Nitsch Engineering has been retained by TEC, Inc. on behalf of BlueTarp reDevelopment, LLC to complete a series of Road Safety Audits (RSAs) for the Massachusetts Department of Transportation (MassDOT), which are associated with the design of a proposed MGM casino redevelopment in Springfield,
Massachusetts. MassDOT requested RSAs for eight locations in the vicinity of the proposed MGM site, which is located in the City of Springfield and bounded by State Street to the north, Union Street to the south, Main Street to the east, and East Columbus Avenue to the west. The Locus Map of the study area, including the proposed MGM site and the eight RSA locations, is shown in Figure L-1.
This report outlines the eighth of the eight locations, referred to as “Dwight Street”. Dwight Street consists of the intersection of Dwight Street at the Interstate 291 (I-291) Westbound Ramps.
The RSA for Dwight Street occurred on Monday, November 23, 2015. As indicated in Table 1 on the next page, the audit team consisted of representatives from the City of Springfield, MassDOT Traffic Operations and Highway Safety, TEC, Inc., Fuss & O’Neill, Pioneer Valley Planning Commission, Springfield
Department of Public Works, and Springfield Police Department. The group observed operations with respect to safety at the study intersections and this report documents the audit team’s findings. The Road Safety Audit (RSA) is one of the first steps in the design process as well as a necessary step for the project to be eligible to receive Highway Safety Improvement Program (HSIP) federal funds for construction, if applicable. Due to the nature of these RSAs in relation to the proposed MGM Casino redevelopment, not all locations are HSIP eligible, however, they have been deemed high crash locations.
For Dwight Street, the area is not eligible for HSIP funding.
The goal of the RSA is to identify potential safety issues that can be addressed with short-term improvements, immediately or in the near future, and long-term improvements that can be incorporated into a future design project.
The RSA is a multidisciplinary collaborative process by state, municipal, law enforcement, public works, and design consultants. The process involves conducting a meeting to discuss current crash data and safety issues at the site, visiting the site to discuss possible solutions that would improve safety, and preparing a written report that outlines the safety issues discussed along with the costs and timeline for implementing improvements.
The Audit Study Area Map of Dwight Street is shown in Figure 1. The existing conditions for the study intersection is described below and an aerial map is shown in Figure 2.
Dwight Street at I-291 Westbound Ramps
Dwight Street and I-291 Westbound Ramps Street intersect to form a four-way signalized intersection, with
Dwight Street approaching from the north and south, I-291 Westbound Off-Ramp approaching from the west, and I-291 Westbound On-Ramp due west from the intersection.
Approaching from the south, Dwight Street consists of a shared left-turn/through lane and an exclusive through lane, separated by a median from two departure lanes. Approaching from the north, Dwight Street consists of an exclusive through lane and a shared through/right-turn lane, separated by a median from two departure lanes.
Approaching from the east, I-291 Westbound Off-Ramp consists of one shared left-turn/through lane and a channelized right turn lane. The right-turn lane operates under “YIELD” control. Due west from the intersection, the I-291 Westbound On-Ramp consists of one through lane.
Dwight Street runs in a north-south direction through the audit area, and is classified as an urban principal arterial south of the intersection and an urban collector north of the intersection. Dwight Street is approximately 1.7 miles long and runs between Dover Street to the north and State Street to the south. The roadway is maintained by the City of Springfield and has no posted speed limit in the vicinity of the intersection.

TEC, Inc. evaluated the last four years of available crash data (2011 – 2014) from the City of Springfield to establish a crash rate at the intersection to compare to the average Statewide crash rate 1 of 0.80 per
Million Entering Vehicles (MEV), and the average crash rate for District 2, which includes the City of
Springfield, of 0.82 per MEV, for signalized intersections.
For the four year period of 2011-2014, a total of 16 crashes were documented, yielding a crash rate of 1.22 per MEV, which is above both the Statewide and District 2 averages for signalized intersections. Notably, seven crashes included angle collisions between the Dwight Street northbound and I-291 Westbound Off-
Ramp approaches.

