Recovery A.Organizing Staff 1. Disaster Team Members and Duties a. Disaster Supervisors There will be two supervisors, one who is the department or branch head in the area where the disaster has occurred, and one who is the Chair of EPWG. These supervisors will work together, as appropriate, in the following ways. They will: i. be responsible for overall management of recovery and salvage operation ii. determine when to begin salvage after consulting with Physical Plant, fire and safety personnel iii. establish command center iv. determine timetable for recovery v. request team volunteers through Library Director, department heads vi. brief First Response Team and Recovery Team Leaders, and receive team reports vii. advise Recovery Team Leaders on contacting outside agencies for assistance and supplies viii. consult with Recovery Team Leaders on transport of supplies and movement of damaged collections ix. arrange for food, drink and rest areas for Team Members. Rest breaks should take place approximately every two hours. x. designate a security check-in person to issue name tags and monitor access to disaster area xi. with Library Director, coordinate budget and payments for supplies and services needed xii. prepare final report to Director, including photographic documentation, on recovery process and unsalvageable materials xiii. EPWG is responsible for video documentation of the Libraries’ buildings before any disaster occurs. During a disaster the Disaster Supervisors will designate a photographer to document the extent and type of damage, and the recovery and rehabilitation processes. The Supervisors will track dates and times of photos or videos so they can be used in reports b. Director of Libraries i. works with campus administration to establish in advance possible sites for work space for recovery and emergency storage space as needed, with input from staff on necessary physical requirements of such spaces ii. issues the necessary pre-authorization for the Disaster Team to do its work iii. acts as liason with campus administration and coordinates with them (including FiveCollege Risk Manager) iv. works with College Relations to issue public statements on the disaster and on progress of recovery efforts v. authorizes temporary staff reassignments, in the case of higher level staff or in cases 03/19/03 V. Recovery A.Organizing Staff 1. Disaster Team Members and Duties which will involve a lot of people or a long-term assignment. Cases which involve a small number of staff, a short-term situation, or lower-level staff may be handled directly by the staff supervisors. vi. receives reports from Disaster Supervisors vii. authorizes funding, beyond the routine (determined on a case-by-case basis) c. First-Response Team i. assesses and records damage, with the assistance of the photographer ii. determines kind and amount of salvage necessary iii. communicates with Disaster Supervisors to coordinate recovery efforts iv. after initial response, members serve as Recovery Team Leaders or Team Members as needed d. Recovery Team Leaders i. responsible for the handling and treatment of materials from the time they are removed from the disaster site until the materials are reshelved ii. supervise and train Team Members in packing materials to be shipped for outside treatments, and in-house salvage iii. keep records of what items have been sent to what facilities, and what items have been packed in what boxes iv. monitor the progress of orderly restoration of stack area, including clean-up and resetting shelving v. communicate regularly with Disaster Supervisors on progress vi. supervise delivery and installation of needed equipment e. Collection Representative i. develops in advance a collections salvage priority list to be used during salvage operations, in conjunction with appropriate staff ii. reviews priorities and floor plans at least annually iii. at the disaster site, advises on priorities for action on the basis of the written guidelines iv. serves as liaison to Cataloguing and Acquisitions departments to process items affected by the disaster 03/19/03
