As indicated in Table 1, the Audit Team consisted of representatives from the Town of South Hadley, MassDOT Traffic Engineering & Safety, MassDOT District 2, and the Pioneer Valley Planning Commission (PVPC). The Audit Team observed operations with respect to safety at the study intersection and this report documents the Team’s findings. The RSA agenda can be found in Appendix A. The goal of this RSA is to identify potential safety issues that can be addressed with short-term improvements prior to construction and long-term improvements that can be incorporated into the design. All improvements should adhere to the MassDOT guidelines for intersection design. The RSA is a collaborative process by state, municipal, law enforcement, public works, and design consultants. The process involves conducting a meeting to discuss current crash data and safety issues at the site, visiting the site to discuss possible solutions that would improve safety, and preparing a written report that outlines the safety issues discussed along with the costs, timeline, and agency responsibility for implementing improvements. Project Location and Description The Locus Map of the study area is shown in Figure 1. The intersection is in a predominately residential area. The Plains Elementary school is located in the northwest quadrant of the intersection and the southeast quadrant is currently vacant unoccupied land. An aerial map of the study location of Granby Road (U.S. Route 202) at Lyman Street/Willimansett Street is shown in Figure 2. Granby Road (U.S. Route 202) in South Hadley is classified as an urban principal arterial that runs in an east-west direction through the project area. Because of the intersection orientation within the project area, Route 202 south is oriented to the west and Route 202 north is orientated to the east. Granby Road is maintained by MassDOT. Granby Road has a posted speed limit of 30mph approaching the intersection in both directions. Lyman Street/Willimansett Street in South Hadley is classified as an urban principal arterial that runs in a north-south direction through the project area. There are no posted speed limits on either Willimansett Street or Lyman Street approaching the intersection. In the absence of a specific speed zone regulation, the speed limit for Willimansett Street and Lyman Street in accordance with Massachusetts General Laws, Chapter 90, Section 17 would be 40 mph and 30 mph respectively. Lyman Street and Willimansett Street are maintained by the Town of South Hadley. Nitsch Engineering evaluated the last three years of available crash data (2010 – 2012) from MassDOT to establish a crash rate at the intersection to compare to the MassDOT signalized intersection average of 0.80 per Million Entering Vehicles (MEV) Statewide and 0.82 per MEV for MassDOT District 21. For the crosswalk on the Granby Road westbound approach, the median signal post blocks the far side pedestrian indication. The median signal post is a hazard to vehicles traversing the intersection o Backplates are not mounted on the any of the signal heads, which aid in visibility against the adjacent background. o The traffic signals are mounted on aluminum mast arms, which are no longer used by MassDOT. The Lyman Street southbound approach mast arm does not extend far enough out over the intersection, causing the signal indications to be difficult to observe for motorists at the approach. The locations of the signals may cause difficulty for motorists observing the signal indications Page 5 Road Safety Audit — Granby Road (U.S. Route 202) at Lyman Street/Willimansett Street (Route 33) Nitsch Engineering 9720.5 o There is no signal advanced warning sign along the horizontal curve approaching the intersection from Willimansett Street (Route 33) northbound. Access Management: o Old Lyman Road intersects Willimanett Street approximately 400 feet south of the project intersection. The proximity of Old Lyman Road affects the safety at the project intersection due to the following: Right-turns from Old Lyman Road westbound onto Willimansett Street (Route 33) northbound may interrupt northbound traffic flow on Willimansett Street, particularly if motorists are directed for the left-turn only or through only approach lanes, as these vehicles create a necessary weaving maneuver with vehicles bound for the northbound right-turn lane. Left-turns from Old Lyman Road westbound onto Willimansett Street (Route 33) southbound need to cross three lanes of northbound traffic, merge into two lanes of southbound traffic, and contend with southbound left-turning vehicles onto Old Lyman Road eastbound, creating several conflict points. This may be the cause of rear-ends as traffic slows or stops suddenly to avoid