FINAL Background The Federal Highway Administration (FHWA) defines a Road Safety Audit (RSA) as the formal safety examination of an existing or future road or intersection by an independent, multidisciplinary team. The purpose of an RSA is to identify potential safety issues and possible opportunities for safety improvements considering all roadway users. This RSA evaluates the intersections of Broadway (Route 28) at Haverhill Street (Route 110) and Tremont Street, as shown in Figure 1. A safety audit was scheduled for this high crash intersection at the request of the Merrimack Valley Planning Commission (MVPC). The intersections of Broadway (Route 28) at Haverhill Street (Route 110) and Tremont Street were identified as Highway Safety Improvement Program (HSIP) intersections for 2011-2013 and as a HSIP Pedestrian Cluster for 2004-2013. The intersection of Broadway at Haverhill Street was ranked at 117 in the 2012 Top 200 Intersection Crash List. A key objective of the RSA is to identify both short-term and long-term safety improvements that can be made at the subject intersection and incorporated in potential improvements of this intersection. Project Data A Road Safety Audit was completed for the intersections of Broadway (Route 28) at Haverhill Street (Route 110) and Tremont Street in the City of Lawrence on December 15, 2015. The agenda for the RSA meeting held at the Lawrence Redevelopment Authority is provided in Appendix A of this report. As shown below in Table 1, the audit team consisted of a multidisciplinary team with representatives from state, regional and local agencies providing expertise in the engineering, planning, maintenance and emergency response fields. This information included a collision diagram and MassDOT crash data summary for the intersections. During the RSA meeting, these materials were reviewed as a group prior to the field visit to the intersection. During the RSA field visit, various safety issues were observed and identified. Following the RSA field visit, the team returned to discuss additional concerns and potential solutions for the existing safety issues. Project Location and Description Study Area Roadways As shown in Figure 1, Broadway (Route 28) is a two-way, two-lane roadway that extends in a north-south direction through the City of Lawrence. Broadway (Route 28) is classified as an urban principal arterial under City of Lawrence jurisdiction. Broadway is primarily abutted by commercial land uses adjacent to the study area. Sidewalk is provided on both sides of the roadway. Bicycle amenities consist of bike detection at the intersection. Parallel on-street parking is also provided on both sides of Broadway south of Haverhill Street and north of Tremont Street. Between Haverhill Street and Tremont Street, there is one parallel on-street parking space on the west side and several parallel on-street spaces on the east side. Broadway provides one through lane in each direction at both study area intersections. Haverhill Street (Route 110) is a two-way, two-lane roadway that extends in an east-west direction through the City of Lawrence. The Upper School of Lawrence Family Development Charter School is located southwest of the intersection. Haverhill Street (Route 110) is classified as an urban principal arterial to the west of the intersection with Broadway and as an urban minor arterial to the east of the intersection with Broadway. Both segments of Haverhill Street are under City of Lawrence jurisdiction. At the study area intersection, Haverhill Street is primarily abutted by commercial land uses adjacent to Page 2 Road Safety Audit—Route 28 at Route 110 and Tremont Street - Lawrence, MA Prepared by McMahon Associates, Inc. FINAL the study area. Sidewalks are provided on both sides of the roadway; no bicycle amenities are provided. No on-street parking spaces are provided on Haverhill Street near the intersection. In each direction, Haverhill Street provides a single through lane as well as left turn only lanes to Broadway. Tremont Street is a two-way, two-lane roadway that extends in an east-west direction from West Street to Hampshire Street. The Lower School of Lawrence Family Development Charter School is located at the intersection of Tremont Street and West Street. Tremont Street is classified as a local road. At the Broadway intersection, Tremont Street provides a single travel lane into the intersection. Sidewalks are provided on both sides of Tremont Street and parallel on-street parking is provided on both sides of the roadway. Bicycle amenities are not provided. Study Area Intersections The intersection of Broadway and Haverhill Street is a four-legged signalized intersection maintained by the City of Lawrence. The northbound approach consists of a single multi-use lane. The southbound approach consists of a wide single multi-use lane. The westbound and eastbound approaches each consist of a dedicated left turn lane and a shared through-right turn lane. Two traffic signals are mounted overhead on mast arms for each leg of the intersection. There are pedestrian crosswalks and signals at all approaches. The CVS in the northwest corner has an access point onto Haverhill Street near the intersection. The unsignalized intersection of Broadway and Tremont Street is a four-legged, two-way stop controlled intersection. All approaches consist of a single multi-use lane. The eastbound and westbound approaches each have a Stop sign. There are pedestrian crosswalks at the intersection running across Tremont Street. The CVS in the southwest corner has an access point onto Tremont Street near the intersection. Crash Data Crash data was received from the MassDOT for the years 2011-2013. Based on this data, there were a total of 47 crashes reported from the beginning of 2011 through the end of 2013 at the intersections of Broadway (Route 28) at Haverhill Street (Route 110) and Tremont Street. Of the 47 