Chapter 9 RESPONSE TO COMMENTS 9.0 RESPONSE TO COMMENTS
The recommended LPA is based on a year and a half long planning and environmental process, which included thorough technical evaluation and broad­based public involvement with the project’s Citizens Advisory Committee (CAC), neighborhood and advocacy groups, the general public, and other stakeholders (see Chapter 8 – Public Involvement). A preliminary draft RDEIR/DEIS was submitted to the CAC in the summer of 2008. The CAC subsequently provided detailed comments based on their review of the document. After subsequent meetings and discussions with the CAC, the project proponent revised and updated the RDEIR/DEIS document to address CAC comments where appropriate. EOT recognizes that a number of issues related to the proposed LPA remain unresolved, that the publication of the RDEIR/DEIS is an opportunity for public comment on the recommended alignment, and that some elements of the proposed LPA may be subject to change and refinement during the preliminary engineering and final environmental processes. EOT recognizes that the recommendations and the implementation plan for the Urban Ring Phase 2 project will be influenced both by the public and regulatory review of the proposed project, and by ongoing developments relative to federal, state, municipal, and private sector funding opportunities. EOT is eager to use this environmental filing to solicit feedback from the general public, corridor residents, municipalities, public agencies, elected officials, and project stakeholders in order to inform the future direction of the project and its implementation plan. 9.1 DEIR Comments and Responses Comments received on the 2004 Urban Ring Phase 2 DEIR are addressed in the separate Volume II of the RDEIR/DEIS.