these vehicles. Vehicles exiting Old Lyman Road disrupt traffic flow on both Willimansett Street northbound and southbound, causing vehicles to slow down or stop for vehicles entering and exiting Old Lyman Road o Members of the Town of South Hadley indicated Old Lyman Road consists of a relatively high quantity of heavy vehicle/truck traffic. Commercial vehicles are excluded from Old Lyman Road from 7:00 PM to 7:00 AM. o A traffic study for the intersection of Willimansett Street (Route 33) at Old Lyman Road was completed by the Pioneer Valley Planning Commission (PVPC) in August 2007. The study indicated the intersection meets several warrants for the installation of a traffic signal system. However, installation of a traffic signal was not recommended at the time due to Page 6 Road Safety Audit — Granby Road (U.S. Route 202) at Lyman Street/Willimansett Street (Route 33) Nitsch Engineering 9720.5 the intersection operating at acceptable levels of service (LOS) and the proximity to the project intersection, mentioning installation of a traffic would require signal timing coordination with the project intersection. A copy of the traffic study is included in the Appendix. o Members of the Town of South Hadley indicated that a new Plains School building, located on the northwest corner of the intersection, will be operational for the 2015-2016 school year. The existing Plains School building, also located on the northwest corner of the intersection, will be demolished. The opening of the new school will create a new traffic pattern in which school pick-up/drop-off vehicles will access and egress the school via Lyman Street (Route 33), north of the intersection. Intersection Queuing and Lane Designation: o Due to the high quantity of Granby Road (U.S. 202) southbound left-turn volumes, queued vehicles may block the progression of through traffic. To circumvent this, vehicles frequently travel over and queue onto the painted island at the approach. Furthermore, when approaching the intersection desiring to make a left-turn during the protected leftturn phase, vehicles frequently accelerate to reach the back of queue to increase the probability of passing through the intersection during the current signal phase. The southbound left-turn vehicles frequently queue into the through lane blocking traffic. Motorists approaching or queued at the intersection have been observed traveling over and queuing onto the painted island. o Through vehicles traveling along Granby Road (U.S. 202) northbound were observed using mostly the through-only (middle) lane, where the right-most lane is designated as a shared through/right-turn lane. Audit participants observed that when traffic in the through only lane is congested and the shared through/right-turn lane is underutilized, vehicles may use the shared through/right-lane as a passing lane to travel through the intersection at a high rate of speed. The lack of two receiving lanes and proper downstream merging taper may deter drivers from using the shared through/right-turn lane to travel through at the northbound approach. Page 7 Road Safety Audit — Granby Road (U.S. Route 202) at Lyman Street/Willimansett Street (Route 33) Nitsch Engineering 9720.5 The lack of two northbound receiving lanes and proper downstream merging taper may deter drivers from using the shared through/right-turn to travel through the intersection. o As vehicles approach the intersection along Willimansett Street (Route 33) northbound, the roadway widens from two general purpose lanes to accommodate a left-turn only lane, a through only lane, and a right-turn only lane at the intersection. The left-most general purpose lane aligns with the through-only lane at the intersection and the right-most general purpose lane aligns with the right-turn only lane at the intersection. Vehicles traveling in the right-most general purpose lane bound for Route 33 northbound were observed merging leftward towards the through lane, as to not incorrectly end up in the right-turn only lane. This merge can be problematic if not executed well in advance, and/or in times of high traffic congestion, as a merging vehicle could easily block traffic bound for the right-turn only lane. Audit participants noticed that there are only two small lane designation signs approaching the intersection and they are both located within 500 feet of the intersection, which does not appear to provide enough time for drivers to react prior to reaching the intersection queue. This may contribute to excessive delay and lead to driver frustration. The right-most lane on Willimansett Street northbound approach becomes a right-turn only lane at the intersection, which may create a last-second weave by vehicles attempting