crashes that occurred in the time period reviewed, 20 (43%) crashes were angle collisions. A total of 22 crashes were the result of rear-end collisions at various locations within the two intersections. A total of two crashes were sideswipe collisions from a vehicle exiting the parallel parking lane. Three of the crashes were the result of a collision with a parked car within the parallel parking lane. Of the reported crashes, 34 resulted in property damage only and 13 resulted in personal injury; no fatalities were reported at the intersection. A detailed crash diagram is provided in Appendix C. FINAL Road Safety Audit Observations and Potential Improvements During the RSA meeting prior to the field visit, a brief introduction of the RSA process and a summary of traffic volumes and crash information were presented to the audit participants. Following this brief presentation, the members of the audit team were asked to discuss the existing issues that may affect safety at the intersections of Broadway (Route 28) at Haverhill Street (Route 110) and Tremont Street. The audit team then visited the site as a group, at which time observations of various safety concerns and deficiencies were identified and documented. Provided below is a list of the safety concerns that were identified during the RSA for each intersection and for the corridor as a whole and the potential enhancements identified during the RSA. Safety Issue #1: Pedestrian Accommodations Observations: Audit team members discussed the existing pedestrian operations at the two study intersections. The pedestrian signals on all legs of the Broadway and Haverhill Street intersection are not functioning. The pedestrian signals are not MUTCD compliant and do not have countdown displays. Since the RSA meeting, the Lawrence Fire Department inspected the push buttons and has ordered new Pedestrian signals at Broadway and Haverhill pushbuttons to address this issue. During Street the RSA meeting, audit participants witnessed a potential crash between a pedestrian with a baby carriage and a vehicle passing straight through the intersection because the pedestrian signal does not work. On the west side of Broadway between Haverhill Street and Tremont Street, there is one tree grate missing and several missing trees. In this same location, there is a significant drop off from the sidewalk to the adjacent CVS parking lot. The pedestrian route is very constrained between the missing tree grate and the back of sidewalk. Missing trees and tree grates along Broadway RSA participants noticed that only one wheelchair ramp within the audit Page 5 Road Safety Audit—Route 28 at Route 110 and Tremont Street - Lawrence, MA Prepared by McMahon Associates, Inc. FINAL intersections has a tactile warning pad and that the dimensions and grading of this ramp appear to be in compliance with the Americans with Disabilities Act (ADA). All of the other wheelchair ramps are missing the tactile warning pad and may not meet ADA compliance for dimensions and grading. At the Broadway and Tremont Street intersection, it was noted that there are crosswalks running across Tremont Street and there are no crosswalks running across Broadway. The team members noted a number of mid-block rear ends and examined the possibility that these crashes are caused by drivers stopping suddenly due to pedestrians crossing mid-block. During the field visit, a driver parked her vehicle at the single parking space in front of CVS and walked across Broadway mid-block to one of the businesses across the street. In addition, the audit participants noted the proximity of the charter schools to both intersections and the need for pedestrian accommodations. Enhancements: Evaluate adding tactile warning pads and reconstructing ramps to meet ADA requirements to enhance the pedestrian path within the study intersections. Consider implementing an education campaign once the pedestrian signals are working properly. Replace the existing pedestrian pushbuttons with accessible pedestrian signal (APS) pushbuttons to protect pedestrians while crossing. Install MUTCD compliant pedestrian signals with countdown timers. Consider implementing a leading pedestrian interval and/or concurrent phasing. Consider enhanced crosswalk markings to provide more visibility of crosswalk location to the motorists. If a traffic signal is warranted at Tremont Street, evaluate installation of pedestrian signals. Evaluate the installation of crosswalks across Broadway at the Tremont Street intersection. If crosswalks are added across Broadway at Tremont Street, consider bump outs to shorten crossing distance to minimize potential pedestrian crashes. Replace the missing tree box. Consider replanting trees and/or filling in the tree wells (including the well with missing grates) to enhance the pedestrian path along Broadway adjacent to CVS. Re-grade and establish grass between CVS parking lot and the sidewalk. Safety Issue #2: Bicycling Accommodations Observations: Audit team members noted that bicyclists were standing and waiting on the sidewalk. During the field portion of the meeting, team members witnessed some bicyclists using the sidewalk while others used the roadway. FINAL At the Broadway and Haverhill Street intersection, there are bike detection signs; however, the pavement markings indicating the location of the bike detectors are missing. The RSA team noted there are plans for a multi-use trail on the railroad right of way west of Broadway, which will be less than 0.1 miles from the study intersections. The Bike detection signs at Broadway and audit participants noted the proximity of Haverhill Street the charter school to the intersections and need for bicyclist accommodations to facilitate connections between Broadway and the proposed multi-use trail. Enhancements: Evaluate providing sharrows and related signage throughout both intersections to indicate to motorists and