Minutes of March 14, 2014

There were no agenda modifications.
Minutes from 2/7/14
The minutes and agenda from February 7, 2014 were approved.
Current Issues
Smoking on Campus
The current Board Policy and Administrative Procedures were reviewed by the committee and
recommendations were made for edits to be incorporated in revisions to be presented to the
committee in charge of updating Board Policies and Administrative Procedures. It was unanimously
agreed that the Safety Committee would like the policy in place by Fall, and that enforcement will
more than likely be in stages.
Rachel Mayo requested that Sue Torres set up a couple more smoking cessation workshops in the Fall;
also that Sue ask Loree McCawley if students may attend these workshops.
Diane Avelar stated that for Faculty and Cabrillo employees to help enforce this policy and others, a
culture needs to be created where people feel safer and comfortable about reporting.
Derek Fenster answered a question regarding distance from entrance that smoking is allowed – 20
feet. Jason proposed including definition of District Property. Jason also proposed that we should
offer to put signage at TLC so they do not absorb all of the fallout smokers, and discuss with them our
policy and their recourse.
Sesario stated his position again that he is in favor of discipline rather than fines. He recommends the
three strike pattern. 1. Awareness (Help, program, Education Plan) 2. Fine? 3. Hearing/Suspension
SSCT reviews. The biggest problem to date with other policies in place is the lack of referrals. Katie to
share document on enforcement.
How to deal with visitors was discussed– verbal warning, fine. Putting this in place was also discussed.
Derek Fenster stated that they cannot use the current citations that they are using because those go
through the court system, and this is a policy, not a law. When it is an employee that is in violation
the process would be progressive discipline; written warning, and the steps that go along with any
displiplinary issue. Sesario stated that at SSCT there was discussion that the reporting will be for
everyone not just students.
Katie Dowling said that CYAN can provide an example of the citation that might be used.
The first citation could be a warning. The issues with issuing these citations involve Database – who
will manage; resources; funding.
Action Items
o Task force needs to be put together
o Vikkee to make edits discussed at Safety committee meeting. Joe to review content and edit
final drafts. Present final drafts to Tatiana for BP committee.
o Derek Fenster to check with his supervisor on ability to cite with our own citations (not linked
to court system)

Safety:
Sue Torres reported about the injuries; the cut at the Bookstore required 8 stitches. Katie reported
that there was an IV poke in Nursing. She was following up with Aurelie Chin.