to travel or queue within the correct lane assignment. Page 8 Road Safety Audit — Granby Road (U.S. Route 202) at Lyman Street/Willimansett Street (Route 33) Nitsch Engineering 9720.5 o Pedestrian Accessibility: o Some of the pedestrian push buttons at the intersection are new, but several are old and not compliant with current standards. o The pedestrian signal indications do not contain countdown displays. Bicycle Accessibility: o Bicycle accommodation is not present at the intersection. Emergency Vehicle Pre-emption: o The traffic queue of the through movement at the northbound Willimansett Street (Route 33) approach can block progression of the vehicles that desire to access the left-turn lane to turn left onto Granby Road (U.S. 202) southbound. Audit participants noted that vehicles frequently travel over the median island to circumvent the existing queue in the through only lane to access the left-turn only lane. Emergency vehicle pre-emption is not present at the intersection. Future Development: o The Town of South Hadley mentioned it planned on applying for a MassWorks Infrastructure Program Grant for improvements to Granby Road (U.S. 202) east of the intersection for Fiscal Year 2016. o Land on the southeast corner of the intersection was recently purchased and may be developed as a retail parcel. o The Town of South Hadley is selling the land to the south of the existing Plains School along the west side of Granby Road (U.S. 202). Page 9 Road Safety Audit — Granby Road (U.S. Route 202) at Lyman Street/Willimansett Street (Route 33) Nitsch Engineering 9720.5 Potential Safety Enhancements Following review of crash data and traffic counts and a discussion of potential safety issues, audit participants recommend the following. Reconstruct the existing traffic signal system with new steel mast arms with overhead turning signal indications and backplates. Replace existing pedestrian signals with heads that include pedestrian countdown displays, and furnish push buttons and signage that meet current standards. Install advance signal ahead warning sign south of the intersection on Willimansett Street (Route 33) to alert drivers approaching the intersection prior to the roadway horizontal curve. Mount advanced warning signage giving lane indications well in advance of intersections to limit vehicle merging close to the intersection and to prevent underutilization of shared lanes. Examine restricting left-turning movements from Old Lyman Road onto Willimansett Street (Route 33) southbound. Lengthen the left-turn vehicle queuing storage approaching the intersection at Willimansett Street (Route 33) northbound and Granby Road (U.S. 202) southbound. Reconstruct the curb line along Granby Road (U.S. Route 202) northbound departing the intersection to include two receiving lanes and to lengthen the taper and merge area. Widen the intersection shoulders to accommodate bicycle travel. Install an emergency vehicle pre-emption system. This request included PVPC staff to perform a traffic count on Abbey Street and conduct a traffic signal warrant analysis at the intersection of Old Lyman Road and Route 33. In addition to a signal warrant analysis, the Level of Service (LOS) was calculated for each intersection. The results of the signal warrant analysis indicate that while the intersection of Route 33 with Old Lyman Road meets the minimum volume requirements for the installation of a traffic signal as defined in the Manual on Uniform Traffic Control Devices (MUTCD), the intersection operates at acceptable levels and has no history of safety problems. As a result, a traffic signal is not recommended at this time. The following sections present more information on the results of the analysis. Data Collection Automatic traffic counts were performed at the intersection of Route 33 with Old Lyman Road during the month of May, 2007. Manual turning movement counts were taken by PVPC staff during the morning (7-9 AM) and afternoon (4-6 PM) peak hours in February and April, 2007. The 48 hour automatic traffic recorder counts were conducted on each approach of the intersection of Route 33 with Old Lyman Road. The Massachusetts Highway Department (MassHighway) develops traffic volume adjustment factors to reflect monthly variations as traffic volumes tend to fluctuate over the course of the year. These factors were examined to determine how traffic conditions during the different months compare to average month conditions. For example, based on the MassHighway data, traffic volumes during the month of May were found to be slightly higher than the annual average. Therefore, all traffic count volumes were adjusted to reflect average month conditions. The adjusted weekday morning and afternoon peak