Background
The segment of Belmont Street (Route 9) between Hospital Drive and Alvarado Avenue in the City of
Worcester, Massachusetts, has 4 intersection locations listed in the Top 5% of High Crash Locations
within the Central Massachusetts Regional Planning Commission (CMRPC) area; 2 of these intersections
are also listed in the statewide Top Crash Intersections 2005–07, per Massachusetts Department of
Transportation (MassDOT). This roadway segment meets the initial criteria for eligibility for Highway
Safety Improvement Program (HSIP) funding and is being targeted by the CMRPC for HSIP funding in
FY2010. To this end, a Road Safety Audit (RSA) was conducted to identify the safety issues and
potential safety enhancements. The Corridor is currently at the 25% Design stage, paid for by the City of
Worcester. Future phases of the design should incorporate the safety improvements identified as part of
this RSA.
In recent months, the City of Worcester installed Jersey barriers along the median breaks at the unsignalized intersections of Belmont Street/Frank Street and Belmont Street/Alvarado Avenue. The barriers
were installed during utility work to aid in traffic management, but were left in place because of concern
over the high incidence of angle-type crashes related to vehicles turning left in or left out of Frank Street
and Alvarado Avenue.
Project Data
The audit team conducted an RSA for Belmont Street (Route 9) in Worcester on Wednesday,
December 16, 2009. The RSA agenda appears in Appendix A. Table 1 lists the audit team members
and their affiliations. Appendix B provides contact information for all team members.

Project Location Description
Belmont Street (Route 9) serves as a major east–west connection across Massachusetts as well as
providing access to the regional highway system, Downtown Worcester, commercial businesses along
Route 9 in Worcester and Shrewsbury, and a significant number of medical/hospital facilities. The study
area is illustrated in Figure 1. Within the study area, Belmont Street consists primarily of medical uses
along the north side of the roadway, including the University of Massachusetts (UMass) Medical School
Campus and Worcester State Hospital, as well as some commercial uses. Belmont Street generally
consists of commercial uses along the southern edge of the roadway and residential neighborhoods south
of the roadway.
Prior to the RSA, in order to begin assessing possible safety issues, the team reviewed collision diagrams
and a crash detail summary based on crash records supplied by the City of Worcester Police Department.
Appendix C provides the detailed intersection crash data from 2006 through 2008. Other intersection
data such as traffic volumes are presented in Appendix D.
The RSA team evaluated the Belmont Street corridor as a whole and paid particular attention to 5 intersection locations that form the junctions of the following roadways, categorized according to MassDOT
Office of Transportation Planning functional classifications:

Belmont Street (Route 9) is a principal arterial roadway and is City–owned. Belmont Street runs east–
west between Lincoln Square and Lake Quinsigamond and generally consists of 3 travel lanes in each
direction in the vicinity of the study area; Belmont Street is also designated at Route 9, which provides a
regional east–west connection between Pittsfield and Boston. A raised concrete median separates the
eastbound and the westbound directions of Belmont Street. Per the speed regulations, the speed limit on
Belmont Street is 30 miles per hour (mph) in both directions to the east of Locust Avenue and 35 mph in
both directions to the west of Locust Avenue. Speed limit regulations are posted throughout the corridor.
Hospital Drive is a local roadway and is City-owned. Hospital Drive consists of 1 lane in each direction.
It serves as a primary entrance to Worcester State Hospital and provides access to other medical office
and research uses.
Shrewsbury Street is an urban principal arterial and is City-owned. Shrewsbury Street provides a
northeast–southwest connection between Belmont Street and Washington Square and also connects to
Interstate 290 (I-290). Shrewsbury Street generally consists of 2 lanes and on-street parking in each
direction, separated by a raised, planted median.
Plantation Street is an urban minor arterial and is City-owned. Plantation Street runs north–south
between Boylston Street (Route 70) and Grafton Street (Route 122). Plantation Street generally consists
of 2 lanes in each direction to the north of Belmont Street and 1 lane in each direction to the south of
Belmont Street.
Frank Street is a City-owned, local roadway. It provides a north–south connection between Belmont
Street and Wigwam Avenue/Capron Street. Frank Street consists of 1 lane in each direction.
Alvarado Avenue is a City-owned, local roadway consisting of 1 lane in each direction. It intersects
Belmont Street from the south.
Road Safety Audit Observations
Safety issues and possible enhancements were determined based on RSA team discussions and field
observations on Wednesday, December 16, 2009. The safety issues identified include:
 Access management;
 Visibility of signal equipment;
 Overgrown trees;
 Unclear, misplaced, incorrect, and insufficient signage;
 Faded pavement markings;
 Pavement rutting;
 Limited pedestrian accommodations; and
 Limited bicycle accommodations.
Several of these issues require further study and engineering judgment in order to determine the
feasibility of implementing enhancements to address them. The following sections describe in more
detail the safety issues and enhancements determined during the RSA.

Corridor-wide Issues
Observations:
The RSA team noted the following corridor-wide observations:
There is major development potential north of Belmont Street that may require creative solutions
in order to be accommodated by the corridor.
Bicycle accommodations per the 2006 Project Development and Design Guide such as a bike
path or adequate paved shoulder are
not provided within the corridor.
The north side of Belmont Street
adjacent to the UMass campus has no
sidewalk. The RSA team noted that a
pedestrian footpath has been created
along this side of the roadway.

