NOTIFICATION
With a view to ensuring all round development of
youth activities, the Governor, Himachal Pradesh is pleased to frame the
constitution of Himachal Pradesh State Youth Board as per Annexure “A”.

ANNEXTURE “A”
CONSTITUTION OF HIMACHAL PRADESH STATE YOUTH BOARD

Name:This body shall be called the Himachal Pradesh Youth Board
here in after referred to as Board.

Registration :The Board shall be registered under the registration of
Societies Act, 1860.

Definitions:a) “Government” shall mean the Government of Himachal
Pradesh
b) “Pradesh” shall mean Himachal Pradesh.
c) “Youth” shall mean any youth belonging to Himachal
Pradesh between the age group 15-35.
d) “Association “ shall mean a duly constituted Association
of the youth for promoting any youth activity, game or
sports.
e) “Executive Committee” shall mean the Executive
Committee
f) “Member” shall mean a person duly nominated under the
relevant provision of the constitution.
g) “Article” Shall mean an article of this constitution .
h) “District Youth Board” shall mean a Board at the district
level duly recognized by the Himachal Pradesh Youth
Board.
i) “Arts” shall mean dance, drama, music, sculpture.
architecture, painting , Poetry , and prose writing.

Objective:The objective of the Board shall be:a) To encourage and promote the youth for study and
research in arts with special emphasis on Himachal
Pradesh folk arts.
b) To institute fellowships, stipends and scholarships for
the youth going in for higher studies in art/youth
activities not covered elsewhere.

c) To build character, promote team spirit and to develop
a spirit of belonging to the Pradesh through the medium
of youth activities.
d) To publish and to promote and assist publication of
literature in or about the activities of the youth in
general and of the State in particular.
e) To award prizes, confer distinctions grant stipends,
allowances or other financial aids and to accord
recognition to the youth of the State for high of youth
activities including arts.
f) To establish youth centers for the benefit of the youth
and to maintain and run them.
g) To organise functions according to the needs of the
youth of the State.
h) To encourage youth Exchange Programme among the
various States and Union Territories of India and of the
neighboring countries.
i) To establish or to encourage the
development of
amateur arts activities, theatre, open Air Theatre and
the Rural Theatre particularly folk dance and folk
music.
j) To foster a spirit of comraderie between the different
Youvak Mandals and Yuvti Mandals.
k) To plan and implement schemes for the welfare of such
outstanding persons who have dedicated themselves
towards welfare of youth.
l) To raise funds by way of donations, subscriptions etc.
for promotion of youth activities.
m) To train help the youth in establishing themselves
under the self employment scheme of other
departments.
n) To provide knowledge of latest technical know-how
and allied agriculture services methods to the youth.
o) To give financial assistance to the recognised
Clubs/Association or activities.
p) To do all such other acts and things whether to the
objectives aforesaid or not as may be required in order
to further the objectives or the Board.

The Board:The Chief Minister, Himachal Pradesh shall be the President
of the Board and the Minister Incharge Youth Services and
Sports shall be the Vice President. The board shall consist of
such other persons as may be nominated by the Govt. from
time to time. The number of such persons shall however not
be more than 16. The Director, youth Services & Sports,
Himachal Pradesh and the joint Director/Deputy Director
(Youth Services ) Shall be the Member- Secretary and
Member Joint Secretary respectively of the Board. One of the
Members nominated by the Government to be the Treasurer
of the Board.

Meeting of the Board:1. The Board shall meet at least once a year. The meeting
so held will be the annual general meeting of the Board
and at that meeting, in addition to other items, the
annual accounts for the year under report and the
budget estimates for the next year, shall be presented to
the Board.
2. The President shall preside over all the meetings of the
Board. In case the President is unable to attend any
meeting the Vice-President shall preside over that
meeting and in case, the Vice-President is also absent
than member of the Board, by consent, shall be the
chairman of that meeting.
3. All decisious of the Board shall be arrived at by a
majority of votes by the members present. If in a
particular case, the votes case for and against are equal
in number, the chairman of the meeting shall have a
casting vote.
4. The agenda of the meeting shall be circulated amongst
the members at least 15 days befor the commencement
of the meeting

The quorum for the meeting of the Board shall be one third of
its total membership.