cyclists that the road is shared by both users. Evaluate the functionality of the existing bike detection system. Consider providing bike detection markings to indicate where cyclists should stop at the intersection. Consider providing education to motorists and bicyclists on the use of sharrows and bike detection system. Safety Issue #3: Transit Amenities Observations: The Merrimack Valley Transit Authority (MVRTA) operates one bus route (Route 40 – Methuen Square) through the study intersections. The MVRTA primarily functions as a “flag down” system where riders can enter and exit the bus at non-formalized locations. According to MVRTA, the primary location for bus pickups and drop-offs are in front of CVS and across the street from CVS. Enhancements: Consider installing permanent bus stops on Broadway between Haverhill Street and Tremont Street. Safety Issue #4: Parking Regulations Observations: Audit team members noted that the Pay to park kiosk and pavement markings on Haverhill Street Page 7 Road Safety Audit—Route 28 at Route 110 and Tremont Street - Lawrence, MA Prepared by McMahon Associates, Inc. FINAL parking signs, pay to park kiosks, and pavement markings related to on-street parking along Broadway are confusing. On the east side of the northbound lane at the Broadway and Haverhill Street intersection, there are numerous parking signs, a parking kiosk, and pavement markings that are approximately 2 feet from the curb. The numerous parking signs include a loading zone sign, a handicap parking sign, a pay to park sign, and various parking restrictions. The layout of these signs makes it difficult to determine how parking along Broadway is regulated. Audit team members noted that the parallel parking begins after the crosswalk at both intersections, with no buffer between the crosswalk and the parking area, creating line of sight issues for the intersecting roadway. Audit team members noted that the loading zone on the west side of Broadway just before Haverhill Street is frequently used as a parking spot. There is a handicap parking space on the east side of Broadway before Haverhill Street that has no buffer between the space and the crosswalk. Due to the limited use of the parking space, motorists use the space as a right turn lane. However, when a vehicle is parked in the handicap space, the vehicle obstructs driver visibility of pedestrians. The audit participants noted that commercial truck traffic has difficulty with turns at both intersections. There was one crash involving a truck turning right from northbound Broadway onto eastbound Haverhill Street. The truck struck a passenger vehicle turning right. The team noted that the proximity of the parking spaces to the intersection is likely the main cause for the truck traffic difficulties. Single parking spot on southbound Broadway between Haverhill Street and Tremont Street On the west side of Broadway between Haverhill Street and Tremont Street, there is one parking spot. The pavement markings consist of a gore area before and after the parking spot and a white edge line runs from intersection to intersection past the parking spot. It is unclear if this is a legal parking spot, as signage regulating the use of this parking space appears to be missing. Four crashes within the study area are attributed to vehicles entering or departing the parallel parking lane and hitting a traveling car or parked car. The unclear parking signs and congestion may be contributing to these crashes. Enhancements: Consider restriping the northbound shoulder line for parking on Broadway south of the Haverhill Street. FINAL Consider removing parking closest to the intersection to provide a 20 foot clear zone to increase the sight lines and to provide ample space for truck turns. Consider removing the single space between Haverhill Street and Tremont Street and evaluate an alternative use, including a bus stop, parking for the whole block, a right turn lane, or another use. Consider relocating the handicap parking space on the east side of Broadway, south of Haverhill Street, to provide a 20 foot clear zone. Consider relocating the loading zone on the east side of Broadway, south of Haverhill Street, further south to provide a 20 foot clear zone. Consider enforcement to ensure the proper use of the loading zone. Consider a parking study to evaluate parking needs within the Broadway corridor. Safety Issue #5: Traffic Operations Observations: Audit participants discussed issues with traffic congestion due to the operations of the traffic signal at the intersection of Broadway and Haverhill Street during the weekday afternoon peak hour. Traffic queues from the Haverhill Street intersection in the southbound direction extend back to the intersection of Broadway and Tremont Street, creating traffic congestion problems within that intersection. During the field audit, participants witnessed southbound traffic from the Broadway and Lowell Street intersection to the south backing up to the Broadway and Haverhill Street intersection, with stopped traffic being caught within the intersection and/or passing the stop line and stopping in the crosswalk at Haverhill Street. The team noticed that the northbound left turn is not protected at Broadway and Haverhill Street. The team also noted that there is a slow northbound progression along the Broadway corridor, causing driver frustration. There were eight crashes where the trailing vehicle rearended the leading vehicle traveling southbound on Haverhill Street and five rear-end crashes for northbound traveling Motorist turning left from westbound on vehicles. Tremont Street to Broadway The RSA team noted that many southbound motorists on Broadway approaching Tremont Street are focusing on the Broadway/Haverhill Street traffic signal to determine if they should make a left turn at Tremont Street to avoid the congestion at Broadway and Haverhill Street. This may result