Project Enabler - Economic Growth (Post 2169) - grade 7 Service Area Economic and Community Development Manager/Team Leader Economic Growth Manager Direct reports N/A Total Managed N/A Purpose of the Role To identify and develop project concepts and appropriate sources of external funding in support of the Council’s Economic Growth priorities and Corporate. To liaise with external funding bodies as appropriate and to work with external organisations to develop projects, proposals and programmes and help attract funding and resources for project implementation. To work with colleagues across the Council (and partner organisations) on funding bids that deliver against the Council’s corporate priorities. Principle Activities / Objectives 1) Develop and maintain an appropriate method of disseminating information pertaining to the various sources of funding available to the Council, its key partners and the community as a whole. 2) Develop and maintain a ‘funding application tool kit’, providing clear and practical advice to colleagues and external partners to assist them in making successful applications. 3) Research and provide funding advice to the Council’s managers on the potential sources of external funding, and support other services as appropriate with bids for external funding. 4) Prepare and co-ordinate bids for external funding from the full range of funding bodies including: EU Structural Investment Funds (ERDF, EAFRD and ESF), Central Government Departments, Non-Departmental Public Bodies, New Anglia Local Enterprise Partnership, Norfolk County Council, Heritage Lottery Fund, National Lottery, and from other approved funding bodies. 5) Build the capacity of, and assist private and voluntary sector partners to apply for and secure internal and external grant and loan funding, where considered appropriate, relevant and eligible. 6) Provide or identify appropriate training for Council staff, partners, and community groups to enable them to develop project ideas and prepare successful funding applications. 7) Submit funding bids on the Council’s behalf and, if successful set up the appropriate processes and systems to enable projects to be successfully delivered, ensuring that all relevant processes are eligible and compliant. 8) Where applications are successful, take the lead role in ensuring appropriate project management arrangements are set up, as well as the monitoring and performance reporting arrangements, in accordance with the requirements of the relevant funding body, in line with the format and deadlines prescribed by the scheme. 9) Develop, manage and maintain systems to ensure that the Council is kept up to date with funding opportunities and maintain a register of funding bids being developed, their results, outcomes and impacts on the District. 10) As appropriate develop and maintain a close working relationship with potential funding bodies and partner organisations. 11) Represent the Council at relevant internal and external funding group meetings, partnerships and other fora, as appropriate. 12) To take responsibility for your own Health and Safety at work and that of others who may be affected by your actions. 13) Any other work required and as directed within the confines of the existing grading and post.