Based on a summary of the existing crash information and the RSA site visit, audit participants identified specific safety issues. The findings are summarized below.
Dwight Street at I-291 Westbound Ramps :
Traffic Operations: o The Dwight Street northbound left-turn traffic signal phase onto I-291 Westbound Ramps is not protected and is permissive only, which may cause drivers to accept smaller gaps in opposing traffic, and may be the cause of crashes “3”, “6”, “10”, “22”. o The existing traffic signal loop at the I-291 Westbound approach is wound around an existing catch basin and is subject to heavy pavement rutting and shoving. As a result, the signal loop is exposed and not operational. As a result, the ramp is operating with maximum recall at all times of the day. This may contribute to excess delay and driver frustration for vehicles traveling along Dwight Street. o Audit participants noted angle collisions while executing the left-turn movement from the ramp, as shown in crashes “4”, “11”, “12”, “14”, “15”, “20”, and “21” may be due to redlight running.
Access Management: o Audit participants noted the lack of wrong-way prevention at the I-291 Westbound approach, which can prevent vehicles from unknowingly traveling in the wrong direction onto I-291.
Visibility & Lighting: o Intersection sight distance (ISD) looking left from the I-291 Westbound approach is poor due to the existing I-291 bridge abutment and excessive vegetation, and may also be a contributing factor to crashes “4”, “11”, “12”, “14”, “15”, “20”, and “21”. o The traffic signal visibility on the Dwight Street approaches is below average due to the presence of the I-291 bridge decks and may contribute to red-light running. o There are no backplates on any traffic signal housings at the intersection. o Lighting at the intersection is poor due to the lack of lighting fixtures and presence of the
I-291 bridge decks, which may cause glare coming from a shaded area to a sunlight area and make it difficult to observe the signal heads in ample time.

Bicycle Accommodations, Drainage, and Pavement Condition o A catch basin located on the west side of Dwight Street near the I-291 bridge deck is rotated such that the longitudinal bars that may cause bicycle tires to get caught within the structure.

Signage, Warning Devices, and Electrical: o Several traffic signs near the intersection are mounted on metal pipe posts and are most likely not breakaway. o The ‘Signal Ahead’ sign on Dwight Street southbound contains graffiti and may not be legible. The illumination on alternating flashing yellow beacons for Dwight Street both northbound and southbound is poor.

Pedestrian Accommodations: o Despite the presence of sidewalks both the east and west sides of Dwight Street, there is no crosswalk across Dwight Street and no pedestrian signals across the I-291 Westbound
Off-Ramp approach. o The pedestrian ramps at the crosswalk termini across the I-291 ramp legs are in poor condition and are not compliant with current standards.

Following review of crash data and traffic counts and a discussion of potential safety issues, audit participants recommend the following.
Dwight Street at I-291 Westbound Ramps :
Investigate if an exclusive left-turn lane and protected phase for Dwight Street northbound left-turn onto I-291 Westbound Ramps is warranted, which would also entail new signal heads, signage, and pavement markings.
Install new signal loops for the I-291 Westbound Ramps. Examine installing the loops away from the existing catch basin.
Evaluate and retime the clearance interval between the Dwight Street and the I-291 Westbound
Ramps signal phase, if necessary.
Install wrong-way prevention onto the I-291 ramp, including enhanced signage, pavement markings, and roadway markers.
Examine installing supplemental post-mounted signals along Dwight Street in advance of the intersection to increase signal visibility under the I-291 bridge decks to prevent red-light running.
Trim vegetation on the southeast corner of the intersection to increase available ISD.
Investigate if traffic signal backplates can be added to the existing mast arm and signal housings to increase signal visibility.
Install lighting fixtures under the I-291 bridge decks and in the vicinity of the intersection to increase illumination.
Rotate 90 degrees the existing catch basin located on the west side of Dwight Street near the I-291 bridge deck and all catch basins that may conflict with bicycle travel.
Investigate drainage patterns and furnish new drainage structures throughout the intersection.
Consider relocating the existing catch basin away from the middle of the I-291Westbound Ramp approach.
Resurface the Dwight Street approaches to eliminate existing rutting.
Mount traffic signs near the intersection on breakaway posts.
Install new ‘Signal Ahead’ signage to replace signage that has limited visibility due to graffiti.
Replace light bulbs on alternating flashing yellow beacons for Dwight Street both northbound and southbound.

MV1 travelling WB off the I-291 off-ramp making a left turn onto Dwight Street SB. MV2 travelling Dwight Street NB when
MV1 came out from the off-ramp, making contact with MV2.
MV1 travelling on Rte. 291 off-ramp (WB) and was making a left turn (with green traffic signal) to Dwight Street SB. MV2 travelling Dwight Street NB claiming that glare was so intense that she did not see the red traffic signal, thus colliding with
MV1.
MV1 travelling EB on off-ramp when attempting to make right turn onto Dwight Street SB. MV2 travelling SB made contact with MV1 at intersection. MV1 driver claimed he slid into the intersection due to road conditions.
MV1 exiting I-291 (WB) making left turn onto Dwight Street
NB when driving over island separating Dwight Street NB and
SB traffic. MV1 struck stationary traffic signal/post. MV1 fled scene.
MV1 travelling NB Dwight Street, MV2 travelling WB 291 offramp. MV2 attempted right turn onto Dwight Street NB when
MV1 made contact. MV1 had red traffic signal, MV2 had yellow.

Dwight Street. MV1 was attempting a U-turn at Dwight/I-291 off-ramp intersection when car was struck.

Street SB when making contact with MV2.
MV2 traveling WB on I-291 off-ramp skidded on wet roadway surface into the intersection as the light turned red. MV1 traveling on Dwight Street NB entered the intersection and struck by MV2.
