Government Defeat in Lords on Apprenticeships, Skills, Children and Learning Bill Thursday 16/07/2009 On 16/07/2009 the government had a defeat in the House of Lords on an amendment to the Apprenticeships, Skills, Children and Learning Bill: To insert a clause requiring authorities to carry out an assessment of and record those who cannot read when they enter youth detention, and those who cannot read when they leave youth detention. This was defeat number 18 in the parliamentary session.
