ITU1 Regional Contest for Latin America and the Caribbean Mark (or logo) for the regional series of “Accessible Americas: Information and Communication for ALL” In partnership with the Telecommunications Federal Institute (IFT) of Mexico Invitation and General guidelines, terms and conditions for participation The International Telecommunication Union and the Telecommunications Federal Institute of Mexico (collectively, the “Organizers”) invite stakeholders to participate in the regional competition for the selection of a Mark (or logo) to be used by the series of regional events Accessible Americas: Information and Communication for ALL (Event). The Event aims to raise awareness among governments and other actors in the Americas region, on measures to protect the rights and dignity of Persons with Disabilities (PwD), either by birth or acquired (accident or aging process). The regional series initiated in 2014 with the first event held in São Paulo, Brazil and, at the request of the participants and the kind invitation of the Administration of Colombia, the ITU held the second event in 2015 in the city of Medellin. At the end of the second event was announced the venue for the 2016 edition, which will be in Mexico City. The ITU and the hosts of each of these editions agreed that it has evolved and that it would be important to define a brand or logo that could facilitate the immediate association of all stakeholders in the Americas with the Event and its permanent inclusion in the regional accessibility agenda. For this purpose, we invite the Administrations of ITU Member States, civil society and the universities of the Americas region to promote this opportunity in their environments and with other agencies of their choice. The contest will choose the brand (or logo) that best represents the main purpose of the event. The proposals submitted by the participants of the Contest will be analyzed by a Judging Commission, composed of representatives from the ITU and from the three Administrations that have hosted the Event in 2014, 2015 and its 2016 edition that will be carried out in this coming November. The Judging Commission members will have access to proposals assigned to their group, without knowing the country of origin of their authors/designers, and will assign a score to each proposal, according to the following criteria: suitability to the objective of the Event, applicability, beauty and creativity. General terms and guidelines  The act of participating in the Contest constitutes acceptance of all the guidelines, terms and conditions thereof;  All participants, including the winner, are exclusively responsible for any claims of third parties on the authorship of the Mark (logo) submitted/proposed, as well as for obtaining the authorizations relating to properties, objects, local goods and persons contained in the Mark (logo);  By participating and winning the Contest, the winner permits the Organizers to use the winner’ name, likeness and/or photograph for marketing, promotional and awareness purposes in any media, worldwide, at no cost for the Organizers or remuneration for the winner;  The winner of the Contest must assign and transfer all rights to the winning Mark (logo) to ITU;  The Judging Commission decisions are sovereign and of irrevocable character. 1

Registration, Deadlines and Eligible participants Registration  Registration will be exclusively available on the page http://www.itu.int/en/ITU‐D/Regional‐
Presence/Americas/Pages/default.aspx;  All the necessary information for participants are available at the same web address indicated in the previous bullet;  Any changes or additional information will be also provided through the same web‐site;  Each participant warrants that all information submitted is true, current and complete;  False or inaccurate information will be cause of exclusion of the candidate from the contest. Deadlines Registration: until June 30, 2016 Submission of proposals: until July 15, 2016 Evaluation: until August 19, 2016 Communication to Winner: August 22, 2016 Awarding: 28‐30 November 2016 Eligible participants  People of legal age, individual participations only. Group proposals will not be accepted;  Each participant may enter a maximum of five (5) proposals. Criteria of Participation and Use of the winning Mark (logo) Criteria of Participation Competitors are required to maintain ethical conduct and in case of non‐compliance with some of the established parameters may be subject to disqualification. By deciding to participate in the Contest, the participants acknowledge and accept that ITU will have all the rights over the winning Mark (logo), as stated by the “General terms and guidelines” above.  The proposals must be originals and unpublished;  The proposals may be produced in any technique, without limiting the use of graphic resources;  By entering the Competition, each participant grants the Organizers a limited, non‐exclusive, global, two‐year royalty‐free right and license to use, reproduce, communicate, demonstrate, make available for public display and distribute the content of his/her submission for the purpose of the Contest as well as for ITU’s marketing, promotional, informational and educational or awareness purposes, via printed or digital or online media, including ITU’s website. Each participant hereby represents that he/she has the legal right to grant such license to the Organizer.  All entries must not: a. violate the intellectual property rights of third parties; b. be illegal under applicable national laws and international law; and c. depict or incite hatred, defame, abuse, harass, stalk, threaten a specific person or social group, incite violence or conflict or otherwise violate the legal rights of third parties (including those of privacy and publicity).  By entering the Contest, each participant agrees to release and hold the Organizers harmless from and against any and all claims, expenses, and liability, including but not limited to negligence and damages of any kind to persons and property, infringement of trademark, copyright or other intellectual property rights arising out of or relating to their participation in the Contest and the contents of their submissions. The participation of employees, or persons related/associated to ITU and IFT is prohibited
Use of the winning Mark (logo) The winning Mark (or logo) will be used by the ITU in promotional activities and may divulge at its own discretion; it can be applied in printed pieces, electronic media, homepages, webpages, outdoors, promotional materials, internal and external signs and other means of publication of the Event. Logo/Assignment‐of‐Rights‐EN.pdf Technical requirements  Each registered work must be presented in PDF format containing: o 1 page with the drawing (mark/logo) developed and possible variations o 1 page with summarized information on the proposal. Report as a minimum:  colors used  the fonts used, in the event that there is the presence of expressions, words or texts in the proposed mark/logo  descriptive summary of the proposal with a maximum of 150 words  summary Manual application of the proposed Mark (logo)  In the event that submitted proposal contain words, phrases or expressions, this should be presented in English and Spanish versions  The information required for registration may be submitted in English, Portuguese or Spanish  The author of the winning proposal shall submit, immediately to its communication, full documentation of the submitted proposal, containing: o The Mark (or logo) and its eventual variations printed in A3 white paper, 180g o Its digital version in high definition format (1/x) o Digital version in the original format of creation (Illustrator, CorelDraw, InDesign, Photoshop, etc.) o Application manual containing:  Colours pattern CMYK and RGB

Evaluation and classification Based on the number of proposals received, the Judging Commission of the Contest will make a pre‐
analysis and will assign ratings to all submitted proposals within the established deadline. Each criterion indicated in the table below will be rated from 0 to 10. In case of tie, the proposal receiving the highest score in the criteria and in the following order will prevail: CRITERIA Suitability Creativity DESCRIPTION  Suitability to the objective of the Event/Contest  Innovative‐originality of the idea  The harmonious use of colours and shapes Applicability Beauty  Easiness of application in different media and forms  Visual impact
 Plasticity The award The awards’ ceremony will take place November 30, 2016, during the last day of the event "Americas accessible III: information and communication for ALL", in Mexico City, Mexico. The ITU and IFT will certify the winner or the representative of the winning group and he/she will be granted a fellowship to attend the event in Mexico* – the fellowship covers roundtrip ticket from city/country of origin to Mexico City/Mexico, in economic class and the most direct route, as well as a daily amount to cover the cost of lodging, meals and local transportation during the period of the event. (*) In the event that the Winner is from Mexico City, the winner will be certified during the event in 2016 and the fellowship can be granted for him/her to attend the event in 2017.
