On behalf of the International Telecommunication Union (ITU), I am pleased to invite you to participate in
the Regional Workshop for CIS «Shift of the Modern Infocommunication Paradigm in the Post-NGN
Networks: New Technical, Economical, Legal, and Political Aspects», which is organized by the
Telecommunication Development Bureau in cooperation with the Ministry of Telecom and Mass
Communications of the Russian Federation and the Petersburg-based Leningrad Branch Central Scientific
Research Institute of Communication (LO ZNIIS) and will be held in Saint Petersburg, Russian Federation,
from 23 to 25 June 2014.
This Workshop is addressed to representatives of ministries, regulators, research and development
organizations, telecommunication operators, universities and other interested stakeholders of the ITU
Member States, Sector Members and Associates from the CIS and Georgia.
This Workshop is aimed at exchange of information and practical experience in the field of transition from
current networks to post-NGN. In particular, the Seminar will cover issues, such as:

Fundamental system and network aspects of the shift of paradigm of modern infocommunications;
Technical and Economic Aspects of Transition from Current Networks to NGN;
Proactive Management of Information and Security Events in NGN;
The Issues of Telecommunication Network Management at the stage of Transition to NGN;
Modern Solutions of Information Security in Multiservice Communication Networks;
Prospective Methods of Traffic Control in Modern Telecommunication Networks;
Impact of the Decisions of the ITU Global Conferences on Investment Policy;
Trends in the Development of Access Networks: Aspects Increase of Data Rate and Reliability Figures.
The draft Agenda of the Workshop is attached herewith (Annex 1).
The Workshop will be delivered is Russian. It will be paperless. All the Workshop materials, including
presentations, will be available on the ITU website: https://staging.itu.int/en/ITU-D/RegionalPresence/CIS/Pages/Post-NGN-workshop-in-St.-Petersburg.aspx .
Please note that there is no participation fee for this event. However, all expenses related to the travel,

accommodation and insurance of participants should be covered by your Administration/Organization.
If you wish to participate in the Workshop, you are kindly requested to fill out the Registration Form (Annex
2) and send it as indicated in the form by 9 June 2014.
To encourage the participation of low-income developing countries and subject to the availability of funds,
the ITU will grant one full or two partial fellowships per country. An application for a fellowship must be
authorized by the relevant Administration. Those intending to apply for a fellowship are required to
complete the fellowship form (Annex 4) and send it to the ITU Fellowships Service by email:
