Background The segment of West Main Street/Main Street (Route 20) between Church Street and Hudson Street in the Town of Northborough, Massachusetts, has 2 intersection locations listed in the Top 5% of High Crash Locations within the Central Massachusetts Regional Planning Commission (CMRPC) area. The Massachusetts Department of Transportation (MassDOT) has determined that the Town would be eligible to receive Highway Safety Improvement Program (HSIP) funding for reconstruction of this roadway segment if a Road Safety Audit (RSA) were conducted and the proposed design incorporated safety improvements identified in the RSA. The RSA is intended to identify potential safety improvements that can be evaluated and included as part of the design process for the reconstruction. The short-term, low-cost potential improvements should be considered by the responsible agency for implementation prior to reconstruction. The roadway segment is currently at the 75% design stage, funded by MassDOT. During the RSA, the team reviewed the existing safety issues and the proposed improvements shown on the design plans (see Appendix A) and discussed the safety benefits of the proposed improvements. Project Data The audit team conducted an RSA for the segment of West Main Street/Main Street (Route 20) between Church Street and Hudson Street on Tuesday, October 26, 2010. The RSA agenda appears in Appendix B. Table 1 lists the audit team members and their affiliations. Appendix C provides contact information for all team members. Within the study area, Route 20 serves as a major east–west roadway through the downtown and consists primarily of commercial uses along the north and south side of the roadway. The intersections of West Main Street (Route 20)/Church Street/Bank of America Driveway and Main Street (Route 20)/South Street (Route 135)/Blake Street operate under full traffic signal control. Railroad tracks run north – south across Main Street between Blake Street and Patty Lane; the railroad crossing is controlled by gates and traffic signals. According to RSA team members, the railroad tracks are infrequently used (only approximately 4 times per week). Prior to the RSA, in order to begin assessing possible safety issues, the team reviewed collision diagrams and a crash detail summary based on crash records supplied by the Northborough Police Department. Appendix D provides the detailed intersection crash data from January 1, 2007, through July 14, 2010. Speed regulations and traffic volume data are presented in Appendix E. The RSA team evaluated the segment of West Main Street/Main Street (Route 20) between Church Street and Hudson Street as a whole and paid particular attention to 3 intersection locations that form the junctions of the following roadways, which are categorized according to MassDOT Office of Transportation Planning functional classifications: West Main/Main Street (Route 20) is an urban principal arterial and falls under MassDOT jurisdiction. West Main Street is an east–west roadway and is dedicated as Route 20 between the Southwest Connector and South Street (Route 135) in Northborough. Main Street, also designated Route 20, runs east–west between South Street (Route 135) and the Marlborough City line. Route 20 provides connection to I-495 (Exit 24) in Marlborough and Route 9 in Shrewsbury. Within the study area, West Main Street/Main Street generally consists of 2 lanes in each direction and the speed limit is 30 miles per hour (mph) per the speed regulations. Church Street is an urban minor arterial and is owned by the Town. Church Street generally runs northwest–southeast between West Main Street and the Boylston Town line and provides access to I-290 at Exit 24. Church Street consists of 1 travel lane in each direction and the speed limit is posted at 30 mph in the vicinity of the study area. Pierce Street is an urban minor arterial and is owned by the Town. Pierce Street runs northeast– southwest between Church Street and Hudson Street and consists of one travel lane in each direction. The Northborough Fire Department is located on Pierce Street approximately 200 feet northeast of Church Street. South Street (Route 135) is an urban minor arterial and is owned by the Town. South Street runs north– south between West Main Street/Main Street and the Westborough Town line. South Street generally consists of 1 travel lane in each direction. South Street provides connections to Route 9 and Route 30 in Westborough. Blake Street is a local roadway owned by the Town. Blake Street runs north–south between Main Street and Pierce Street. Blake Street consists of 1 travel lane in each direction; however, is restricted to oneway northbound travel at the intersection with Main Street. Patty Lane is a local roadway owned by the Town and consists of one travel lane in each direction. Patty Lane intersects Main Street from the south and has no