EXEC UTI VE ORDER

WHEREAS, I, Dolph Briscoe, Governor of Texas, pursuant to the authority
vested in me under the Constitution and laws of the State of Texas, do hereby issue
an Executive Order as follows:
WHEREAS, the State Bar of Texas, having been designated the responsibility for
planning an advocacy system by Executive Order D.B. 29 on May 20, 1976, has completed
the plan for an advocacy system and such plan has been reviewed and endorsed in
principle by the State Department of Public Welfare, Texas Rehabilitation Commission,
and Texas Department of Mental Health and Mental Retardation;
NOW, THEREFORE, I, Dolph Briscoe, Governor of the State of Texas, designate,
order, and direct as follows:
1.
The State Bar of Texas is hereby designated as the responsible agency
for implementing the Advocacy & Protective Services System, pursuant to
the provisions of Section 113 of P.L. 94-103. The State Bar of Texas may
contract with Advocacy, Incorporated, or any other respons i bl e entity,
for receipt of funding and performance of services if the State Bar of
Texas deems it advisable and to the best interest of 'those persons
entitled to services. Implementation of this system to begin on or
before October 1, 1977.

In fullfil1ing its responsibility under this designation, the State
Bar of Texas is directed to continue to consult and to cooperate with the
Texas Department of Health Resources, Texas Department of Mental Health
and Mental Retardation, Texas Rehabilitation Commission, the State Department of Public Welfare, the State Planning Council on Developmental Disabilities, the Epilepsy Association of Texas, the Texas Association for
Retarded Citizens, The Texas Society for Autistic Citizens, the United
Cerebral Palsy Association of Texas, and other interested persons and
groups.

To assist it in the performahce of its duties as the designated implementing agency pursuant to Section 113 of the Developmental Disabilities
Services and Facilities Construction Act, the State Bar of Texas is
authorized to receive and utilize federal financial assistance.

This Executive Order is effective on the ~ day of September, 1977, and shall
remain in effect until amended, modified, or repealed by me.
