NORTH ROWAN ELEMENTARY SCHOOL
SCHOOL UNIFORM DESCRIPTION
Approved by the Rowan-Salisbury Schools Board of Education Meeting on Monday, April 19,
2004.
MANDATORY WEAR
Boys and Girls
Shirts and Blouses:
Any solid color shirt with collar or turtleneck, short or
long sleeves.
Oxford shirts (short or long sleeves) - White or Blue
Slacks and Shorts:
Khaki or Navy Blue dress pants or walking shorts
Sweaters and
Sweatshirts:
Any solid color crew neck, v-neck, cardigan, vest and/or
official North Rowan Elementary sweatshirt to be worn
with collared shirt.
Belts:
Belts are required if pants have belt loops. All pants
without belt loops must fit appropriately at the waist.
Girls Only
Skirts, Skorts,
Capris, Culottes,
and Jumpers:
Tights:
Solid Navy Blue or solid Khaki.
Solid Navy Blue or White
General Notes:
1. No details, except the official North Rowan logo, may be visible on any uniform item.
Consult the uniform policy for details about purchasing items with logo.
2. No jeans, jean skirts, jean jumpers, sweatpants and/or “cargo” pants may be worn.
3. Shirts must be tucked in.
4. Heavy coats must be taken off inside the classrooms. Sweaters and light jackets in
appropriate solid colors are welcome as needed.
5. All clothing must fit appropriately. NO SAG AND DRAG.
6. All clothing must follow the Rowan – Salisbury Schools Code of Conduct guidelines
for Appropriate School Attire.
7. Clothing may be purchased from any vendor as long as it complies with the uniform
requirements.
8. The length for all shorts, skirts, etc. should be no higher than above the knee.
9. Since students go outside on a daily basis to walk, run and play (weather permitting),
we strongly encourage and recommend the use of closed-toe shoes such as sneakers.

Support for Disadvantaged Students: The cost of school uniforms has proven to be less than
what is usually spent for children’s school clothing. However, the purchase of school uniforms
still may be a financial burden for some parents. Therefore, North Rowan Elementary School
will provide clear and understandable guidelines, which will allow anyone who meets criteria to
apply for assistance with the purchase of school uniforms.
Protection of Religious Expression: Students may display religious messages on items of
clothing to the same extent that they are permitted to display other comparable messages.
Religious messages may not be singled out for suppression, but rather are subject to the same
rules as generally apply to comparable issues. If wearing particular attire, during the school day
were part of a student's religious practice, under the Religious Freedom Restoration Act, our
school generally would not prohibit the wearing of such items.
Protection of Other Rights of Expression: Students will not be prohibited from wearing or
displaying expressive items, for example a button that supports a political candidate, so long as
such items do not independently contribute to disruption by substantially interfering with
discipline or with the rights of others. In addition, students may wear the uniform of a
nationally recognized youth organization such as the Boy Scouts or the Girl Scouts on regular
meeting days.
PROCEDURES AND GUIDELINES FOR IMPLEMENTING
THE SCHOOL UNIFORM POLICY

I.
Commencement of Uniform Policy
A. The uniform policy shall become effective August 4, 2004, the first day of school for
the 2004-2005 school year. Uniforms are mandatory attire.
B. A grace period of 30 calendar days shall be given to all new or transfer students from
the date of enrollment.
II.
Notification of Parent/Guardian
A. The means by which this information is communicated shall include one or more of
the following:
1. U. S. Mail
2. Registration materials
3. Parent/Student Handbook
4. Newsletter
5. Posters displayed at school
6. North Rowan Elementary School PTA meetings
7. Newspaper or Radio announcements
8. Parent/Student orientation meetings
9. Telephone surveys
B. Information shall include all or parts of the following:
1. Effective date
2. Grace period
3. Components and colors of uniform
4. Optional articles of attire, if any
5. The availability of assistance and the procedure for application
6. Compliance measures
7. Methods to facilitate recycling of uniforms within the school community
8. Notice of uniform sales and lists of competitive prices from vendors
9. Exemption guidelines
III.
Assistance for the Acquisition of Uniforms
A. Upon request, applications for uniform assistance may be obtained through the school
office.
B. A committee and a designated North Rowan Elementary School administrator will
review applications. Applications will be held in strictest confidence.

C. Those qualifying shall receive uniform components as needed from the available
inventory. No parent or guardian will be given funds or be reimbursed for the
purchase of uniform components.
IV.
Compliance Measures
A. Students are not in violation of the policy in the following instances:
1. During the 30 day grace period as specified in before mentioned section.
2. Due to extenuating circumstances, to be determined through a conference
between the parent/guardian and a North Rowan Elementary School
administrator.
3. When a student is wearing or displaying expressive items, for example a button
that supports a political candidate, so long as such items do not contribute to
disruption interfering with discipline or with the rights of others.
4. When a student's religious belief involves the wearing of a particular item.
5. When a student wears the uniform of a nationally recognized youth organization
such as the Boys Scouts or the Girl Scouts on regular meeting days.
B. The intent of the policy is not to inhibit or prohibit any student who is not in uniform
from receiving the education to which he/she is entitled, therefore:
1. No student shall be suspended from school, expelled from school, or receive a
lowered academic grade as a result of not complying with the policy.
2. North Rowan Elementary School shall resort to disciplinary action only when
positive measures fail to ensure compliance with the policy.
3. The school shall communicate with parents or guardians so that the
expectations, rationale, benefits, exemption guidelines and assistance are fully
understood by the student and his/her family.
C. The following measures will be taken if a student comes to school without the
appropriate uniform.
1. On the first offense, the student will be reminded of the uniform policy and a
copy of the policy will be stapled in the student's agenda informing the parents
that their child was out of uniform. A request for future compliance will also be
made. A record of this first offense will be created and an attempt to contact the
parents will be made.
2. On the second offense, the student will be sent to the office and asked to contact
a parent/guardian for a change of clothing. If a parent/guardian cannot be
contacted, the child will be taken home for a change of clothing or will be
provided with the necessary uniform component(s) to be worn for the remainder
of the school day. A record of this second offense will be documented and an
attempt to contact the parents will be made again regarding this issue.
3. After two violations, if a student is still out of compliance with the policy he/she
will spend that school day in an alternative learning setting at school. A

conference will be scheduled with parent/guardian to again explain the uniform
policy so that the expectations, rationale, benefits, exemption
guidelines, and financial assistance procedure are fully understood.
4. All student discipline shall follow the Rowan-Salisbury Schools Code of
Conduct.
5. A positive approach to achieve compliance with the uniform policy will be used
throughout the year. Individual students, classes and grade levels will be
acknowledged and recognized for consistent adherence to the policy.
V.
Exemption Guidelines
A. If a parent or guardian is interested in the process of exemption as it relates to the
Uniform Policy, the parent or guardian must observe the following procedure;
1. Request by mail or in person an Application for Exemption from Uniform
Program. This application may be obtained at the school site.
2. Complete the application in full and submit it to the North Rowan Elementary
School principal or assistant principal at the school.
3. Meet with the principal or assistant principal to discuss the uniform policy and
the nature of the parent/guardian's objections to the policy. The purpose for
this meeting includes (1) ensuring that the parent/guardian understand the
reasons for and the goals of the uniform policy; (2) verifying the accuracy of the
information on the application; (3) preventing fraud or misinterpretation.
B. The decision of the North Rowan Elementary School administrator may be appealed
by following the procedures outlined in the Rowan-Salisbury Schools Code of
Conduct.