outlet. Hudson Street is an urban collector owned by the Town. Hudson Street runs north–south between the Marlborough City line and Main Street and consists of one travel lane in each direction. Road Safety Audit Observations Based on field observations on Tuesday, October 26, 2010, and subsequent discussions, the RSA team determined that the segment of West Main Street/Main Street (Route 20) between Church Street and Hudson Street has the following issues that affect safety: Intersection geometry; Lane usage; Traffic control; Signage clutter and clarity; Sight distance; Limited pedestrian accommodations; and Limited bicycle accommodations. The following sections describe in more detail the safety issues and enhancements determined during the RSA. These safety enhancements are also discussed as they relate to both the existing conditions and the design plans which are currently at the 75% design level. Several of these issues require further study and engineering judgment to determine the feasibility of implementing enhancements to address them. Corridor-wide Issues Observations: The RSA team noted the following corridor-wide observations: Moderate bicycle activity within the study area was noted by RSA team members; however, bicycle accommodations are not currently provided along the West Main Street/Main Street corridor. According to the crash data from January 1, 2007, through July 14, 2010, 3 crashes occurred within the segment of West Main Street/Main Street between Church Street and Hudson Street involving a cyclist: one at the intersection of West Main Street (Route 20)/Church Bicycle accommodations are not provided within the Street/Pierce Street/Bank of corridor. America Driveway; one at Main Street/CVS Pharmacy Driveway (approximately 100 feet east of Church Street); and one at Main Street/Hudson Street/Patty Lane. The lack of dedicated bicycle accommodations and/or bicycle signage likely contributed to these crashes. RSA team members noted that during peak commuter periods motorists often block the intersections within the corridor between signal phases, in particular West Main Street (Route 20)/Church Street/Pierce Street/Bank of America Driveway, which adds to vehicle congestion and driver frustration through the corridor. RSA team members discussed whether “Do Not Block Intersection” signage and pavement markings could be installed to facilitate ongoing enforcement efforts throughout the corridor. Team members also questioned how the pavement markings would work with other markings, proposed as part of the new design, and if they would potentially add to confusion at the intersections. The RSA team mentioned that access management is an issue along the corridor due to the number of closely spaced driveways. The Town’s design team looked at numerous options to change the access to the businesses to the rear during the concept design stage, but ultimately concluded that they were not feasible. An RSA team member noted that State Law requires school buses to stop at all railroad crossings and that there is currently no signage to inform motorists. An RSA team member also noted that travel speed may have contributed to the crash history along the corridor. Motorists traveling along Route 20 through Northborough, unfamiliar with the area, may not be aware that they are entering a commercial district where they need to reduce their speed. West Main Street (Route 20)/Church Street/ Bank of America Driveway and Church Street/Pierce Street Observations: The intersection of West Main Street (Route 20)/Church Street/Bank of America Driveway is a 4way signalized intersection. In addition, Pierce Street intersects Church Street from the northeast, only approximately 40 feet north of the intersection with West Main Street, and operates under stop sign control. Given the proximity of these two intersections, they have been evaluated together. Church Street intersects West Main Street from the northwest at an obtuse angle and has a median island separating northwest-bound and southeast-bound traffic at the intersection approach. The Bank of America Driveway intersects West Main Street from the south, offset approximately 30 feet east of Church Street. From January 1, 2007, through July 14, 2010, 36 crashes were reported at this location. Of the 36 crashes, 9 (or 25%) were not the result of improper action by motorists (e.g., road conditions, sideswipe to avoid rear-end collision, etc.) while 27 (or 75%) were caused by improper turns, inattention, failure to yield, or other improper actions. The RSA team noted several deficiencies related to intersection geometry, traffic signal control, lane usage, and signage that may contribute to crash experience at this location including the following: Intersection Geometry: Fire Truck Maneuvers – Pierce Street is physically restricted to right-in/right-out movements by the presence of a median island