in driver inattention for southbound Broadway traffic, contributing to the seven rear-end crashes involving southbound vehicles. FINAL At the Broadway and Tremont Street intersection, it appears that westbound and eastbound motorists are trying to sneak through the intersection, sometimes though traffic queues generated by the Broadway/Haverhill Street signal to the south. Buildings and on-street parking block sight lines for eastbound vehicles. Several times during the field visit, the southbound motorists on Broadway were Potential conflict with motorist and motorcycle stopped within the Tremont Street at Tremont Street and Broadway intersection. At times, the motorists on Broadway extended a courtesy to the westbound and eastbound traffic; however, this increases the likelihood of crashes involving northbound traffic. Motorists sneaking through the intersection or courtesy crossings may have contributed to seven crashes at the Broadway and Tremont Street intersection. It appears that there are many left turns at the Broadway and Potential conflicts with bicyclist crossing Tremont Street intersection; some audit Broadway at Tremont Street team members speculated that these leftturning vehicles were looking to avoid congestion on Broadway further south. The number of left-turns at the Tremont Street intersection creates friction in traffic operations that may be a contributing factor to angle collisions. The audit participants noted the proximity of the charter school to the Tremont Street intersection and the potential impacts to the traffic operations at this intersection during drop off and pick up times. Enhancements: Analyze traffic operations at the intersection of Broadway and Haverhill Street and evaluate the effects of congestion reduction improvement alternatives. Consider revising the signal phasing at the Haverhill Street intersection to facilitate left turns. This could include split phasing for northbound and southbound, lead left with arrow for northbound left turns or protected/permissive phase for northbound left turns. Consider supplemental “Stop Here on Red” signs to prevent the number of vehicles blocking the pedestrian path. Evaluate sight distance on all approaches to the Broadway and Haverhill Street intersection and consider “No Turn on Red” restrictions where applicable. FINAL Consider programmable visibility lenses to make the traffic signals visible on Broadway southbound only from Tremont Street south to prevent motorists from being inattentive at the Broadway and Tremont Street intersection. Re-evaluate signal and clearance timings for yellow and red. Evaluate striping a second southbound lane for right turns at the Broadway and Haverhill Street intersection. Evaluate coordination of signal timings along Broadway and along Haverhill Street. Evaluate signal warrants for the Broadway and Tremont Street intersection. Consider installation of a median through the Broadway and Tremont Street intersection or other measures to prohibit left turns at the intersection. The evaluation should include impacts to nearby streets. Consider adding crosswalks across Broadway at the Tremont Street intersection to create the visual of an intersection box to limit the number of vehicles from stopping in the intersection. Consider an educational “Don’t Block the Box” campaign. Consider signing, hatch striping and/or stamped pavement within each of the intersections to discourage motorists from stopping within the box. Safety Issue #6: Traffic Control Observations: Audit participants noted that the pavement markings within the study intersections are faded and unclear. The eastbound lane designations at Broadway and Haverhill Street are very faded or worn away and the westbound left arrow is missing. At Broadway and Haverhill Street, the southbound taper is functionally used as a bypass lane or a right turn lane. During the field visit, at least two southbound Motorist functionally using southbound taper vehicles were observed to use the tapered area adjacent to the curb to cut off adjacent through traffic when receiving a green light. Further, the guide sign at the southeast corner of Broadway and Haverhill Street is aligned incorrectly, making it not visible to all motorists. Enhancements: Consider restriping lanes and arrows at both intersections to help guide motorists. Consider restriping crosswalks with ladder style markings to enhance visibility and to prevent motorists from mistaking the crosswalk as the stop line. FINAL Fix the alignment of the guide sign at the southeast corner of Broadway and Haverhill Street and evaluate the bracket to ensure the sign stays in the correct position. Safety Issue #7: Solar Glare Observations: It was noted by the audit team members that solar glare, particularly in the afternoon in the westbound direction, is an issue. This was noticed in particular at the Tremont Street intersection, where the open parking lot and the setback of the CVS building does not create as many shadows as was observed elsewhere along the Broadway corridor. Enhancements: Add back plates to signal heads where needed to help increase visibility by allowing contrast between the back plate and signal head. Replace existing incandescent signal indications with L.E.D. traffic signal indications to improve visibility. If a traffic signal is warranted at Broadway and Tremont Street, crashes due to solar glare may decrease. Recommendations After the site visit, audit participants returned to discuss the safety issues and consider various improvements. The audit participants were encouraged to consider both short and long-term improvements for each of the existing safety issues. Each improvement considered has been categorized as short-term, mid-term, or long-term based on the definitions shown in Table 2. Additionally, a cost category has been assigned to each improvement based on the parameters set forth in Table 2. Table 2.
