Rural Development in India is one of the most
important factors for the growth of the Indian
economy. India is primarily an agriculture-based
country. Agriculture contributes nearly onefifth of the gross domestic product in India. In
order to increase the growth of agriculture, the
Government has planned several programmes
pertaining to Rural Development in India. The
Ministry of Rural Development in India is the apex
body for formulating policies, regulations and acts
pertaining to the development of the rural sector.
Agriculture, handicrafts, fisheries, poultry, dairy
and allied activities are the primary contributors to the rural
business and economy.

The basic objectives of Rural Development Programmes
have been alleviation of poverty and unemployment through
creation of basic social and economic infrastructure, provision
of training to rural unemployed youth and providing employment
to marginal farmers/ labourers to discourage seasonal and
permanent migration to urban areas.
To fulfill this objective of Govt. of India, our Bank started the
BSVS in 2004 for development of Human Capital through its skill
enhancement programmes and entrepreneurship development
programmes. Our small initiative has now blossomed with a
great venture with 49 centers all over the country benefiting
2,25,104 participants as of 31.03.2015.
BSVS’s core offering include its free, unique and intensive
short-term residential self employment training programmes
with free food and accommodation designed specifically for
rural youth. BSVS also aims at hand holding the young and
buddy entrepreneur till they successfully establish their own
viable business units.
We have also opened 49 FLCCs attached to the BSVS centers
with a view to promote financial literacy awareness of the
banking services, financial planning and amelioration of debtrelated distress of an individual.
The large objective is for transforming unemployed youth into
confident self employed entrepreneurs through a short duration
learning program followed by systematic long duration hand
holding support. The trainings are executed in such a way that
they build entrepreneurship qualities improve self confidence,
reduce risk of failure and develop them into change agents.
I am happy to note that out of 2,25,104 youths trained by BSVS,
1,39,052 (61.77%) have already either secured employment or
set up their own ventures. I urge all concerned to follow up for
more coverage and better settlement rate so that BSVS present
still better results for the current F Y 2015-16.

It is indeed a matter of great happiness to
share with you that the Baroda RSETIs
(BSVS) have been set up in 45 Lead Districts
of Bank in the country and thus the first step
of creating the basic infrastructure in almost
all lead districts of the Bank for generating
self employment of Rural and Semi Urban
youth through skill development training
has been taken. Also the Bank has opened
RSETIs in 4 Non Lead Districts i.e. at Jaipur,
Gandhinagar, Lucknow and Pune which
reflects the Bank’s commitment towards the cause of
poverty alleviation through self employment.
Till now, the RSETIs have so far trained 225104 youth
out of which 36902 belong to SC, 55985 to ST, 22907 to
Minorities and 61190 to other Backward communities. Out
of the above 139052 youths have already secured either
employment or set up their ventures, of which 22029
belong to SC, 32139 to ST, 14255 to Minorities and 37120
to Other Backward communities. The settlement rate as of
March 2015 is 61.77%.
Apart from setting up of RSETIs, the Bank has also set up
49 Financial Literacy & Credit Counseling Centers (FLCC)
‘SAARTHI’ in 48 Lead Districts for providing the financial
Counseling services, financial literacy and awareness of
banking services in rural and semi urban areas.
FLCCs have so far, benefited 2,28,568 persons, out of
which 1,91,948 have made gainful use of the same for
their settlement. The age group which has benefited most
is upto the age of 30 years.
I take this opportunity to place on record my sincere
thanks to the various Government Departments, NIRD,
Monitoring Cell for RSETIs, RBI, NABARD and other
agencies without whose proactive support this dream of
setting up and running the centers would not have been
possible and seek their continued support.
I also express my gratitude to the members of Governing
Body of BSVS, Local Advisory Committees, NGOs and
other institutions who are actively participating in the
success of these Baroda RSETIs & FLCCs and request for
their continued wholehearted support towards this noble
cause.

