Review of proposed GreenDOT performance measures

Congestion measures for sections of the GOTime system are available now. While
this is not for the whole GOTime system, using these segment based measures is
probably sufficient for the GreenDOT congestion metric.

The approach to developing missing measures should be to complete the easiest
measures first.

The Mode Shift Work Group is considering the approach to measuring mode share.

If the approach to collecting bike and pedestrian data relies on MPO data then
MPOs should be kept in the loop about what methodologies/approaches are most
useful.

One of the challenges of measuring pedestrian and bicycle movements is that
counts just give the numbers passing a point and say nothing about trip length.

Capturing information the US Environmental Protection Agency (EPA) ratings of light
duty vehicles as part of the highway vehicle inventory should be feasible for new
purchases going forward (but probably not for legacy vehicles).

Efficient allocation of fleet vehicles is something that would be a measure of
MassDOT action but it would be challenging to track and in practice it is dealt with by
having policy in place for fleet managers to follow.

In lieu of industry standard efficiency metrics, a technology measure is the most
feasible approach for tracking efficiency of new vehicles into the revenue fleet. This
might involve classifying vehicles by power train/fuel type.

A potential way to track expenditures on bicycle and pedestrian accommodations
constructed as part of complete streets projects is by capturing that information in
the Project Need Form (PNF) and Project Initiation Form (PIN) that are required as a
part of the Project Review Committee’s project review.
Actions/Next steps

The proposed measures and existing data points will be included in the GreenDOT
report being published in early December.

The GreenDOT Office will work with the Office of Performance Management &
Innovation on integrating the collection of data as part of the existing MassDOT
performance management system. This will include documenting the underlying
data sources and calculation methodologies for each measure.

Methods for communicating baselines and changes in performance will be
developed.

The GreenDOT Office will work with MassDOT operating divisions to finalize
remaining metrics.
