WHEREAS, the State of Texas recognizes the responsibility of
the State and its political subdivisions in the areas of health
resources and human services; and
WHEREAS, the Congress of the united
S~ates
continues to enact
laws and promulgate rules and regulations concerning the federalstate relationship in the health care areai and
WHEREAS, there is need for effective communication, cooperation
and coordination between the appointed governing boards of the various
health resource and human service agencies and the Governor's Office;
and
WHEREAS, I , as Governor, and the elected leadership of Texas can
benefit greatly from the knowledge and particular skills and expertise
of the appointed governing boards of the various health resource and
service agencies; and
WHEREAS, the various governing boards should be in a position of
receiving and sending communications and policy statements directly
from and to the Governor's Office: now
THEREFORE, I, DOLPH BRISCOE, Governor of Texas, by Executive Order
this date, do hereby designate and appoint David A. Dean as

Administrative Assistant for Health Resources and Human Services and do
hereby create a Task Force on Health Resources and Human Services to
consist of the Chairman of the following appointed commissions, boards,
oommittees, and councils:
Advisory Council on Community Affairs
Board of the Texas Rehabilitation Commission
Governor's Committee on Aging
Hospital Licensing Advisory CouncLl
State Board of Education
State Board of Health
State Board of Public Welfare
State Commission for the Blind
State
Texas
Texas
Texas
Texas
Commission for the Deaf
Board of Mental Health and Mental Retardation
Commission on Alcoholism
Employment Commission
Youth Council
and such other commissions, boards, committees, and councils that I
may designate.
This Task Force shall be subject to the jurisdiction of the
Governor of the State of Texas.
Members shall serve without compen-
sation except that their reasonable travel expenses will be borne by
the agency or department which they represent.
This Task Force shall operate under my personal supervision,
chaired by my Administrative Assistant for Health Resources and Human
Services.
I call upon this Task Force to meet regularly, and as
otherwise directed by the chairman, to assure maximum coordination
among the agencies and activities concerned with health care and
services in this State.
I request that each member of this Task Force l
their support staff personnel, and every other State agency and private
organization concerned in the health care field personally exert every
possible effort to assist in the coordination and improvement of health
care and services to the people of this State.
My personal office, the Governor's Division of Planning and
coordination, and the Office of Federal-State Relations, shall serve
as staff to the Task Force.
The duties and responsibilities of the Task Force shall include:
1)
Serving as a broad policy advising body to
task force and working groups appointed to
address specific problems.
2)
Undertaking and promoting joint studies as
may be necessary in health and human resource
matters.
3)
Encouraging cooperative, comprehensive and
complimentary planning by each State Agency
or department.

4)
Coordinating health and human resource
activities with other State agencies and
Interagency Councils relating to but not
directly involved in health and human
matters.
5)
Recommending legislative, administrative and
executive action to improve the development,
utilization and conservation of health and
human resources.
6)
Serving as a forum for member agencies and
other State or federal agencies to exchange
information regarding on-going or proposed
plans and programs relating to health
resources and human services.
7)
Advising the Governor's office of the special
needs and circumstances of the various boards
and agencies engaged in health resource or
human service activities.
8)
Performing assignments as may be deemed
appropriate by the Governor.

This Executive Order shall be effective immediately and shall
remain in full force and effect until modified, amended or rescinded
by me.
