on Government of Wales Bill

On 13/07/2006 the government had a defeat in the House of Lords on an
amendment to the Government of Wales Bill: To require that Orders in Council can
only have retrospective effect where it is "not to the detriment of those who have
either benefited from or acted in reliance upon the state of the law before the
retrospective Order is made".
This was defeat number 49 in the parliamentary session.
