Agenda Item 13 Organisational Restructuring – Communities, Coastal and Property Services The restructuring exercise which has brought together the communities, coastal and property teams into a single integrated service unit was designed during the autumn of 2010, discussed and endorsed by Cabinet members, and built into the 2011/12 budget process. The proposal was subject to detailed consultation at team and individual staff levels and was based around the principles of rationalisation and service merger to improve efficiency and to reflect the changing environment in which we are working with particular reference to the Coalition Government’s reforms around local-national partnership agreements, and the advent of Big Society and localism. Appendix A contains the consultation discussion papers on community engagement, community safety, and the structure chart for the amalgamated Coast, Localities and Assets Team. The revised management arrangements are now in place. The restructuring resulted in five unavoidable redundancies and the creation of a new post to co-ordinate activities combating anti-social behaviour. This role is being funded jointly with Victory Housing Trust (VHT) who will be the employer and the post holder will be based in the Operational Partnership Team at Cromer Police Station with shared accountability to NNDC and VHT. Finally, the posts of Community Liaison Officer and Health Improvement Officer previously managed within the Supporting Communities Team have been transferred to the Organisation Development Service where the post holders will work in a team with the Council’s Policy and Performance Management Officer.
