1.0 Summary of analysis and main changes to the draft document following public consultation
The majority of responses and comments received at both the public meeting and via written responses were in favour of the
main management proposals:•

Need to adopt a list of buildings of local interest.
Introduction of Article 4(2) Directions.
Review and extend the Conservation Area as proposed.
NNDC to support public realm enhancement schemes.
Need to regard ‘local distinctiveness’ and ‘prevailing character’ when considering new development
Main amendments to the document:A number of boundary alterations have been implemented following consultation:•

Extension south along Yarmouth Road, including the Victorian/Edwardian Villas and Memorial Garden.
Extension to include the whole of the Paston College Lawns site for its historic value.
The Key characteristics and Key issues have been amended to highlight the problem of congestion in the Market Place and
the need to re-consider pedestrianisation.
A character Areas map has been included to further identify the specific zones found within the Conservation Area.

The overall state of the Market Cross Area is
disgraceful, to much litter, filthy pavements and
amusement arcade is to the image needed.

I disagree with the development of the Vicarage
Street car park, NW need all the car parks it
currently has.

Cottage east. The importance of Scarborgh
House and the Lawns seriously understated.
The boundary has now been amended to include the whole
of the Paston College Lawns site for its historic value and

The mature trees on the site are some of the
most important in the town.
The date of the Peasants Revolt has also been changed.

I am in full support of the Management
Proposals and hope to see them carried
through.
The Council in favour of the alteration unlisted
buildings, however has very grave concerns
about the future of the Car Parks, the loss of
which would have extremely serious economic
repercussions for traders within the town centre.
Very comprehensive document in its scope, well
illustrated with very useful maps.
The section of local details, styles and materials
is very useful.
The Management Proposals address all these points with
the introduction of Article 4 directions to help stop erosion,
boundary extensions and some 32 local listings.

The SWOT analysis is a good method for
summarising key issues.
A full photographic survey should be carried out
to provide baseline data for monitoring change.
The historic maps need to be enlarged.
A very useful tool in managing the area over the
coming years and ensuring new proposals
preserve or enhance the towns character and
appearance.
Should include the whole of the Memorial Park.

The shopping precinct, St Nicholas Court is

however it might be appreciated differently in
the future.

might be to much paper work for people.
Poor modern development has had an adverse
impact on the town and the Council should not
have approved many of the developments.

the town’s prosperity.
The appraisal gives a good description of the
town and I agree with the Key Issues affecting
its future.
The towns becoming more and more run down,
and loosing its character, there are many
growing problems.
Grants should be available to owners of run
down buildings within the CA.