and scored concrete on Church Street. The turning restrictions for general traffic are in place in an effort to reduce traffic conflicts between the closely spaced intersections of West Main Street/Church Street and Church Street/Pierce Street. However, these physical restrictions make it difficult for the Northborough Fire Department, which is located on Pierce Street, to turn left onto Church Street to access Route 20 during an emergency – this maneuver is required due to the limitations in the roadway network for the Fire Department to reach points north, south, and Fire Trucks have difficulty maneuvering around median west of the Fire Station. RSA island and scored concrete on Church Street. team members indicated that fire Page 9 Road Safety Audit West Main St./Main St. (Route 20) at Church St., South St. and Hudson St, Northborough Prepared by Howard/Stein-Hudson Associates, Inc. trucks destined for Route 20 currently turn left onto Church Street and then need to travel the wrong way on Church Street (around the east side of the median) to make the turn onto West Main Street (Route 20). Mobil Station Access – RSA team members noted that vehicle queues at the Church Street southeast-bound approach often block vehicles traveling northwest-bound on Church Street that are trying to turn left into the Mobil Station. As a result, these vehicles can cause queue build-up that extend into the West Main Street/Church Street intersection, adding to congestion and thus driver frustration. According to the crash data, one crash was reported involving a vehicle traveling northbound on Church Street and a second vehicle exiting the Mobil Station. The presence of vehicle queues along Church Street southbound may have reduced sight lines for the motorist exiting the Mobil parking lot which could have contributed to this crash. Two angle crashes were also reported both involving vehicles making a left turn into the Mobil Station parking lot from Church Street northwestbound lane and vehicles traveling southeast-bound through along Church Street. RSA team members Vehicles turning into Mobil Station Driveway block traffic on Church Street northwest-bound. noted that the driveway on Church Street may be necessary to accommodate large fuel deliveries. West Main Street Merge Area – Of the 36 crashes reported at this location, 3 crashes (or 8%) were sideswipe-same direction and occurred in the West Main Street westbound direction adjacent to the Mobil Station. RSA team members commented that the West Main Street merge area from 2 lanes to 1 lane may not be long enough and could have contributed to the occurrence of these crashes. Traffic Signal Control/Lane Use: West Main Street – Designated turning lanes and protected turn phases are currently not provided at the West Main Street eastbound or westbound approaches. RSA team members noted that the four-lane cross-section makes it difficult for motorists to determine when it is safe to turn. According to crash records, 5 of the 36 crashes reported at this intersection (or 14%) were rearend type involving vehicles traveling along West Main Street westbound. RSA team members Page 10 Road Safety Audit West Main St./Main St. (Route 20) at Church St., South St. and Hudson St, Northborough Prepared by Howard/Stein-Hudson Associates, Inc. noted that these crashes may be the result of motorists suddenly stopping to allow West Main Street eastbound left-turning vehicles to pass through the intersection, which are then rear-ended by unsuspecting motorists behind them. Crash records also indicate 3 sideswipe collisions (2 in the eastbound direction and 1 westbound) that may be the result of motorists attempting to maneuver around vehicles waiting in the travel lane for a safe gap to turn. Bank of America Driveway – One angle crash was reported that involved a vehicle making a left turn onto West Main Street from the Bank of America Driveway and a second vehicle from Church Street southeast-bound. The crash report indicates that the light was green for both approaches and that there was no improper driving by either motorist that contributed to the crash. The existing signal phasing at the intersection currently provides the Bank of America Driveway with a short lead phase to allow left-turns onto West Main Street westbound before changing to a permitted phase concurrent with Church Street southeast-bound. However, signage and vehicle indications (i.e., a left-turn arrow with a Left Turn Yield on Green sign [R10-12]) are not provided to warn motorists exiting the Bank of America Driveway that they only have a short protected left-turn phase and that they may need to yield on green when Church Street southeast-bound is given the green light. In addition, due to the offset alignment of the Bank of America Driveway, and the large plantings on the center island, motorists turning left onto West Main Street from Church