Continuing to evolve - Preserving what works
Structural change should be guided by the following principles.
That:
• decisions are based on comprehensive, rigorous and evidence-based analysis
• operational effectiveness and management of risk are enhanced as a result
• the local to global “Golden Thread” of CT policing is preserved (from local
communities within the UK through to a threat from overseas)
• our ability to flex and surge resources across policing is maintained
• trusted relationships built over many years are not weakened and continue to
be fostered
• local policing continues to deliver and support the Counter terrorism effort
