AMENDING THE DATE FOR SUBMISSION OF' THE CONSOLIDATED
HEALTH AND HUMAN SERVICES BUDGET
WHEREAS, Section 13, Article 4413(502), Vernon's Annotated Texas Statutes, provides that
the Health and Human Services Commission shall prepare and submit to the Legislative Budget Board
and the Governor a consolidated health and human services budget recommendation by October 1 of
even-numbered years;
WHEREAS, Section 10, Article 4413(502), Vernon's Annotated Texas Statutes, provides that
the Health and Human Services Commission shall prepare and submit to the Governor, Lieutenant
Governor, and the Speaker of the House, a coordinated strategk plan for health and human services,
with the initial plan to be submitted not later than October 15, 1992;
WHEREAS, SECTION 1.05(g)(2), Chapter 15, Acts of the 72d Legislature, First Called
Session, 1991, provides that the Governor, by executive order may establish an alternate completion
date for a project, report, or other activity of the Commission; and
WHEREAS, on August 27, 1992, the Commission certified to the Governor that the
consolidated health and human services budget and coordinated strategic plan could not be completed
by the aforementioned deadlines,
NOW, THEREFORE, I, Ann W. Richards, Governor of Texas, by the authority vested in me,
do hereby declare that the consolidated health and human services budget recommendation and
coordinated strategic plan shall be submitted not later than November 15, 1992.
