Featured panelists Mr François Rancy, Director, Radiocommunication Bureau, ITU Mr Paul Mitchell, General Manager, Technology Policy, Microsoft Ms Veena Rawat, Senior Spectrum Advisor, GSMA Mr Chris Murphy VP for Regulatory Affairs, Inmarsat Profile of the panelists Name Profile Mr François Rancy was elected Director of the ITU Radiocommunication Bureau by the Plenipotentiary Conference 2010 in Guadalajara, Mexico and re-elected for a second term at PP14. François Rancy is an engineer, a graduate of the École Polytechnique (1977) and the École Nationale Supérieure des Télécommunications (Paris, 1979). From 1979 to 1997, he worked as systems engineer and subsequently Head of Department in France Télécom’s research laboratories, where he was in charge of studies on national and international satellite systems and activities relating to the spectrum and the regulation of satellite systems. As from 1992, his responsibilities expanded to cover the entire radiocommunication sphere. Mr François Rancy, Director, Radiocommunication Bureau, ITU From 1997 to 2004, he was Director of Spectrum Planning and International Affairs at the National Frequency Agency (ANFR). From 2004 to 2010, he was Director-General of ANFR, responsible for frequency management in France. At the international level, he led the coordination of European delegations (CEPT) at WRC-03 and chaired the European Union group on spectrum management policy (RSPG) in 2007. He chaired the ITU–R Special Committee on Regulatory and Procedural Matters from 1997 to 2003, and the World Radiocommunication Conference in 2007. Paul Mitchell is General Manager, Technology Policy at Microsoft Corporation where he is responsible for strategic technology policy initiatives in the areas of spectrum, Internet governance, and broadband. Prior to his current position Mr. Mitchell held a variety of senior positions including General Manager, Interoperability and Standards and, with Microsoft’s Entertainment and Devices Division, General Manager of Policy and Standards. Mr Paul Mitchel, General Manager, Technology Policy, Microsoft His career also includes significant work related to digital and interactive television beginning with Microsoft’s early trials of an Interactive TV system in the U.S. and Japan and followed by work developing standards for digital television in advance of the U.S. DTV transition. He also held several roles in the Microsoft TV division, including General Manager of the Tools and Applications Product Unit and Chief of Staff. Mr. Mitchell joined Microsoft as a product manager in the Developer Tools Division, where he helped secure developer adoption of Microsoft’s professional C and C++ products. He was responsible for launching Microsoft C7, Microsoft Visual C++, and Microsoft Visual C++ for Windows NT. Prior to joining Microsoft in 1991, Mitchell was a senior marketing manager at Raima Corporation, a developer of database products. Dr Rawat is internationally well known for her knowledge and expertise in spectrum management, regulatory matters and ICT technologies. From April 2011 to Nov 2013, Dr. Rawat worked as VP and Ambassador to ITU for BlackBerry. This role included representation of BlackBerry's interests in ITU at executive level for issues dealing with spectrum for mobile broadband, network and mobile device security, environmental issues including e-Waste, Eco rating, among others. She also acted as senior advisor within the company on spectrum matters including preparation for national and international consultations, lead development of proposals for presentations for spectrum harmonization and access to new spectrum. Ms Veena Rawat, Senior Spectrum Advisor, GSMA Before joining BlackBerry, during 2004-2011, Dr. Rawat was President of Communications Research Centre. She represented CRC's interests in the Canadian federal government’s senior level committee of Assistant Deputy Ministers for S and T (Science and Technology) in Canada. Dr. Rawat came to CRC after spending 28 years within the Canadian Government where she held executive positions managing programs related to radio frequency spectrum engineering for all wireless and space communication services. Mr. Murphy is Vice President, Inmarsat Government Affairs. He has worked at Inmarsat’s Washington, D.C. office since 2007 and is responsible for regulatory and government affairs in North America. He currently serves as co-chair of the Satellite Industry Association’s Regulatory Working Group. He has extensive experience representing Inmarsat and the United States at international organizations, including the International Telecommunication Union. Before joining Inmarsat, Mr. Murphy held various positions at the U.S. Federal Communications Commission’s International Bureau during the decade that he worked there. He received two LL.Ms from Georgetown University Law Center, his Juris Doctor from the University of the Pacific, McGeorge School of Law, and Bachelor of Arts from the University of California Irvine.
