In 2006, the Subcommittee on Commercial and Administrative Law of the House Judiciary Committee
conducted a comprehensive review of administrative law, process and procedure. As part of this project,
two events were held to illuminate critical aspects of rulemaking and to promote public awareness of the
Subcommittee’s work on this most important instrument of law and policy. Discussion focused upon the
relationships between and among the branches of the federal government that have profound effects on
the process and results of rulemaking.