At several locations along the corridor,
sidewalks and wheelchair ramps were
covered by snow. Poor pavement conditions at crosswalk locations also cause
ponding at wheelchair ramps. Abutting
property owners should be encouraged to
clear snow during/after storms. The RSA
team noted that snow banks also occasionally block sidewalks and that
pedestrians have been observed walking
in the roadway.

The RSA team noted that
Belmont Street has a “highway feel”, which could contribute to speeding, and may benefit from
some visual narrowing (e.g., street trees, planted median, etc.).
Backplates are not provided for any of the east–west traffic signal heads. Glare from the sun at
dawn and dusk may contribute to the occurrence of rear-end and angle crashes along the corridor.
Belmont Street has a steep down grade in the easterly direction within the corridor study area.
During wet, snow, or icy pavement conditions, vehicles traveling on Belmont Street eastbound
may have difficulty stopping
during signal clearance intervals
or to allow vehicles to turn into
or out of the adjacent
commercial driveways. The

In recent months, the median breaks along Belmont Street at the intersection with Frank Street
and Alvarado Avenue were closed to facilitate utility work. Vehicles that previously could have
turned left into and out of these local roadways were forced to use adjacent signalized intersections on Belmont Street. Future intersection improvements should take into consideration
additional green time and turning lane storage capacity to accommodate the displaced vehicles.

Enhancements:
1. Provide bicycle accommodations including bicycle detection at signals, signage, and
pavement markings throughout the Belmont Street corridor. Such accommodations could
be provided in a shared lane (bicycles and vehicles) positioned in the right lane in the
eastbound direction and within
a 4-foot shoulder in the westbound direction.
2. Install a sidewalk along the north side of Belmont Street adjacent to the UMass campus.
3. Work with land owners along Belmont Street to improve snow clearing from sidewalks
and wheelchair ramps.
4. Fix pavement and/or improve drainage to eliminate ponding at wheelchair ramps.
5. Work with UMass, residents, and other area employers to educate pedestrians on where
to cross Belmont Street safely.
6. Develop a long-term solution for pedestrian access to the UMass campus.
7. UMass should discourage pedestrians from crossing mid-block to the UMass pathway.
8. Improve overhead lighting at the UMass pathway where possible.
9. Consider the feasibility of a pedestrian bridge across Belmont Street, following further
study.
10. Future redesigns of Belmont Street should consider treatments to visually narrow the
roadway (e.g., street trees, planted medians, etc.).
11. Install backplates at all east–west traffic signal heads along Belmont Street.
12. Widen the eastbound right lane and/or provide a shoulder to help reduce friction with
vehicles turning into and out of the adjacent commercial uses.
13. Evaluate yellow clearance times at all signalized intersections for eastbound Belmont
Street traffic to ensure that drivers have adequate time to stop, given the steep down
grade of the roadway and weather conditions.
14. Evaluate the impact of displaced vehicles on adjacent signalized intersection on Belmont
Street as a result of median closure at Frank Street and Alvarado Avenue.
15. Re-stripe and maintain durable pavement markings at the intersection.

Drive/Piccadilly Pub Driveway
Observations:
All 6 of the crashes reported at this intersection from 2006 through 2008 were rear-end crashes.
Half of the crashes occurred on wet pavement. No significant issues were identified by the RSA
team.
Enhancements:
1. As noted in the corridor-wide improvements, signal retiming efforts at the intersection
should ensure that yellow clearance times are adequate.

Intersection #2. Belmont Street (Route 9)/
Shrewsbury Street
Observations:
The intersection of Belmont Street (Route 9)/Shrewsbury Street is listed in the Top 5% of High
Crash Locations within the CMRPC region. Of 30 crashes related to this intersection from 2006
through 2008, nearly 47% were rear-end crashes and approximately 33% were side-swipe
crashes. Crashes typically occurred on dry pavement (53%) and during daylight hours (57%);
however, a significant portion of the crashes occurred on wet, snowy, or icy pavement (47%) and
during night-time conditions (30%). Turning movement volumes are generally heavy throughout
the day. For example, approximately 600 to 850 left turns per hour onto Shrewsbury Street
westbound occur during peak periods.

wayfinding signage and choose the
correct lane. The RSA team noted that
wayfinding signage lettering is small
and the signs are placed in locations that
do not allow for adequate decision time
to make lane changes.

The Shrewsbury Street northeastbound approach consists of 3 exclusive right-turn lanes that are
provided with right arrow traffic signal indications. The RSA team noted that a “No Turn on
Red” sign should be installed to prohibit motorists from turning right on red.

should be corrected as part of a redesign of the intersection.

Enhancements:
1. Install consistent lane use signage, signal heads, and lane use markings for the Belmont
Street westbound approach.

