SUMMARY AND CONCLUSIONS
SESSION 4: Implementation of WTSA-08 decisions
The objective of the session was to consider the TSB Action Plan for the
implementation of the 49 Resolutions adopted by WTSA-08.
We had two presentations, one remotely delivered by Mr. Georges Sebek
(Counsellor, ITU-T SG 17, ITU/TSB), and the other by Mr. Mohamed Haji
(Manager, New Technologies, Communications Commission of Kenya (CCK)).
The presentations dwelt on the initiatives to implement the WTSA-08 resolutions
of interest to African countries and also to share in experiences.
TSB presented an elaborate Action Plan, giving milestones, persons to take
action, collaboration, reporting and status of implementation. We were informed
of the detailed actions by TSB Director to implement all 49 resolutions, those
resolutions for Council. Indeed, this year’s Council will be considering four items,
namely Res. 76, 64, 74 and 71.
The presentation systematically enumerated the Initiatives to bridge the
Standardisation Gap (Res. 17, 44, 54) and these include the holding of ITU-T
meetings in the regions, support for establishment and operation of Regional and
Flagship Groups and fellowship for participants to all study groups.
High Priority has been given by TSB to cybersecurity issues as part of building
confidence in use of ICT (Res. 50) and ongoing actions have been announced on
countering and combating spam (Res. 52) and work on (Res. 58,76).
In the area of the Internet and for the implementation of Res. 64 on IP-address
and encouraging the deployment of IPv6, a project has been initiated to assist
developing countries and awareness is being promoted about the importance of
IPv6.
The second presentation by Mohammed Haji was comprehensive and insightful,
giving an African perspective. Significantly, it informed of collaboration with ISO
and IEC (Res.7).
The presentation also highlighted work on Res. 17, 32, 40, 43, 44, 47, 49, 50,52
54, 55, 58, 59, 60, 61, 63, 64, 66, 70,72, 73, and 76.

It also identified some challenge, namely; resource and infrastructural limitations
affecting inclusion from developing countries, skills shortage, partnerships and
slow dividends.
The presentation called for an all-level implementation strategy, need for midterm review, and a focus on capacity building to bridge standardization and skills
gap.
On the whole, it was acknowledged that ITU-T was on course and the decisions
of WTSA-08 would be achieved as planned. The lessons of Accra should be the
guiding light for participants as they go home.
