadequate vertical clearance, and blocks visibility of Route 1 northbound for vehicles turning from Glen Street. It was noted that this is especially true for larger trucks, where the sign height essentially matches the driver’s line of sight. o Snow banks along the roadway edge in the winter further restrict visibility. Town personnel noted that they push snow back to the greatest D6/D8 sign restricts visibility extent possible, and remove snow if it becomes a significant visibility constraint. One crash at the intersection involved a vehicle clipping a snow bank. o Utility poles located along the east side of Route 1 can create a picket fence effect for vehicles pulling out from Central Street, which can further restrict visibility of approaching vehicles. o Brush growth on the northeast corner of the intersection is routinely cut back by the Town to avoid it becoming a visibility constraint. o It was noted that all visibility concerns listed above affecting vehicles entering from Central Street and Glen Street require drivers to move beyond the stop line to see approaching Route 1 traffic. Observations reveal that drivers do not stop at the stop line and then advance to a position where they can see approaching traffic; they instead stop beyond the line, which locals noted as near misses when Route 1 left turning vehicles are turning at the same time a vehicle is stopped beyond the stop line. This was documented in one of the angle crashes at the intersection. In addition to potential conflicts with turning vehicles, locals noted that through vehicles swerve to avoid a side street vehicle that has encroached beyond the stop line. Vehicles encroaching beyond the stop line is also of concern when considering turning trucks, who need all available pavement to navigate their turning maneuver. o Visibility concerns also affect emergency vehicle passage through the intersection. Fire department personnel noted that they cannot be certain that other vehicles see the approaching fire truck, and that their drivers use additional caution when traveling through the intersection even with lights and sirens active. Speed – Driver speed along Route 1 was noted as a safety concern. Speed limit signs with speed check display are located on Route 1 south of the intersection, where the regulatory speed limit increases from 45 mph to 50 mph. Driver Inexperience – As previously noted, the proximity of Triton Regional High School increases the number of high school aged drivers traveling through the intersection. The inexperience of drivers combined with the visibility concerns creates a higher than typical percentage of crashes involving younger drivers. Solar Glare – It was noted that solar glare is a concern at the intersection, especially in the winter. Wet roadways on the day of the audit caused a notable reflection of the bright sunlight, and the high trees bordering the intersection create shadows at the intersection and along Route 1 that can exacerbate other visibility concerns. Intersection Geometry – Glen Street and Central Street both meet Route 1 at a slight skew, and are also not directly aligned with one another. This skewed alignment requires drivers to turn their head more than 90° to see traffic approaching from the left. The two crashes between vehicles departing Central Street and a northbound vehicle on Route 1 may be related to the skew of the intersection and its impact on visibility. Sign Clutter – There are a number of warning, regulatory and destination guide signs on the Route 1 approaches to Central Street and Glen Street. The number of signs creates a visual clutter that reduces the driver’s ability to receive all the information presented when approaching the intersection. Stop Sign visibility along Central Street – Police and Fire personnel noted a crash where a westbound vehicle on Central Street did not stop at the stop sign at Route 1. This may be related to visibility of the stop sign. Left Lane Signage – It was noted that signs posted for the left turn lane say “Left Lane for Left Turn”; the proper sign for this application reads “Left Lane Must Turn Left”. Lighting – It was suggested that lighting is inadequate at the intersection and along Route 1. It should be noted that 29% of crashes at the intersection occurred at night. Flashing Beacon – It was noted that the yellow indication on the flashing beacon is not as bright as other area beacon indications. Traffic Congestion – Drivers stopped on Central Street and Glen Street at the same time must determine right-of-way between them once an acceptable gap is available on Route 1, potentially wasting valuable seconds of gap time. Potential Safety Enhancements Audit participants identified safety issues and recommended potential improvements to address these issues. Audit participants were encouraged to consider both short and long term improvements for each issue. Each improvement considered has been categorized as short-term, mid-term, or long-term based on the definitions shown in Table 2. Additionally, a cost category has been assigned to each improvement based on the parameters set forth in Table 2. Table 2. Previous studies analyzing the nine warrants for traffic signal installation included in the Manual on Uniform Traffic Control Devices (MUTCD) have determined that Warrant 1(Eight-Hour Vehicular Volume) is not met, but Warrant 7 (Crash History) is met. While MassDOT considers Warrant 1 paramount in justifying the installation of a traffic signal based on vehicular traffic flow, some audit participants feel that a traffic signal should not be dismissed at this early stage of project development. It was noted by audit participants that some drivers avoid the intersection; this potential for increased volume should be considered in an updated warrant study. Further warrant studies are a short-term, low cost consideration; installation of a traffic signal is a long-term, high cost improvement. If a traffic signal is installed, it