3. Reduce sign clutter by removing extraneous commercial signs.
4. Place wayfinding and lane use signage in advance of the intersection to allow drivers
adequate time to choose the correct lane.
5. Install overhead lane use signage at intersection approach.
6. Install a “No Turn on Red” sign on the Shrewsbury Street northeastbound approach to the
intersection.
7. Relocate existing sign prohibiting right turns, currently located at the southwest corner of
the intersection, to the east onto the channelizing island in advance of the Belmont Street
eastbound right-turn lane.
8. Improve the alignment of the Belmont Street eastbound through lanes through redesign of
the intersection. Evaluate the feasibility of adding left-turn-only markings/signage at the
eastbound approach to create additional storage for the left-turn lane at Belmont Street/
Plantation Street.
9. Consider current traffic volume and vehicle weight conditions to avoid future rutting in
the redesign of the pavement.

Intersection #3. Belmont Street (Route 9)/
Plantation Street
Observations:
The intersection of Belmont Street (Route 9)/Plantation Street is listed in the Top 5% of High
Crash Locations within the CMRPC region and is ranked as #42 in the statewide MassDOT Top
Crash Intersections 2005–07. Of 54 crashes related to this intersection from 2006 through 2008,
approximately 50% were rear-end crashes, 15% were side-swipe crashes, and nearly 32% were
angle crashes. One crash involved a pedestrian. Crashes typically occurred on dry pavement
(61%) and during daylight hours (57%); however, a significant portion of the crashes occurred on
wet, snowy, or icy pavement (43%).

signal indications are provided at the intersection.
The RSA team noted that the trees located along the north side of Belmont Street to the east of
the intersection cast shadows during summer months that lessen the visibility of signage.
A large portion of the angle crashes (8 of 17, or about 47%) involved Belmont Street eastbound
and Plantation Street southbound traffic. During the peak periods, the Belmont Street eastbound
left-turn volumes range between 325 and 475 vehicles per hour. During peak demand periods of
the Belmont Street eastbound left-turn, queues spill back into the Shrewsbury Street intersection.
Inadequate green time and/or clearance intervals at this approach may lead to driver frustration,
which may contribute to the incidence of the angle crashes.

Enhancements:
1. Install advance and overhead lane use signage on the Belmont street westbound
approach.
2. Install advance signage indicating that Shrewsbury Street is the next signal.
3. Install diagrammatic sign on Belmont Street with lane use assignments for Plantation
Street and Shrewsbury Street.
4. Install an appropriate number of signal heads on the Belmont Street westbound approach.
5. Install crosswalks across Belmont Street, and provide pedestrian signal indications.
6. Trim trees at the northeast corner of intersection.
7. Evaluate clearance intervals and consider incorporating an additional eastbound left-turn
lane and/or modifying the green time to reduce/eliminate queue spillback as part of the
the redesign of the intersection.

Frank Street
Observations:
The intersection of Belmont
Street (Route 9)/Frank Street is
listed in the Top 5% of High
Crash Locations within the
CMRPC region. According to
police records, 41 crashes were
reported at this intersection
between 2006 and 2008. The
most predominant crash types
were angle crashes (54%)
between vehicles traveling
eastbound on Belmont Street
and vehicles turning left in or
out of Frank Street. As noted
previously, the median break
was closed with Jersey barriers
in recent months as part of
utility work.

The RSA team noted that the gas station
(Hess) located on the southwest corner
of the intersection causes significant
friction along the Belmont Street eastbound approach and on Frank Street.
The gas station currently has 4 driveway
curb cuts (2 on Belmont Street, 1 on
Frank Street, and 1 on Carver Street).

incidence of rear-end crashes (20%)
between vehicles traveling eastbound on
Belmont Street upstream of the
intersection— which may be partially
attributed to vehicles turning into and
out of the gas station. The rear-end
crashes may also be a result of vehicles
turning left into or out of Frank Street.
The RSA team also noted that fire trucks and garbage trucks currently have difficulty turning into
and out of Frank Avenue.

4. Evaluate potential circulation improvements at the Hess gas station, including driveway
consolidation, addition of a shoulder for deceleration use, and reconstruction of
driveways at an angle to facilitate circulation and one-way internal circulation pattern.
5. Improve the radii of the southwest and southeast corners of the intersection to
accommodate fire trucks and garbage trucks.

Recommendations
Based on its observations and discussions, the RSA team identified the issues and possible enhancements
that could improve safety along the Belmont Street (Route 9) corridor in Worcester, Massachusetts.
Short-term recommendations include:
•
Improve snow removal on sidewalks and at wheelchair ramps.
•
Discourage pedestrians from crossing mid-block.
•
Evaluate yellow and all-red clearance intervals.
•
Re-stripe and maintain durable pavement markings.
•
Provide adequate regulatory and warning signs for drivers.
•
Replace conflicting signage and relocate signage that is obstructed.
•
Trim trees.
To enhance safety throughout the Belmont Street corridor, long-term recommendations include
improvements to intersection geometry, access management, traffic signal equipment improvements,
signal timing improvements, and introduction of new and improved pedestrians and bicycle accommodations. Further study and design work needs to be conducted to determine the feasibility of making
improvements throughout the corridor.
Table 2 summarizes these safety issues, possible enhancements, estimated safety payoff, time frame, cost,
