Background
The intersection of Route 28 (Main Street)/Franklin Street in Reading, Massachusetts, was listed as a
High Crash Location within the Metropolitan Area Planning Council (MAPC) in 2010. The
Massachusetts Department of Transportation (MassDOT) has determined that Highway Safety
Improvement Program (HSIP) funding would be allowed for reconstruction of the intersection if a Road
Safety Audit (RSA) were conducted and a proposed design incorporated the safety improvements
identified in the RSA.
Route 28 is a primary north-south route through the Town of Reading, and provides a connection to
Interstate 95 (I-95). Route 28 also runs approximately two miles east of Interstate 93 (I-93), which can be
accessed using perpendicular roadways such as Route 129 (Lowell Street). The Wood End Elementary
School is located on Franklin Street, approximately 0.5 miles west of the intersection of Route
28/Franklin Street.
In general, an RSA is intended to identify potential safety improvements that can be evaluated and
included as part of the design process for a future reconstruction project. The short-term, low-cost
potential improvements could be considered by the responsible agency for immediate implementation
prior to reconstruction, as appropriate. The RSA study area is illustrated in Figure 1.
Project Data
The audit team conducted an RSA for the intersection of Route 28 (Main Street)/Franklin Street on
Monday, October 7, 2013. The RSA agenda appears in Appendix A. Table 1 lists the audit team
members and their affiliations. Appendix B provides contact information for all team members.

Prior to the RSA, in order to begin assessing possible safety issues, the audit team reviewed collision
diagrams and a crash detail summary for the intersection of Route 28 (Main Street)/Franklin Street.
Between March 2010 and December 2012, 49 crashes were reported at the intersection. Of these crashes,
34 (or 70%) were angle crashes, six (12%) were sideswipe crashes, five (10%) were rear-end crashes, and
four (8%) were head-on crashes. Most crashes occurred during the daylight hours (88%) and on a dry
roadway surface (84%). Fourteen crashes (or 29%) resulted in personal injury. No fatalities were
reported at the intersection.
Appendix C provides the detailed crash data for the intersection.
Project Location Description
The RSA focused on the intersection of Route 28/Franklin Street in the Town of Reading, as shown in the
aerial image in Figure 2.
Route 28 (Main Street)/Franklin Street is a signalized intersection with four approaches. The Franklin
Street eastbound and westbound approaches each consist of a single travel lane. The Route 28
northbound and southbound approaches each consist of two travel lanes with no lane designations.
Sidewalks are provided along the west side of Route 28 and along the north side of Franklin Street.
Crosswalks are provided across the west leg of Franklin Street and the north leg of Route 28, and
pedestrian signals are provided.
The Route 28 southbound approach is provided with a short protected left-turn phase at the beginning of
the cycle. Left turns are permissive after this short protected phase. Aside from this short protected
phase, all approaches have permissive left-turn phasing.
This intersection is the junction of the following roadways, which are categorized according to MassDOT
Office of Transportation Planning functional classifications:
Franklin Street is an urban minor arterial and falls under the jurisdiction of the Town of Reading.
Franklin Street runs east-west between Grove Street to the east and Haverhill Street to the west. Franklin
Street consists of one travel lane in each direction. Within the study area, sidewalks are provided along
the north side of Franklin Street, and bicycle accommodations are not provided. The speed limit on
Franklin Street within the study area is 30 mph.
Route 28 (Main Street) is classified as an urban principal arterial and falls under MassDOT’s jurisdiction.
Route 28 is a north-south roadway that originates at the New Hampshire State Line in Methuen to the
north and at Route 6 in Eastham on Cape Cod to the south. Within the study area, Route 28 consists of
two travel lanes in each direction, with a sidewalk running along the west side of the roadway. Dedicated
bicycle accommodations are not provided on Route 28 in the study area. The speed limit on Route 28
within the study area is 40 mph.

Road Safety Audit Observations and
Potential Enhancements
Based on discussions on Monday, October 7, 2013, the RSA team determined that the intersection of
Route 28/Franklin Street has the following issues that affect safety:

The following sections describe in more detail the safety issues and enhancements determined during the
RSA. Several of these issues require further study and engineering judgment to determine the feasibility
of implementing enhancements to address them.