should include retroreflective backplates for overhead signal heads to address solar glare, and should include emergency preemption. Consider long-term profile adjustments to Route 1 north of the intersection. This would address the existing issue of approaching vehicles disappearing from view due to the sag vertical curve. The potential for lowering the high point and filling the sag curve should be investigated. This is a longterm, high cost improvement. Investigate potential regrading of the hill on the northwest corner of the intersection. It was noted that the hill may be outside the Route 1 right-of-way. If satisfactory improvements in visibility can be realized without impacting right-of-way, this is a short-term, low cost improvement. Right-of-way acquisition and more significant modifications including the potential for a retaining wall can make this a mid-term, medium cost improvement. Investigate potential for alteration of the stone wall on the southeast corner of the intersection. It is assumed that the stone wall follows the property line, which would restrict potential improvements. Modification or reconstruction of the wall would be a mid-term, medium cost improvement that would include right-of-way acquisition. Reset the D6/D8 sign on the southwest corner of the intersection to the proper height, and increase the setback from the roadway edge. It was suggested that the sign be placed in front of the adjacent Page 8 Road Safety Audit—Route 1 (Newburyport Tpk) at Central St/Glen St—Rowley, MA Prepared by BETA Group, Inc. upright for the flasher mast arm, which would require separate posts on each side of the upright for signs facing each direction. This is a short-term, low cost improvement. Continue to clear snow to the greatest extent practical. The town should continue their current snow removal efforts to maximize visibility during the winter. Investigate the possibility of relocating utility poles along the east side of Route 1 south of Central Street. This potential mid-term, medium cost improvement requires coordination with affected utility companies. Poles are presently located in the state layout, but additional property acquisition is likely to be required if poles are set back further. Continue to clear brush on the northeast corner of the intersection. Town personnel noted that they trim multiple times a month during growth season. This proactive approach to maintaining visibility should be continued. Consider offset turn lanes on Route 1. Positive offset turn lanes provide spacing between the left turn lane and the through lane on each approach. From a driver’s viewpoint, if a vehicle stopped in the opposite turn lane is now slightly to the right, this would allow more visibility of vehicles approaching in the opposing through lane. This is a short-term improvement if it can be accommodated within the existing pavement width, but would be a mid-term, higher cost improvement if it requires widening. Continue speed enforcement efforts. Continued speed enforcement is a short-term and ongoing improvement, the cost of which is reduced enforcement elsewhere in the Town. Implement education programs at Triton Regional High School alerting younger drivers to the need for increased awareness at the intersection. This is a short-term, low cost improvement. Consider long-term realignment of both Glen Street and Central Street at Route 1. It was suggested that both side streets could be realigned to intersect Route 1 at a right angle. This is a long-term, high cost improvement. Review signs and remove inappropriate, incorrect or ambiguous signage. The number of existing signs on the Route 1 approaches reduces their effectiveness. This is a short-term, low cost improvement. Provide double stop signs with reflective sign posts on the Central Street and Glen Street approaches, and consider additional signage recommended by FHWA short-term, low cost fixes for unsignalized intersections. Improvements include STOP signs on both sides of the side street approach, advance STOP AHEAD signs on both sides of the side street approach, STOP markings at the stop bar, and intersection warning signs with supplemental street name plaques on both sides of the roadway approaching the unsignalized intersection. It was noted that intersection warning signs are already provided on Route 1, but lack supplemental street name plaques and are only provided on the right side of the roadway. Replace “Left Lane For Left Turn” sign with R3-7L “Left Lane Must Turn Left” sign, and replace existing “Caution: Turning Vehicles Ahead” sign on the intersection approach with an additional R3-7L sign. It was noted that the “Caution: Turning Vehicles Ahead” sign has black legend on a white background, which indicates a regulatory sign although the legend is warning of a caution condition. This sign is ambiguous and should be replaced with an additional R3-7L sign. The MUTCD states that R3-7L signs should be placed at the upstream end of the mandatory movement lane, and/or at the intersection. This is a short-term, low cost improvement. Upgrade street lighting at the intersection and along Route 1. Street lighting should be reviewed as part of the project and upgraded where necessary. This is a mid-term, high cost improvement. Replace the yellow and red indications in the overhead flasher with LED indications. It is expected that new yellow LED indications would be brighter than the existing yellow indications. This is a short-term, low cost improvement. Summary of Road Safety Audit Table 3 summarizes potential recommendations discussed by the audit team. The recommendations are categorized based on the potential safety payoff, as well as by time frame and cost. The safety payoff is a qualitative judgment of the effectiveness of the potential safety improvements. Each recommendation has a responsibility assigned to it stating whether MassDOT or the Town of Rowley would be responsible for implementing the recommended improvement.
