MPSERSis a non-contributory defined benefit retirementplan throughthe Michigan RetirementSystemPlan(the "Plan"). (10) CoMMTTMENTSANDCONTTNGENCTES Internallyfundedreseryesand accruedliabilitiesfor employeebenefitsare includedin the Retirement& InsuranceFund. Accruedliabilitiesare generallybasedon actuarial valuationsand representthe present value of unpaid expectedclaims, including estimatesof claimsincurredbut not reported. The Universityhas completedconstructionof its $44 million Dow Environmental Sciencesand Engineering("ESE')Building.The StateBuildingAuthority("SBlf') sold bondsand provided$30 millionfor the construction, whilethe Universityprovided$14 million. The Universityexecuteda deedto the propertyto the SBA and a leaseof the buildingfrom the Stateand the SBA. Duringthe leaseterm,the SBAwill holdtitleto the facilities,the Statewill makeall annualleasepaymentsto the SBA from generalfund appropriations; and the Universitywill pay all operatingand maintenance costs of the facilities.At the expirationof the leases,the SBA has agreedto sell eachfacilityto the Universityfor the sum of onedollar.