Street may not expect or readily see Offset alignment of Bank of America Driveway may add to driver vehicles exiting the Bank of confusion at the intersection. Signage: Sign Clutter – RSA team members noted that signs for local businesses on the Church Street median island add to sign clutter and reduce sight distance between vehicles traveling along West Main Street westbound and vehicles making a right-turn from Church Street southbound onto West Main Street. Warning Signage – A pedestrian crossing warning sign (W11-2) and supplemental PED XING plaque are provided along the West Main Street eastbound approach approximately 150 feet west Page 11 Road Safety Audit West Main St./Main St. (Route 20) at Church St., South St. and Hudson St, Northborough Prepared by Howard/Stein-Hudson Associates, Inc. of the intersection with Church Street; visibility of the sign is reduced by the presence of trees along the sidewalk. A second pedestrian warning sign (W11-2) is also provided at the crosswalk at the West Main Street eastbound approach at Church Street. RSA team members noted that these signs are unnecessary due to the presence of the traffic signal at the intersection and only add to sign clutter. Regulatory Signage – At the intersection of Church Street/Pierce Street, the stop sign (R1-1) at the Pierce Street southwest-bound approach is located behind a tree and is not visible. In addition, the No Left Turn sign at the Pierce Street southwest-bound approach is non-standard per MUTCD. Design-Specific Comments: The RSA team noted the following with respect to the proposed 75% Design Plans: 1. The RSA team noted that the proposed receiving lane along West Main Street eastbound is only 22 feet in width, which may not be wide enough to facilitate a double left-turn from Church Street southeast-bound. 2. The proposed design calls for the addition of a West Main Street eastbound left-turn pocket with protected/permissive phasing. The RSA team noted that the addition of a left-turn pocket and protected phase would enhance safety at the intersection. However, it was noted that the designer should evaluate potential interactions between West Main Street eastbound left-turning vehicles with West Main Street westbound through traffic and consider the safety benefits and operational impacts of making the West Main Street left-turn phase protected only. The West Main Street eastbound left-turn pocket is developed along a horizontal curve with limited right-of-way. There is no painted island on the opposite side of the intersection, which creates a “pinch point” in the middle of the intersection for eastbound left-turning vehicles waiting for a gap in the westbound through. As such, permissive eastbound left-turning vehicles may encroach on the westbound through lane. If permissive phasing is deemed appropriate as part of the final design, the RSA team noted that it may be beneficial to add double yellow dashed lines, or other appropriate pavement marking, through the intersection to delineate the West Main Street westbound through travel lanes. 3. The proposed design calls for the redesign of the median island on Church Street. The RSA team noted that the proposed median partially extended into the intersection which may inhibit left-turns into Church Street from West Main Street eastbound. However, the RSA team members also noted that the proposed design may also help to slow vehicles turning into Church Street which may improve safety. 4. The RSA team noted that cyclists riding along West Main Street eastbound may be confused by the proposed pavement markings adjacent to the modified center island at the Bank of America Driveway that are intended to define the vehicle travel paths for vehicles around the island. West Main Street/Main Street/South Street/Blake Street Observations: The intersection of West Main Street/Main Street/South Street/Blake Street is a four-way signalized intersection. South Street, which is designated as Route 135, intersects West Main Street/Main Street from the south. Blake Street intersects Main Street from the north; offset approximately 50 feet to the east of South Street. Blake Street is restricted to one-way northbound travel at the intersection with Main Street. An at-grade railroad crossing is located approximately 100 feet east of the intersection. According to crash records, 27 crashes occurred at this intersection location from January 1, 2007, through July 14, 2010. Crashes were the result of improper turns or other action (15, or 56%); driver failure to yield right of way (8, or 29%); or inattention (4, or 15%). Of the 27 crashes, 2 crashes were angle type involving motorists making a left-turn into Blake Street from Main Street eastbound. RSA team members noted that the vehicle queues at Main Street westbound often make it difficult for eastbound vehicles to make a left turn. In addition, the absence of a dedicated