BARODA SWAROJGAR VIKAS SANSTHAN (BSVS) (BARODA R-SETI)
Bank established Baroda Swarojgar Vikas Sansthan on 19th December 2003 as a society registered under
Societies Registration Act 1860 and also under Bombay Public Trust Act 1950 to impart knowledge and skill
for unemployed youth to enable them to take up self employment ventures.
AIMS & OBJECTIVES:
•
To train youth, impart knowledge & skill for taking up self employment venture.
•
To develop attitude for working in rural areas, rural development projects.
•
Assist youth in self employment and obtaining credit from financial institutions.
•
Open and maintain training centres within the country.
•
Conduct various training programmes - independent or in collaboration with other organizations.
•
Provide expert guidance and assistance to the institutions / organizations / individuals.
•
Provide counseling and consultancy guidance to youth for self employment and rural development.
•
Take up research activity in self employment and rural development area.
•
Take over and manage any existing unit with or without obligations as the governing board may deem fit.
•
Print, publish and exhibit film, journals, periodicals, books, lectures and other reading and pictorial matter for
diffusion of knowledge and training in self employment and rural development.
•
Work for development of villagers and quality of life in rural area.
•
Other activities as are necessary for effective implementation of objectives of the society as governing body
may decide from time to time.

So far our BSVS centers have organized trainings in more than 65 activities. Some of the major activities are:

Repair of Radio and other Electrical items.

Performance
Highlights
 Established two FLCCs in 2014-15 taking the
total no of FLCCs to 49 as of 31.3.2015.

Our Six BSVS centres in Pantnagar, Ajmer,
Pratapgarh, Banswara, Jaipur, Jhabua
are operating from their own premises.
Construction work in fourteen other centres is
under progress.
 225104 youths trained, by conducting 7777
programmes, 139052 (61.77%) have secured
either employment or set up their own
ventures.
 Director’s Conclave of all the Baroda RSETIs
was held from 13th to 14th October, 2014.
 Support staff viz Faculty, Office Assistant,
and Attender to assist the BSVS Directors
provided at each RSETI.
 Focusing on women empowerment and
providing them sustainable income- Ajmer
BSVS centre is dedicated to train women,
which has organized 456 programmes
exclusively for women, trained 10554
candidates, out of which 8162 (77.34%) have
settled.

Director’s Conclave
In terms of MoRD guidelines as a starting point to organize a 2-day Conclave of RSETI Directors as an annual event,
as in the previous years, took the lead in organizing 4th round of Conclave for RSETI Directors on 13th and 14th
October 2014 at Staff Training College, Ahmedabad.
The programme was inaugurated by Executive Director and President BSVS Sh. P. Srinivas, through video while Sh.
E. H. Rahiman, General Manager Rural & Agri Banking BCC and Vice President BSVS, Sh. Kamlesh Patel, Principal
and DGM, Staff Training College, Bank of Baroda and Sh. K N Janardhana, Chief Project Co-ordinator, Monitoring
Cell for RSETIs, Directors of RSETIs and other officials from the Bank participated in the inaugural session.
On the first day, sessions on review of performance, sharing of experiences and Success Stories by the Directors of
RSETIs were deliberated upon.
On the second day, issues related to land allotment and construction of RSETI premises were discussed at length by
Sh. O N Bansal, Project Director, NIRD, Hyderabad, and latest guidelines of MoRD regarding construction were also
informed by him.
During the valedictory function, Sh. E. H. Rahiman, General Manger, Rural & Agri. Banking, BCC appealed to the
participants that they all should come forward to help poor people for their livelihood occupation. He emphasized on
frequent visits to the villages and to create more awareness among people about RSETIs and monitoring the linkage
though Bank’s credit to the trainers to set up employment venture. On this occasion he also announced revision of
upper limit of catering expenses, providing ‘Out of Pocket Expenses’ to motivate In-house Faculties to visit various
villages in the district for conducting EAPs and follow-up.

