Burns Replacement Project (Worcester) How the Noise Control Plan Works • Scientifically projects noise increase in construction areas based on: • Equipment to be used • Location of work • Prediction evaluated against applicable noise limits. • Mitigation warranted if noise limits are exceeded. • Mitigation measures are readied prior to work: • Shielding noisy operations • Means and methods – machinery types and use • Contractor’s responsibility to comply • MassDOT oversees compliance. Noise Criteria Limits • Lot-line noise limits for all receptors. • Different limits for daytime, evening, and nighttime: • Daytime: 7 AM to 6 PM • Evening: 6 PM to 10 PM • Nighttime: 10 PM to 7 AM • Equipment noise emission limits: • Limits at 50 feet for different equipment at any time of day. Baseline Noise Monitoring • Baseline is the noise level in a given area under normal, everyday conditions. • Conducted January 23-24, 2014 • 24-hourly noise readings collected in: • Hampstead Road/Arborway Hillside • Asticou Road/Martinwood/South Street Neighborhood (AMSN) • Arborway Gardens/Washingtonian Court Baseline Noise Monitoring Locations Baseline Noise Monitoring Locations: Description • The previous slide showed the baseline noise monitoring locations. • The noise monitoring locations are broken down into 3 areas; area 1, 2, and 3. • Area 1 represents the Hampstead Road and Arborway Hillside neighborhood. • Area 2 represents the Asticou Road neighborhood. • Area 3 represents Arborway Gardens and Washingtonian Court neighborhood. Specification Noise Limits L10 noise readings are averaged over 20 minute intervals. Lmax noise readings occur instantaneously. (*) City of Boston Noise Limit (must exceed limit by 5 dBA). (**) City of Boston Noise Limit = 86 dBA. Specification Noise Limits: Description • The previous slide showed a table that defines the lot line construction noise criteria limits in decibels. • The noise criteria is broken down into 3 time periods. • The first time period, day, is between 7am and 6pm. • The second time period, evening, is between 6pm and 10 pm. • The third time period, night, is between 10pm and 7 am. Hampstead Road/Arborway Hillside Construction Noise Lot-Line Criteria Limits L10 noise readings are averaged over 20 minute intervals. Lmax noise readings occur instantaneously. AMSN Construction Noise Lot-Line Criteria Limits L10 noise readings are averaged over 20 minute intervals. Lmax noise readings occur instantaneously. Arborway Gardens/Washingtonian Court Construction Noise Lot-Line Criteria Limits L10 noise readings are averaged over 20 minute intervals. Lmax noise readings occur instantaneously. Examples of Noise Sources Examples of Noise Sources: Description • The previous slide showed multiple examples of noise levels in the form of a decibel, abbreviated by the letters dB. • The purpose of this slide was to allow residents an easy comparison to familiar objects sound output. • Noise levels range from normal breathing at 10 dB, to the louder types of construction equipment at 100 dB, and a space shuttle launch at 160 dB. Dust and Traffic Control A Bit About Crystalline Free Silica • A naturally occurring material • Present in: • • • • Many types of soil Beach sand Glass All concrete Silica Safety and Prevention • Harmful if inhaled as dust in quantity • Contractor health and safety plan addresses dust control on site • Assumes a 5% silica concentration to be present within Casey Overpass concrete. • During demolition activities, water will be used to minimize dust emissions, per MassDOT and OSHA requirements • Dust monitoring will be conducted during concrete demolition activities Asbestos Safety and Prevention • Testing conducted at MassDOT request • Tests performed: • By two independent contractors • At 10 locations including the deck, piers, and abutments • A total of 20 samples were analyzed by two different laboratories • The result of all 20 samples: • Asbestos is not present in the concrete Lead Paint • All federal, state, local, and OSHA regulations will be followed • Means and methods control for any lead departing the structure during demolition: • Girders sheared, not torched • Steel trucked out and recycled off-site Traffic • Our goal: • Keep traffic in the corridor • Off neighborhood streets • Projected cut-through routes mapped and counts obtained during design • No detours in this phase Traffic Details • Work zone intersection control: • • • • Boston Police State Police Ensure safety Pull traffic through work zone • General corridor control • BTD • Ensure safety • Deter double parking Public Outreach Outreach to Date • DOT and contractor staff • Public information meetings • January public information meeting • March public information meeting • 3-week look ahead emails ongoing • Progress images shared via MassDOT social media • Project hotline - (617) 571-7878 Elements for the Next 90 Days • Alerts for major traffic changes via: • • • • Public meetings – Early May Project website Email bursts Local and city-wide media • 1st quarterly newsletter – April, 2015 • Office hours: • Once a month until bridge demolition complete • Curtis Hall from 5:30-7:30 • Initial session: 3/24/15 Question & Answer To learn more about the project, ask a question or express a concern, please contact: James Kersten, Legislative Affairs (857) 368-9041 Project Hot-Line: (617) 571-7878 To sign-up for the stakeholder database, please contact: Caseyarborway.construction@dot.state.ma.us Project website: www.massdot.state.ma.us/caseyarborway