turning lane combined with the wide 4-lane cross-section may contribute to driver error at this location as it can be difficult for motorists to judge when there is an adequate gap to turn safely. RSA team members noted that the right-turn only pavement markings and signage are not provided at the West Main Street eastbound right-turn lane. Crash records indicate that 5 angle crashes (or 19%) involved vehicles making a leftturn onto South Street from Main Street westbound and vehicles traveling along West Main Street eastbound. Confusion over lane usage combined with the wide cross-section of West Main Street may have contributed to these crashes. During the RSA, the team noted several groups of school children, destined for the Northborough House of Pizza, crossing Students crossing Main Street at the railroad crossing. Hudson Street Main Street (Route 20)/Patty Lane/ Observations: The intersection of Main Street (Route 20)/Patty Lane/Hudson Street is a four-way unsignalized intersection. Hudson Street and Patty Lane operate under stop control and the Main Street eastbound and westbound approaches are uncontrolled movements. According to traffic count data at this intersection, left turns onto Hudson Street from Main Street eastbound are heavy (approximately 300 vehicles per hour) during the weekday morning and evening peak periods. Sight lines east of Hudson Street are limited by a horizontal/vertical curve and a stone retaining wall. Of the 40 crashes that occurred at this intersection, 9 crashes (or 23%) were angle/left-turn collisions involving Main Street westbound and Hudson Street southbound traffic. During the RSA, team members noted that sight lines to the east of the intersection are limited due to the presence of a horizontal and vertical curve combination in the alignment of Main Street, and the presence of a stone retaining wall, which may be a contributing factor to these crashes. 7 angle crashes were reported involving Main Street eastbound traffic with Main Street westbound left-turning vehicles. RSA team members noted that these crashes may be the result of the wide cross-section and driver uncertainty of when it is safe to turn. For example, the “double-threat” situation, where motorists in one lane along Main Street eastbound may stop to let a vehicle traveling westbound make a left turn, but the second vehicle traveling eastbound in the other lane unknowingly does not stop. Pedestrian crosswalks are not provided across Main Street at this intersection. RSA team members noted that the Dead End sign (W14-1) posted on the back of the Stop Sign (R1-1) on Patty Lane does not meet current standards per MUTCD section 2A.16. Potential Safety Enhancements Based on its observations and discussions, the RSA team identified the issues and possible enhancements that could improve safety along the segment of West Main Street/Main Street between Church Street and Hudson Street in Northborough, Massachusetts. Many of the enhancements identified during the RSA have already been evaluated as part of the design process. Although further design work or consideration may be necessary to determine the feasibility of making some of the improvements to the corridor. Short-term enhancements include: Reduce sign clutter; Prohibit movements that cause vehicular conflicts (e.g., left-turn into Mobil on Church Street, left turn into Blake Street from Main Street); and Consider providing a pedestrian education program to local schools. To enhance the safety of the intersection, the long-term enhancements are to: Improve sight distance; Improve intersection control; Improve signage; Improve lane use markings; Improve pedestrian accommodations; and Improve bicycle accommodations. Table 6 summarizes these safety issues, possible enhancements, estimated safety payoff, time frame, cost, and responsibility. Safety payoff estimates are based on engineering judgment and are categorized as low, medium, and high. The time frame is categorized as short-term (<1 year), mid-term (1 to 3 years), or long-term (typically >3 years). Long-term improvements are typically considered to be substantial improvements with an expected time frame for implementation greater than 3 years; however, if improvements to the study area are selected as an HSIP project, then redesign of the intersection would be advertised for construction sooner. The costs are categorized as low (<$10,000), medium ($10,001 to $50,000), or high (>$50,000). It is the responsibility of the Town of Northborough to ensure that the designer incorporates the relevant safety enhancements identified as part of this RSA. The RSA is intended to identify potential safety improvements that can be evaluated and included as part of the design process for the reconstruction. The short-term low-cost potential improvements should be considered by the responsible agency for implementation prior to reconstruction.