We have audited the consolidated accounts of the above named Trust having its Head Office at Ahmedabad and its
branches located at Lucknow, Raebareli, Sultanpur, Amethi (Chhatrapati Sahuji Maharaj Nagar), Fatehpur, Kanpur
Nagar, Ramabainagar, Allahabad, Kaushambi, Pratapgarh(UP), Faizabad, Ambedkarnagar, Bareilly, Shahajahanpur
(Bantra), Rampur, Pilibhit, Haldwani (Nainital), Udham Singh Nagar, Jaipur, Karauli, Tonk, Sawai Madhopur, Bundi,

4. Books/Deeds/Accounts/Vouchers are in the custody of the Manager or Trustee on the date of the audit and are
in the agreement with accounts.
5. The inventory, certified by the Trustee and other documents and records were produced before us.
6. No property or funds of the Trust were applied for any objects or purpose other than the objects or purpose of
the Trust.
7. No money of the Public Trust has been invested contrary to the provision of Section 35.
8. No alienation of the immovable property has been made contrary to the provisions of the Section 36.
We have to report that:
a. The accounts are maintained on Cash basis.
b. Accounting records of Ambawadi account at Ahmedabad and NIRD Fund transfer account at BKC, Mumbai have
been audited as Head Office accounts.
c. Stationery expenses include stationery provided to trainees also.

FINANCIAL LITERACY & CREDIT COUNSELLING CENTRE (FLCC)
(Established under BSVS Trust)
As a Corporate Social Responsibility initiative, Bank has opened Financial Literacy and Credit Counseling Centres
(FLCCs). The Centre is named as “SAARTHEE” amply indicating its basic objective of steering those under financial
distress and educating others to avoid financial mess. The “SAARTHEE” FLCCs are established under our BSVS
Trust and its activities are managed, controlled and supervised by the Governing Body of BSVS.
During the FY 2014-15 the Bank has opened two more FLCCs at Shahdra in Delhi and Puzhakkal in Kerala. The
Bank has set-up forty nine FLCCs in Bihar, Gujarat, Maharashtra, Madhya Pradesh, Rajasthan, Uttar Pradesh,
Uttarakhand, Delhi and Kerala.
OBJECTIVES OF FLCC
1. To provide financial counseling services through face-to-face interaction as well as through other available media
like e-mail, fax, mobile etc. as per convenience of the interested persons, including education on responsible
borrowing, proactive and early savings, and offering debt counseling to individuals who are indebted to formal
and/or informal financial sectors ;
2. To educate the people in rural and urban areas with regard to various financial products and services available
from the formal financial sector ;
3. To make the people aware of the advantages of being connected with the formal financial sector ;
4. To formulate debt restructuring plans for borrowers in distress and recommend the same to formal financial
institutions, including cooperatives, for consideration ;
5. To take up any such activity that promotes financial literacy, awareness of the banking services, financial planning
and amelioration of debt-related distress of an individual.

SUCCESS STORIES IN BRIEF
Mrs. Urusa Valid, trainee from BSVS Tonk, trained in
tailoring and dress designing, is successfully running
tailoring unit and training centre at her residence. Her
monthly income is Rs.5000.
Mr. Vikas Chaudhary, trainee from BSVS Surat,
trained in printing and binding, is successfully running
up his own business. His monthly income is
Rs. 30,000.
Mr. Vinubhai Vasava, trainee from BSVS Surat, credit
linkage by Bank of Baroda, is successfully running own
business of manufacturing food items. His monthly
income is Rs. 16,500.
Mrs. Suman, trainee from BSVS Amethi, trained in
tailoring and dress designing, is successfully running his
tailoring unit and training centre at her residence. Her
monthly income is Rs. 5000.
Mr. PragneshKumar Baria, trainee from BSVS
Panchmahal, trained in mobile repairing is successfully
running mobile repairing shop. His monthly income is
Rs. 20,000..
Mr. Jaysh Chaudhary, trainee from BSVS Pune trained
in Basic Photography is successfully running own studio.
His monthly income is Rs. 25000.

Mr. Deepak Kumar, trainee from BSVS Sheohar, trained
in computer Hardware and Networking, is now successfully
running his business of selling computer accessories and
networking services. His monthly income is Rs. 12,000.
Mr. Nikhil Chaudhary, trainee from BSVS Pune, trained
in mobile repairing, is successfully running business
of mobile repairing in his own premises. His monthly
income is Rs. 20,000.
Mr. Mahesh Jadhav, trainee from BSVS Navsari,
trained in Bag making, is successfully running his
business of bag making and repairing. His monthly