hour traffic volumes are shown in Figure 1. Daily traffic volume information is summarized in Table 1. This intersection experienced two crashes from January 2000 through April 2007. Information on the type and severity of these crashes was not available for the analysis. In order to qualify for consideration for installation of a traffic signal, a total of 5 or more reportable crashes of a type correctable by a signal installation must have occurred within a 12 month period. Currently, this intersection does not meet such criteria. Capacity Analysis The intersection of Route 33 with Abbey Street and Route 33 with Old Lyman Road were examined with regard to capacity and delay characteristics to determine the existing Level of Service (LOS). LOS is an indicator of the operating conditions which occur on a roadway under different volumes of traffic and is defined in the 2000 Highway Capacity Manual by six levels, “A” to “F”. A number of operational factors can influence the LOS including geometry, travel speeds, delay, and the number of pedestrians. Depending on the time of day and year, a roadway may operate at varying levels. Level of Service “A” represents the best operating conditions and is an indicator of ideal travel conditions with vehicles operating at or above posted speed limits with little or no delays. Conversely, LOS “F”, or failure, generally indicates forced flow conditions illustrated by long delays and vehicle queues. Level of Service “C” indicates a condition of stable flow and is generally considered satisfactory in rural areas. Under LOS “D” conditions, delays are considerably longer than under LOS “C”, but are considered acceptable in urban areas. At LOS “E” the roadway begins to operate at unstable flow conditions as the facility is operating at or near its capacity. A summary of the existing LOS at the intersections of Route 33 with Old Lyman Road and Route 33 with Abbey Street is shown in Tables 2 and 3 respectively. In reality, as minor street delays increase, vehicles are more likely to accept smaller gaps in the traffic stream causing through moving vehicles to reduce speed and suffer some delay. The left turn movement off the minor street approach is the most heavily opposed movement and typically suffers the greatest delay. Therefore, this movement is used as a gage to determine the overall operations at an unsignalized intersection. The Old Lyman Road approach operates at LOS “B” during morning and afternoon peak hours. The intersection of Route 33 with Abbey Street and Laurie Street also operates at acceptable levels. The longest delays were calculated to occur on Laurie Street which operates at LOS “C”. Traffic Signal Warrants Analysis The intersection of Route 33 with Old Lyman Road was checked to determine if the minimum warrants for the installation of a traffic signal are met. The Manual on Uniform Traffic Control Devices (MUTCD) sets forth the criteria for eight warrants of which, the requirements of one or more should be fully satisfied before a signal is installed. In addition, the installation of a traffic signal must improve the safety and operation of the location under study. Based on results of the analysis, the intersection of Route 33 with Old Lyman Road meets three out of eight warrants, as defined in MUTCD. A summary of the results is presented in Table 4. Satisfaction of this warrant is a strong indication that a traffic signal is required over the course of the entire day. Warrant 2 and Warrant 3 also require minimum volumes to be met over shorter timeframes. Conclusions and Recommendations Based on the results of the analysis, the intersection of Route 33 with Old Lyman Road meets the volume requirements to warrant a traffic signal. However, full signalization is not recommended at this time. Based on the results of the LOS analysis, this intersection currently experiences minimum delay as over 90% of peak hour traffic turns right out of Old Lyman Road . Based on PVPC field observations, delays from intersection of Route 33 with Route 202 contribute to delay on Old Lyman Road. Signalization of this intersection would require coordination with the intersection of Route 33 and Route 202 and costly upgrades to equipment. Also, exiting Left-Turn lane on Route 33 adequately handles queuing. At the time of the field inventory, pavement markings in the vicinity of the intersection were noted to be faded. New pavement markings may be installed to assist in traffic control in this area. It is also recommended that this intersection be monitored and re-examined in the future. Copies of the traffic signal warrants worksheets, the turning movement counts and the capacity analysis for the existing conditions have been attached to this letter.
