Reservation for Other Backward Classes - exclusion of
Creamy Layer for the purpose of appointment in services and
posts under the Government of India/ State - certificate to be
produced by the candidates - revision of format thereof.
Sir,
I am directed to refer to this department's letter of even
number dated 23.08.2010 and 07.08.2013 on the subject cited above.
The State Government vide Social Justice & Empowerment department's
Notification No.Wel-B-F(1)-1/2001-VoI.II, dated 09.09.2011 has declared
the castes, classes and communities as Other Backward Classes of the
State and has also fixed Creamy Layer Criteria for these classes.

The Government of India has revised the format of aBC Caste
Certificate and the format as prevalent in the Government of India is
made applicable in the State of Himachal Pradesh.
Therefore, all the
certificate issuing authorities are requested to invariably mention the
details of Resolution/Notification (Number & Date) by which the caste
of candidate has been included in the list of OBes and also to ensure
that he/she does not belong to the persons/sections (Creamy Layer)
mentioned