Safety Issue #1. Sight Distance and Intersection Geometry
Observations:
The intersection of Route 28/Franklin Street is located at the top of a crest vertical curve. The Route 28 northbound and southbound approaches are each located along an upgrade. According to
team members, left-turning Route 28 vehicles have difficulty seeing opposing Route 28 vehicles as they
approach the intersection before making a turn due to the change in grade. Of the 49 crashes reported at the intersection, 30 involved Route 28
northbound or southbound left-turning vehicles and opposing Route 28 through vehicles. A vertical curve obstructs sightlines

Each of the Route 28 northbound and southbound
approaches consist of two travel lanes with no lane
use designations. Vehicles may proceed through the intersection from either approach lane, and
may use the left lane for left turns. Route 28 left-turning vehicles may have difficulty seeing
opposing Route 28 through traffic due to queued vehicles in the opposing inside lane waiting to
make a left turn. Six angle-type crashes were noted to have occurred because queued vehicles in
the opposing Route 28 inside lane blocked the view of adjacent oncoming traffic before a left turn
was attempted. One rear-end crash occurred when a Route 28 southbound left-turning vehicle
began to turn, but stopped suddenly to avoid an oncoming northbound vehicle.
The lack of lane designations also causes sideswipe crashes. Two sideswipe crashes involved a
vehicle in the left lane that attempted to move into the right lane; this may have occurred because
the vehicles were attempting to avoid a queued left-turning vehicle at the intersection.
RSA team members noted that it is difficult to turn left from the HomeGoods parking lot onto
Route 28 northbound if there is queuing along Route 28 southbound. The Route 28 southbound
queue can block northbound traffic from the view of exiting vehicles. As a result, motorists may
focus on finding a gap in northbound traffic, and forget to check for southbound traffic. Team
members also noted that a retaining wall along Route 28 southbound can block the view of Route
28 southbound traffic from the HomeGoods parking lot. Two crashes involved left-turning
vehicles exiting the HomeGoods parking lot and Route 28 southbound vehicles.

Enhancements:
1. To reduce the occurrence of angle crashes involving left-turning vehicles, provide
opposing left-turn lanes with positive offset so that queued opposing left-turning vehicles
do not obscure oncoming Route 28 through traffic. Consider whether providing one or
two adjacent through lanes is appropriate. Consider the need to accompany the lane use
change with appropriate lane use signage.
2. As part of long-term planning and design efforts, evaluate the feasibility of lowering the
profile of Route 28 so that oncoming vehicles are more visible to Route 28 motorists.
3. Coordinate with HomeGoods to prohibit left turns from the HomeGoods driveway to
Route 28 northbound to reduce the occurrence of angle crashes. Consider the potential
need for additional capacity and/or green time for the Franklin Street eastbound
approach.
4. As part of long-term planning and design efforts, consider restricting turns between the
HomeGoods driveway and Route 28 northbound using a channelization island that allows
right turns only. Consider the turning radius of delivery vehicles and the need for
additional capacity and/or green time at the Franklin Street eastbound approach.

Safety Issue #2. Traffic Signal
Observations:
The Route 28 southbound approach to the
intersection of Route 28/Franklin Street is
provided with a short protected left-turn
phase, after which Route 28 southbound left
turns are permissive. All other approaches
are permissive; left-turning traffic must
yield to oncoming through traffic. These
permissive left turns, combined with the
lack of dedicated left-turn lanes and the crest
vertical curve at the intersection, create a

Team members stated that the amount of green time provided for the Franklin Street eastbound
and westbound approaches is sometimes insufficient.
RSA team members observed that the signals are equipped with backplates, but they are outdated
and do not meet current standards.

Enhancements:
1. Consider split phasing on Route 28 northbound and southbound as a short-term solution
to prevent angle crashes between Route 28 left-turning traffic and opposing through
traffic. Consider the impacts to signal operations.
2. Consider providing far-side post-mounted signals on the Route 28 northbound and
southbound approaches to improve signal visibility for turning vehicles in the
intersection.
3. In the short term, consider extending the length of the Route 28 southbound protected
left-turn phase to allow more Route 28 southbound vehicles to turn left without conflict.
4. In the short-term, consider the use of a flashing yellow arrow at the Route 28 southbound
approach to the intersection to indicate that left turns are permitted, but vehicles must
yield to oncoming traffic.
5. Consider the implementation of protected-only left-turn phasing for both Route 28
northbound and southbound if exclusive left-turn lanes are created in order to eliminate
crashes between left-turning vehicles and opposing through vehicles.
6. Evaluate signal timing for all approaches and adjust to improve intersection efficiency, if
possible.
7. Update the backplates on the signal heads for added visibility.