Quorum:

Special meeting of the Board:1) A special meeting of the Board may be convened by the
Member-Secretary if one third of the members of the
Board make a request in writing to this effect to the
President.
2) A request for convening a special meeting of the Board
shall contain the specific purpose of such meeting and
discussion at that meeting shall be confined only to
such matter.
3) The agenda of the special meeting shall be circulated
amongst the member at least 7 days before the
commencement of the special meeting.

Executive Committee:The Board shall have a Executive Committee
consisting of the following members:i. Vice President of the Board.
ii. Commissioner-Cum-Secretary (Youth Services
and Sports) to the Government of Himachal
Pradesh.
iii. Member Secretary Treasurer and Joint Secretary
of the Board.
iv. Two members from amongst the State Board to
be nominated by the President of the Board.

Function of the Executive Committee:The Executive Committee shall be the executive body
of the Board and shall have such functions and powers
as may be assigned to it by the Board from time to time.

11 Meeting of the Executive Committee:i) The Executive Committee shall on the dates to be
specified by the Vice President meet at least once in
three months.
ii) Vice President or in his absence the Secretary ( Youth
Services & Sports) shall be the chairmen of the
Executive Committee. In case both the Vice Present
and the Secretary (Youth Services & Sports) are absent
then Director of Youth Services and Sports shall be
Chairman of the meeting.
iii) All decisions shall be taken by a majority of votes and
in case on a particular item the votes cast for and
against are equal, the chairman of the meeting shall
have the right of a casting vote.
iv) The agenda of the meeting shall be circulated amongst
the member at least 7 days before the meeting.

Quorum:-
Three members shall form the quorum of the Executive
Committee.
13 Recognition:-
The Board shall accord recognition to the Societies, Youth
Clubs, Sports Associations etc. in accordance with the
rules framed by it.
14 Grant-in-Aid:-
The Board may sanction grant in aid to Societies, Youth
clubs etc. which are recognised by it.
Provided further; that the Board may grant such assistance,
including monetary assistance to deserving youths as it
may deem fit.
15 Rules:-
The Board shall make such financial and other rules as it
may consider necessary for the smooth day to day running
of its affairs.
16 Powers:-
The Executive committee and the other officers of the
Board shall have such financial and other powers as may
be delegated to them by the Board or provided for in the
rules made by the Board.

17 Emergency
Powers:-
In emergent circumstances, if it is not possible to convene
a meeting of the Board or the Executive Committee, the
President shall have the power to accord approval to any
scheme/proposal and authorize expenditure upto Rs.
50,000/- and the Member Secretary shall have the power
to sanction an expenditure upto Rs. 20,000/- provided that
all such cases shall be placed before the Board for its
information..
18 Audit:-
The annual accounts of income and expenditure of the
Board shall be got audited by a chartered Accountant or
such other agency as the Board may decide.
19 Operation of
funds:-
The funds of the Board shall be deposited in an account
with a reputed bank and shall be operated jointly by any
two of the following:1. Member Secretary.
2. Member Joint Secretary.
3. Treasurer.
20 Honorarium:-
The officers of the Board shall be antitled to such
honorarium as may be approved by the President from
time to time.
21 Direction from Government:All direction s issued by the Government shall be binding
on the board.
22 Relaxations:-
Where the President is satisfied that the operation of any
of these provisions caused undue hardship in any
particular case he may be such orders and for reasons to be
recorded in writing, relax the requirement of any of the
provisions of this Constitution as he may consider
necessary in dealing with the case in a just and equitable
manner .
