ROMTELECOM
CONTRIBUTION TO THE WORKING GROUP ON WSIS
Invited to attend the Working Group on the World Summit on the Information Society (WSIS),
ROMTELECOM, the Romanian national telecom operator, welcomes the Resolution 1196 of
ITU – Council 2002 that sets up a working group on WSIS, open to all Member States and
Sector Members.
ROMTELECOM is the sole provider of fixed telephony, till the end of this year, when the
market is liberalized. The company’s portfolio of operations comprises ISDN , VoIP, data
transmission services, leased lines, public pay phones and value added services.
Through its three subsidiaries, ROMTELECOM offers mobile telephony, Internet and cable
television services as well.
As our company offers a wide range of services, it is able to provide the infrastructure
necessary for an emerging Information Society.
Being highly aware of the importance of the construction of a global knowledge – based
economy and society, ROMTELECOM is already involved in the areas that lie at the basis of
the Information Society.
ROMTELECOM has rolled-out a number of projects, with special impact on the development
of Romanian Information Society. Some of these projects are parented by the European
Commission Programs, and have promoted access to ICT. They have also facilitated the
information flow among partners in both developing and high-developed European countries.
On the other hand, our company has initiated, developed and implemented in-house projects,
with community impact in order to contribute towards setting up the foundations of e-society.
Following the suggestion of the Chairman of the WSIS working group, ROMTELECOM is
ready to propose a topic for a case study in order to assist in the process of developing a
substantive contribution of ITU to the work of the Summit. ROMTELECOM is also prepared
to get involved in the research process.
The case study is entitled “Public Utilities: Co-existence of the Utilities Networks” and has
been implemented in a city in the North – East of Romania, as an in-house project, using
Geographical Information System.

If appropriate, this case study could be presented at the Pan European Conference on
Information Society to be held in Bucharest in November 2002. With this opportunity,

We are confident that the WSIS will find the proper framework and strategy for every country
to overcome the divides in point of technical, human and financial resources, bringing closer
the Information Society to citizens worldwide.
