Need to regard ‘local distinctiveness’ and ‘prevailing character’ when considering new development Main amendments to the document:A number of boundary alterations have been implemented following consultation:• • Extension south along Yarmouth Road, including the Victorian/Edwardian Villas and Memorial Garden. Extension to include the whole of the Paston College Lawns site for its historic value. The Key characteristics and Key issues have been amended to highlight the problem of congestion in the Market Place and the need to re-consider pedestrianisation. The overall state of the Market Cross Area is disgraceful, to much litter, filthy pavements and amusement arcade is to the image needed. Approaches to NW need lots of improvement. I disagree with the development of the Vicarage Street car park, NW need all the car parks it currently has. The importance of Scarborgh House and the Lawns seriously understated. The Council in favour of the alteration unlisted buildings, however has very grave concerns about the future of the Car Parks, the loss of which would have extremely serious economic repercussions for traders within the town centre. Very comprehensive document in its scope, well illustrated with very useful maps. The section of local details, styles and materials is very useful. The Management Proposals address all these points with the introduction of Article 4 directions to help stop erosion, boundary extensions and some 32 local listings. A full photographic survey should be carried out to provide baseline data for monitoring change. The historic maps need to be enlarged. A very useful tool in managing the area over the coming years and ensuring new proposals preserve or enhance the towns character and appearance. All new development should respect the prevailing character of NW and be in-keeping with the CA. Guidance set out in the Appraisal and Design Guide hope to enhance the quality of new development. The appraisal gives a good description of the town and I agree with the Key Issues affecting its future. The towns becoming more and more run down, and loosing its character, there are many growing problems.