Safety Issue #3. Speed
Observations:
Public safety officials attending the RSA stated that the prevailing travel speed on Route 28
northbound and southbound often exceeds the 40 mph speed limit. The team members reported
that the 85th percentile speed on Route 28 is about 47 mph, and can be as high as 55 mph. The
high travel speeds through the intersection creates additional difficulty for Route 28 left-turning
vehicles waiting for an acceptable gap in oncoming Route 28 traffic. Two crashes were reported
where speed was a contributing factor. RSA team members stated that speed limit signs
approaching the intersection were faded.
Enhancements:
1. Replace worn speed limit signs for increased visibility.
2. Place additional speed limit signage along Route 28 to reinforce the speed limit.
3. Place electronic speed trailers along Route 28 to alert motorists of their own travel speed
compared to the posted speed limit.
4. Increase enforcement along Route 28 to discourage speeding along the roadway.

Safety Issue #4. Pedestrian and Bicycle Accommodations
Observations:
Sidewalks are provided along the north side of Franklin Street and along the west side of Route 28. Consequently, crosswalks are provided across the north leg of Route 28 and across the west leg of Franklin Street, connecting the available sidewalks. Pedestrian ramps and walk signals are provided; however, they are not compliant with the current Americans with Disabilities Act (ADA) requirements. RSA team members stated that Dandi Lyons,

There are no dedicated bicycle accommodations at the intersection. An RSA team member noted
that there are no bike detectors on the Franklin Street eastbound and westbound approaches. It
was also noted that, while the Franklin Street eastbound and westbound approaches operate
concurrently, one Franklin Street approach may not receive a green light, even when the opposite
Franklin Street approach does, unless a vehicle is at the signal. Consequently, a bicyclist waiting
at the signal on Franklin Street may not receive a green light unless a vehicle is also waiting at the
signal.

Enhancements:
1. Update the traffic signal with ADA-compliant pedestrian buttons and signal indications.
2. Consider providing illuminated “No Turn on Red” signage that activates only when a
pedestrian push button is pressed to prevent right turns when pedestrians are crossing.
3. As part of long-term reconstruction efforts, reconstruct pedestrian ramps to comply with
ADA standards.
4. As part of long-term reconstruction efforts, work with Dandi Lyons to provide a sidewalk
along Franklin Street and/or Route 28 adjacent to Dandi Lyons to accommodate
pedestrians. Provide additional pedestrian ramps, crosswalks, and pedestrian indications
where appropriate.
5. Reprogram the signal at the intersection so that the Franklin Street eastbound and
westbound approaches always receive the green light at the same time to improve bicycle
accommodations in the short term.
6. As part of long-term reconstruction efforts, install bicycle detection on all approaches.

Recommendations
Based on its review of data, on-site field observations and group discussion, the RSA team identified
the following possible enhancements that could improve safety at the intersection of Route 28 (Main
Street)/Franklin Street. Further study and design work will need to be conducted to determine the
feasibility of making some of the improvements.
Table 2 summarizes the safety issues, possible enhancements, estimated safety payoff, time frame,
cost, and responsibility. Safety payoff estimates are based on engineering judgment and are
categorized as low, medium, and high. The time frame is categorized as short-term (<1 year), midterm (1 to 3 years), or long-term (typically >3 years). Long-term improvements are typically
considered to be substantial improvements with an expected time frame for implementation greater
than 3 years. The costs are categorized as low (<$10,000), medium ($10,001 to $50,000), or high
(>$50,000).
Short-term enhancements include, but are not limited to:

Create exclusive left-turn lanes on Route 28;

Restrict left turns between the HomeGoods parking lot and Route 28 northbound;

Extend the exclusive left-turn phase at Route 28 southbound;

Adjust phasing at the signal so that each Franklin Street approach receives a green signal
simultaneously; and

Increase speed enforcement.
To enhance the safety of the corridor, the long-term enhancements are to:

Lower the profile of Route 28;

Provide protected-only left-turn phasing;

Implement a channelized right-turn island at the HomeGoods driveway along Route 28;

Provide ADA-compliant pedestrian ramps and signal indications; and

Provide bicycle detection on all approaches.
The RSA is intended to identify potential safety improvements that can be evaluated and included as
part of the design process for a reconstruction project. The short-term, low-cost potential
improvements could be considered by the responsible agency for immediate implementation, as
appropriate.

Instructions for Participants:
• Before attending the RSA on October 7th, participants are encouraged to drive/walk
through the intersection and complete/consider elements on the RSA Prompt List
with a focus on safety.
• All participants will be actively involved in the process throughout. Participants
are encouraged to come with thoughts and ideas, but are reminded that the
synergy that develops and respect for others’ opinions are key elements to the
success of the overall RSA process.
• After the RSA meeting, participants will be asked to comment and respond to the
document materials to assure it is reflective of the RSA completed by the
multidisciplinary team.
